His Grace Major general Andrew Carl Carter, 1st Duke of Whyalla MStG KSM was a senior Baustralian Army officer who served as an aide-de-camp general to King John I, and army medical officer. He was appointed to this post as a Brigadier, and helped form 3 army regiments, and in turn dividing the army into divisions, two air force squadrons, and almost doubled the strength of His Royal Navy. He was eventually promoted to lieutenant general for this recruiting burst. He was discharged after being deemed unfit for service in May 2021, though allowed back in as a medical officer in August the same year. He was later removed after a charge of insubordination.

Formerly a leading aircraftman with 1 Squadron HRAF, he also served as colour sergeant of the King's Grenadiers. He formed the Royal Baustralian Regiment with a self-recruited cadre and was made Commanding officer. In Kapreburg, Carter formerly served as a Private Officer in the Royal Cyber Force but was discharged on 6 February 2021.

In July 2022, he returned to his post as colour sergeant of the King's Grenadiers, and later was assigned as a provost sergeant to the Royal Baustralian Regiment. He was placed in command of No. 1 Platoon, RBR and Baustralia Platoon, LoN Regt, then placed in deputy command of No. 1 Military Police Regiment. His last command was Director of Military Personnel.
