The Archduchy of Egeria (Czech: Ohřevské arcivévodství) also known by its short-form name, Egeria[a] (Czech: Ohřevsko) declared its independence on 27 April 2021, is a de facto autonomous region that claims to be a sovereign state, commonly known as a micronation. Located in the Czech Republic, in Central Europe. Egeria is a Constitutional monarchy with one chamber parliament, headed by Archduke Peter Simon Malček-Ohřevský. The nation is comprised of four regional territories bordering the Czech regions of Pilsen region, Carlsbad region and Ústecký Region. The total surface area of Egeria is 1,583 km² with four districts established, Carlsbad district, Sokolov district, Kraslice district and Cheb district. It is bordered by Germany to the north and Czech Republic to the south. Mountains spans about 130 km² over Egerian territory, they are mainly the Ore Mountains (Czech: Krušné hory). The nation's capital and largest city is Carlsbad (Czech: Karlovy Vary). Egeria is ruled by House of Malček-Ohřevský.

Many similarities and history is shared with Czech republic and former Lands of Bohemian crown. Egeria uses czech language as its primary language, dispite declaring independence and having a bad political relations with its former mother state, Egeria acknowledges czech laws. However the self-determination of nation is superior than honoring mother state. On the basis of self-determination and right to choose to have any citizenship, Egeria and her citizens have made claim. Archduchy of Egeria declared independence on 27 April 2021 because of several reasons, the main reasons being political instability and national awareness.

Egeria was established as democratic parliamentary republic, but was reformed according to what happened in presidential powers crisis, when National Assembly failed to draft Constitution and at the same time taken powers of head of the state. After civil unrest National Assembly resigned and people demanded that head of the state should always have emergency powers in such cases and believed that only monarch will have enough authority to secure such emergency powers so they won`t be stripped away from him. To ensure this the Constitution was drafted to obtain article about beign Constitutional monarchy with head of state beign Archduke with powers to be lend over to government bodies and thus making them swear oath. The Constitution was officially adopted and approved on 6 June 2021, and signed by his Archducal Highness Peter S. Malcek-Ohřevský.[b]

Egeria is developing country with almost no economic resources as it does not collect taxes and does not export any goods. However Government with help of Egerian National Bank and postal service draft plans to start the economy by first step valorizing the currency. Although archduchy has the minimum GDP it ranks high on the Human Development Index, offering social security and a Universal Healthcare system. Egeria is member state of Grand Unified Micronational and Micronational Assembly.

History

The Archduchy of Egeria was formed on 27 April 2021 by the declaration of independence by the National Assembly in the Czech Republic. There were many reasons that led to the decision to break away from the Czech Republic and these were mainly the country's strong political instability, the decline of democracy and freedom, and above all the failure to meet basic legal standards in the past. All of these factors have initiated the archduke's interest in intervening to create a new environment where citizens are not part of a collapsing state apparatus. Before it came to the actual declaration of autonomy of the Archduchy of Egeria, it fell under the territorial administration of the Czech Republic. On June 2, 2021, there was a transition from a parliamentary republic to a parliamentary monarchy through decisions by the president and the National Assembly that were pressured by citizens to end democratic crisis. The democratic tradition of an elected president has not caught on in Egeria.

Eger river (Czech: Ohře)

Name

The name of the Archduchy of Egeria is based on the name of the Ohře river, which runs through the Ohřevsko territory and is a symbol for the whole country. The name was approved by the National Assembly. There was no official english form for the name till 19 June 2021, when it was voted on by National Assembly to use 'Egeria' as english version of 'Ohřevsko'. It was choosen because of the origion name of river that flows through country. Eger was the very first name given to Ohře river by celtic habitants.

Presidential powers crisis

Newly established Republic of Egeria in 27 April 2021 had to deal with many types of elections on different levels. First elected president was founder of nation, Peter S. Malček. Month after elections status of president has lost its authority through complicated partition of power and absence of Constitution. National Assembly was not able to draft new Constitution and presidential powers did not grant president-founder any tools to pressure National Assembly to do so. Coup was not taken into cosideredge as after few days of civil unrest National Assembly resigned and thus transfering emergency powers to president, but in the end people start to call for new regime and refused republical Constitution as of believe that head of state should be above politicians and have powers to engage if something like this happen. Thus monarchy was born by drafting Constitution obtaining article about constitutional monarchy being establish and led by Archduke with powers that would be lend to governmental bodies thus making them swear oath and giving the Archduke power to strike if needed.

Former president Peter S. Malček became the very first Archduke as people believed that he performed his office well, they wanted him to be head of state henceforward.

National Assembly was dissolved and persons responsible for, were arrested and banished from country. New elections took place on 8 June 2021 making the National Assembly to gather again with Jan Novák elected as speaker, members of National Assembly sweared the new oath and received executive powers from Archduke.

Liberation of Asotin

On 4 July 2021 the Archduchy of Egeria obtained area of Asotin in state of Washington within the campaign led by Archduke Christian Frasović to free land of Washington from influence of radical communist revolutionaries. On the same day National Assembly has resolved that Asotin will become state protectorate of Archduchy of Egeria with government established to ensure stability and root out revolutionary ideas. Furthermore Asotin's head of state will be known as protector.

Egeria enforced only diplomatical forceses upon pursuit of liberation by Christian Frasović. Area of Asotin was transfered via treaty signed by Peter S. Malček-Ohřevský and Christian Frasović.

After few days and obvious stability in Asotin, Egeria decided to withdraw from Asotin and let Asotin`s citizens to self determine their state aparatus. On 25 July 2021 Asotin is given independence and Egerian officials and protector leave the area. This decision was made by National Assembly with support of Archduke Peter Simon Malček-Ohřevský in believe that protection was no more needed as it would interfere with development in Asotin

3 Months Anniversary

On 27 July 2021 Egeria and her citizens celebrated 3 months anniversary of independence of Egeria and to honor this great event new National symbols were designed to represent the country for what it stands. New flag, Great coat of arms and small coat of arms were designed by his Archducal Highness Peter Simon Malček-Ohřevský. Egeria has achieved great things during the 3 months, diplomacy being the strongest branch as of 24 established diplomatic relations and treaties were signed. New laws like District law passed and Edgbaston Convention was ratified. National bank designers are working on new banknotes designes inspired by national and regional symbols and great buildings, works and people.

Governance

The Archduchy of Egeria is a parliamentary monarchy where the Government exercises power on behalf of the sovereign, now Archduke Peter S. Malček-Ohřevsky, who by tradition holds all the executive power. The archduke is the highest authority in the state. The state is governed by a Constitution approved by the National Assembly and the Archduke. The Government is responsible to the National Assembly and is formed by whoever is the leader of the political party that has a majority after the National Assembly elections or can win that majority within the multi-party coalition. The Archduke of the Egeria Archduchy has extensive formal powers, but his role is primarily (though not exclusively) ceremonial. He is the integral element of the assembly, and it is he who gives it, in a solemn act, the power to meet and make laws. No law goes into effect until it's signed by the Archduke. The legislative power is the National Assembly, which does not support any other form of legislature.

Legislature

The National Assembly has legislative power and has three functions: representing the electorate, making laws, and overseeing the government via hearings and inquiries. It alone possesses legislative supremacy and thereby ultimate power over all other political bodies in the Egeria. It is necessary to obtain more than 50% of the vote for a law, and more than 60% of the votes for constitutional laws. The National Assembly has the power to declare a state of war and martial law. Assuming corruption or any other offense is proven to a public official, whatever position he is stripped of all mandates. The National Assembly cannot be dissolved. Any member of the Assembly may be removed.

Executive

The Government exercises executive power in the Archduchy of Egeria. The government is led by prime minister, who selects all the other ministers. The prime minister and their most senior ministers belong to the supreme decision-making committee, known as the Cabinet. Ministers are responsible to the National Assembly. There are at the moment 7 Ministries following: Ministry of interior, Ministry of foreign affairs, Ministry of justice, Ministry of finance, Ministry of health, Ministry of defence, Ministry of culture.

The Prime minister presides over the Government, holds the executive power that is bestowed on him through the Archduke and selects ministers and advises the sovereign in exercising much of the archdukedom's prerogative. Given that modern prime ministers hold office on the basis of their ability to command the confidence of the House of Commons, they usually sit as an MP and lead the largest party or coalition in the House.

The Archduke is a head of the state and holds executive power and is also involved in the creation of new laws, his function is to pass laws but he can also propose them. The archduke has veto power. If a bill wants to be drafted and enacted, it must get more than 50% of the vote, more than 60% for constitutional bills. The Archduke convenes a session of the National Assembly. It can issue so-called Archduke's Ordinances, which must comply with the legal system of the country, i.e. they are sub-statutory regulations.

Law and courts

The Archduchy of Egeria is unitary state, with a civil law system based on the continental type, rooted in Germanic legal culture. The basis of the legal system is the Constitution of the Archduchy of Egeria adopted in 2021. The court system includes district, county, and supreme courts and is divided into civil, criminal, and administrative branches. The Egerian judiciary has a triumvirate of supreme courts. The Constitutional Court consists of 5 constitutional judges and oversees violations of the Constitution by either the legislature or by the government. The Supreme Court is formed of 20 judges and is the court of highest appeal for most legal cases heard in the Egeria. The Supreme Administrative Court decides on issues of procedural and administrative propriety. It also has jurisdiction over certain political matters, such as the formation and closure of political parties, jurisdictional boundaries between government entities, and the eligibility of persons to stand for public office.

Political parties

Political parties are allowed. Each political party runs at the expense of state resources, and the campaign is therefore run by a state initiative, where, all conditions being met, political parties or individuals are provided with campaign funds. The own-initiative campaign is severely restricted on the grounds that every idea and agenda should be equal, regardless of whether they are a party of government or a non-parliamentary party.

Economy

Archduchy of Egeria is currently developing it's own currency Egerian crown, which will be printed by National bank with help of Postage service as they print valuable papers. National wealth is held in cryptocurrency as it is part of program of Micronational society of economic cooperation, organization that takes the inciative to bring real economics into micronations through uniting nations in common goal of creating stable economic system.

The purpouse of the Ohřevian Postal Service is to be a reliable provider of quality services in the field of mediation of information, payments and goods, in traditional, physical and electronic form. Postal services are provided on the basis of a concluded postal contract and under the conditions stipulated by the Postal Services Act. Provides writing services and writing packages. It issues postage stamps. It allows citizens to make payments in the OHV and abroad. The scope of basic postal services in the Ohřevsko region is ensured so that they can be reached throughout the territory at an affordable price. Basic services are the most important domestic and foreign postal services that are necessary for the public. These are, for example, ordinary, registered or valuable items or postal orders.

ONT is national television owned by state and biggest broadcaster in Egeria. It was founded 19 June 2021. ONT has public committee, whose members are elected in every 4 years and run television in order to laws and national interests. Television has also educational purpouse and broadcast many interesting events from history. Main part of broadcasting time is formed by news. National Television is funded through television concession fees which are paid by all households and legal entities that own a television or any form television signal receiver. Ohřevian legislation is allowing Ohřevian National Television to use databases of energy suppliers to identify all households which are consuming electricity and thus potentially could own a television. Persons or households detected by this system are taken as feepayer unless they make a claim that they are not by sending affidavit. Also advertising is restricted onto adverts that are allowed by committee and law.

ONT is currently broadcasting on YouTube channel. Committee has approved on 5 July 2021 of broadcasting tv shows.

Municipal jurisdiction / lower administrative districts

There are many municipalities and towns in the Archduchy of Egeria, which take care of lower administrative administration and are headed by municipal councils elected by secret ballot in direct elections, according to the law. each municipality has a district of administrative and cadastral jurisdiction according to assessments from the times when Ohřevsko was not a sovereign state. Municipalities and their representatives exercise such transfer of state power as has been transferred to them from a higher administrative district.

Egeria officialy provides its citizens with digital identification card which works on the basis of QR code and ID number both beeing in database of Ministry of interior. Citizens have both rights that are secured by Constitution and obligations as loyalty to the state, the commitment to its defense, the performance of certain functions to which it is called, and the observance of the laws of the state etc. In Egeria it is permitted to have multiple citizenships. The citizenship can be acquired: By birth, by adoption, by determining paternity, by granting.

Applying for citizenship

For those, who are interested in applying for state citizenship of Egeria Archduchy it is important to know that you are establishing a legal relation with Egeria Archduchy as citizen towards state thus you must observance applicable laws, decree and Constitution and perform citizen's duties and obligations to draw citizenship's benefits. Also Central Government and Ministries are allowed to gather necessarcy information about every citizen according to GDPR, which are not the subject of a third party.

To apply you need to meet following requirements:

  • a) applicant must be fully aware of basic information about Egeria,
  • b) must deliver knowledge of primary language, if exeption is not made,
  • c) provide personal information (Name, Surname, Date of birth etc.) and corresponding photo,
  • d) declare criminal integrity.

If Applicant met all requirements and Ministry of interior decided to grant citizenship (naturalize) they will be contacted in coming days no later than the thirtieth day after the application is sent, applicant must sweart oath by signing the oath documentation and thus they become rightful citizen. No one can be deprived of his citizenship against his will.

Achducal order of the Red Eagle

The State decorations of the Archduchy of Ohřevsko is a decoration awarded by the State. By bestowing or awarding the Ohřevsko Archduke national decorations on individuals, the State rewards their outstanding civic merit in building a united society, the results of work, efforts to defend the homeland, heroic and other exceptional deeds.

Lending and awarding

The conferral of the Order means that after the death of a decorated person, the insignia of the Order returns to the Archduke. Upon award, after the death of a decorated person, the insignia remains in the possession of the survivors. The right to bestow and bestow decorations is a matter for the prince. Proposals for the bestowing or awarding of a medal are submitted by the Archduke of the National Assembly; the Archduke may bestow or bestow a medal without such suggestion (but the decision to do so is always subject to countersignature to the Prime Minister). The decorated one shall assume the insignia of the decoration and the instrument of its conferment or award. The insignia of the decoration is only allowed to be worn by the honored. National honor award for merit

The Distinguished Service Medal is awarded by the Archduke to persons who have participated in economic, scientific, technical, cultural, artistic, sporting, educational and educational activities by the State or local authority. It's divided into three degrees. There is also a separate medal for defending the country, which is awarded for exceptional activity during a state of war or emergency. It is for the prince and the royal council to judge the weight of the deed.

Army of Ohřevsko archduchy (AOA) consists of its citizens (volunteers). If necessary, there is a procedure to mobilise all citizens on the orders of the Assembly. The archduke is the head of the army. Basic military service was introduced from the acquisition of 16 years to two years. This is paramilitary training, which includes: infantry training and the basics of logistics. Army of Ohřevsko archduchy is managed by the Ministry of Defence and controlled by the General staff of Army of Ohřevsko archduchy, chaired by the Army general. The Commander-in-Chief is the egerian monarch, to whom members of the forces swear an oath of allegiance, which reports directly to the Archduke or the National Assembly. The AOA is made up of volumes and formations of several types of forces, namely the Ground Forces of the Archduchy Corps Army and the Air Forces of the Archduchy Corps Army. The main task of the army is to defend against external attack and to carry out tasks under international treaty obligations relating to common defence or peace and security operations.

Archducal Honor Guard of Ohřevsko Archduchy (AHG-OA)

The Archducal Honor Guard is a division level unit in the Egerian Army which is the seniormost unit in the Egerian Armed Forces that has the responsibility of defending the Archduke and national institutions. It is a type of guard regiment that is composed of dozens upon dozens of armored brigades, mechanized brigades and divisional artillery, Being the seniormost unit in the armed forces. Formally the Honor guard is part of army, but receive orders from archduke and his office.

Civil Service

The Civil Service carries out police activities in the fields of protection of citizens' life and health, protection of public order, investigation of criminal offences, supervision of road traffic, etc. It is a branch of the Corps for the Protection of the Public Welfare of Egeria. The CS is directly under the responsibility of the Egerian Ministry of the Interior and is divided into the public-administrative, forensic, transport and guard sectors.

OAVB (OPSA)

The Egerian Public Security Agency is an armed intelligence agency with an internal field of competence (counterintelligence). This Security Corps obtains, collects and evaluates information relevant to security, the protection of the constitutional order, democratic principles and the important economic interests of the Archduchy of Egeria. The OAVB was created on 15 June 2021 by a resolution of the National Assembly, to be further defined by law. The activities of OAVB are the responsibility of the Egeria Archduchy government, which also coordinates its activities. The Archduke also has the authority to impose tasks on the service within the limits of its remit. The OAVB does not come under any ministry, it is a separate state office. The service budget is a direct part of the state budget. The OAVB may only collect information relating to: terrorism, security or significant economic interests of the state activities of foreign intelligence services on our territory intentions or actions directed against the democratic foundations, sovereignty and territorial integrity of Egeria, organised crime extremism, threats to classified information, cyber security.

Foreign affairs

The first diplomatic division was opened on 1 June 2021, led by the archduke himself.

Since its Declaration of Independence on 27 April 2021, Egeria made great initiative to become an active member of the micronational community and has since become a member of numerous micronational organisations such as the Micronational Assembly, Micro4 Alliance and Micronational society of economic cooperation. Foreign affairs are handled by either the foreign affairs ministry or by Archduke.

Egeria has also developed its graphical design and marketing office that creates posters and prospectus to attract more people and diplomats. In future state officials are hoping to create national travel agency that would handle this matter and take care of it. As part of this, Egeria actively engages in both formal and informal diplomacy with other nations through these means and others, which are formally conducted by the archduke. Till 1 July, Egeria has signed treaties with 26 other sovereign states.

15 August 2021 Egeria was granted provisional membership in Grand Unified Micronational after meeting all requirements and singing the GUM charter. Archduchy`s policy within GUM is to aim for new diplomatic relations, cooperation with other member state, fulfilment of duties and maintaining peace and stability. There are two operating delegates, one of them being his Archducal Highness Peter S. Malček-Ohřevský. Archduke was convinced that head of state should represent the country on this scale.

Geographical data

Egeria borders the Czech Republic and the German Federal Republic.

Egeria has one main river flowing through its teritority called Eger/Ohře, which flows from Germany - Bavaria across Egeria and Czech Republic. It is 360 km long. The highest natural point is Klínovec, hill at 1,046 m. Ohřevsko/Egerias is surrounded by Ore Mountains (Krušné hory) from north and has hilly terrain to flat terrain in south.

Phytogeographically, the Egeria belongs to the Central European province of the Circumboreal Region, within the Boreal Kingdom.

Climate

Egeria has a temperate climate, situated in the transition zone between the oceanic and continental climate types, with warm summers and cold, cloudy and snowy winters. The temperature difference between summer and winter is due to the landlocked geographical position. Temperatures vary depending on the elevation. In general, at higher altitudes, the temperatures decrease and precipitation increases.

The coldest month is usually January, followed by February and December. During these months, there is snow in the mountains and sometimes in the cities and lowlands. During March, April, and May, the temperature usually increases, especially during April, when the temperature and weather tends to vary during the day. Spring is also characterized by higher water levels in the rivers, due to melting snow with occasional flooding.

The warmest month of the year is July, followed by August and June. On average, summer temperatures are about 20–30 °C (36–54 °F) higher than during winter. Summer is also characterized by rain and storms.

Autumn generally begins in September, which is still warm and dry. During October, temperatures usually fall below 15 °C (59 °F) or 10 °C (50 °F) and deciduous trees begin to shed their leaves. By the end of November, temperatures usually range around the freezing point.

Culture

The Culture of the Archduchy of Egeria is similar to that of the Czech Republic in terms of language, traditions, cuisine, holidays and religion. The primary language is Czech and is the official language of the Archduchy of Ohřevsko, while the other official languages are Slovak and English. They are mostly used in the territory of the Archduchy of Ohřevsko. Most holidays are taken from Czech culture, but few of them are their own. Carlsbad region is widely known because of its thermal spas.

Architecture

The earliest preserved stone buildings in Ohřevsko/Egeria date back to the time of the Christianization in the 9th and 10th centuries it is Loket castle, national seat of archduke and it was founded in 870 by the margraves of Vohenburg who were then related to the dukes of Bavaria to whom the entire Elbogen districts belonged until the 12th century. Since the Middle Ages, the Egerian lands have been using the same architectural styles as most of Western and Central Europe. The oldest still standing churches were built in the Romanesque style. During the 13th century, it was replaced by the Gothic style.The Renaissance style penetrated the Egeria in the late 15th century when the older Gothic style started to be mixed with Renaissance elements. During the 19th century stands the revival architectural styles and the main representative is Alfred Bayer born 10 February 1859, brilliant architect. He designed buildings mostly in the style of historicism, active in Vienna and Calrsbad, where he was not only an archtect, but also member of city council. Some churches were restored to their presumed medieval appearance and there were constructed buildings in the Neo-Romanesque, Neo-Gothic and Neo-Renaissance styles. Art

Moser glass

One of the main representatives of art in Egeria is accredited Johann Wenzel Peter (Czech: Jan Václav Peter), born in Carlsbad on 8 September 1745. Was painter of animals in Rome. Peter is known for his animal paintings which appear in the Vatican Museums and frescos which are on the walls of the Galleria Borghese. In his young age he figured as rifle engraver, but thanks to austrian count ambassador he came to Rome. Engraved glass has its place in Carlsbad as well and it is represented by Ludwig Moser, born 18 June 1833. Great engraver and businessman, who founded Moser glassworks in 1857 as a small engraving workshop and glass shop and developed masterpieces of Finest glass that have served Kings, popes and presidents. He lived his whole life in Carlsbad.

Cuisine

cuisine is marked by an emphasis on meat dishes with pork, beef, and chicken. Goose, duck, rabbit, and venison are served. Fish is less common, with the occasional exception of fresh trout and carp, which is served at Christmas. There is also a variety of local sausages, wurst, pâtés, and smoked and cured meats. Egerian desserts include a variety of whipped cream, chocolate, and fruit pastries and tarts, crêpes, creme desserts and cheese, poppy-seed-filled and other types of traditional cakes such as buchty, koláče and štrúdl. Very popular is mineral water and carbonated water. Heinrich Mattoni born 11 July 1830 in Carlsbad is founder of Mattoni company, which is producing the biggest variety of beverages in Egeria and Central Europe.
