The Arstotzkan Federal Government is the current central and national government that grants political authority over the Arstotzkan Union. Established on 16 October 2020 it has become the most influential government of the nation and has expanded the political and legal landscape the Arstotzkan Union like no other government before it. As of 2024 the Arstotzkan Federal Government has aided in the reshaping of the image of a nations government for the Arstotzkan Union by instituting many branches such as the Executive Committee for the democratic control of legal and government processes in the nation as well as the Federal Assembly for the proper separation of powers and a well functioning legislature and the Federal Judiciary for the conduct of the interpretation and application of the nations legal system.

Offices of the Arstotzkan Federal Government

The Arstotzkan Federal Government operates four branches of governance, these are categorised into Executive, Legislative, Judicial and Territorial and State.

Executive Branch

The executive branch of the Arstotzkan Federal Government is made up by three offices. The first is the Office of the Presidency of the Arstotzkan Union, the Executive Committee of the Office of the Presidency, and the Politburo of the Socialist Party of the Arstotzkan Union.

The Office of the Presidency is the head of all the nation. It controls all aspects of the nation and is responsible for its governance. It is officially stated as the "supreme office" of the nation under the Constitution. In relation to the Arstotzkan Federal Government, it is the head of all affairs and processes and controls all aspects of its function. As per the Government Procedures Act it is independent of the government but that it holds control over the branches of the government. The Office is made up of the First, Second and Vice Presidents.

The Executive Committee of the Office of the Presidency is made up of members from all areas of the Arstotzkan Union. The duty of the Executive Committee is to act as the highest political authority in the government and is responsible for decision making in relation to government and official state policy (to be further concluded in the Office of the Presidency) and the passing of legislation from both the Federal Congress and the House of Representatives. The committee is headed by the First and Second Presidents with the Vice President holding the ability to organise the Executive Committee in the absence of one or both Presidents. Bills passed from the Executive Committee are considered law and the committee is the only body that can give assent to make a bill a law.

The Political Bureau of the Socialist Party of the Arstotzkan Union to the Executive Committee of the Office of the Presidency (often shortened to the Politburo of the Socialist Party of the Arstotzkan Union) is made up of members of the Socialist Party of the Arstotzkan Union. Under the Government Procedures Act 2023, the Politburo acts as party caucus and makes decisions relating to the party and its policy for influencing the Executive Committee. It is headed by Peter Gedye who is the General Secretary of the Socialist Party.

Legislative

The legislative branch of the Arstotzkan Federal Government is the Federal Assembly of the Arstotzkan Union. It holds the Arstotzkan Federal Congress (Upper House, 4 seats) and the House of Representatives of the Arstotzkan Union (Lower House, 5 seats).

The Arstotzkan Federal Congress acts as the upper house of the legislative branch of the Federal Assembly. It approves legislation that is created in the House of Representatives and also advised the Office of the Presidency on matters relating to the national security of the nation if an emergency session was called, however since the creation of the Executive Committee it has not used this power. First President Ethan Brinkman is the Chairman Speaker of the Arstotzkan Federal Congress.

The House of Representatives of the Arstotzkan Union is the lower house of the Federal Government. It works with the Arstotzkan public and representatives of the individual state councils that run the four states of the Arstotzkan Union. First President Ethan Brinkman is also the Chairman of the House.

Since January 2023 the Socialist Party of the Arstotzkan Union has held an uncontested rule over all houses as it is the sole ruling party of the nation.

Judicial

The Federal judiciary is the judicial branch of the Arstotzkan Federal Government. It is made up of a appellate court system of which has four levels: the Supreme Federal Court is the highest court; the Federal Court of Appeal hears appeals from the Federal Executive Court on points of law; the Federal Executive Court deals with serious criminal offences and civil matters, and hears appeals from the lower courts; and the Federal Territorial Courts. There is also the Federal Judicial Council which holds members from each court to discuss and aid the Executive Committee and First President on appointment of federal judges.

Territorial and State Governments

The Arstotzkan Federal Government operated two state and territorial governments. The Arstotzkan Territorial Government and the State Government of the Arstotzkan Union Proper were the official state and territorial governments. On 12 September 2022, the Arstotzkan Federal Government created the Government of the State and Territories of the Arstotzkan Union a.k.a, the Government of the Union. This came after the Congress of the State and Territories of the Arstotzkan Union passed the United Governance Act 2022. Following the dissolving of the Arstotzkan Union Proper in December 2022, as per the Arstotzkan - New Zealand Agreement, the Government of the State and Territories was dissolved and was officially dissolved on 11 January 2023 with the passing of the Land and Territories Act 2023.

Today the power over the territories is rested in the four State Councils which hold power over the four states of the Arstotzkan Union and each head of their respective state council is also a member of the House of Representatives.

Parties

Currently since 5 January 2023, the Socialist Party of the Arstotzkan Union has held control over all branches over the Arstotzkan Federal Government and they are the sole party in the nation.

History

On 5 October 2020, the National Government of the Arstotzkan Union began work on the Land and Territories Act 2020 which began the ideal of federalism in the Arstotzkan Union. Ten days later the Act was passed into law and on that day the National Government of the Arstotzkan Union was officially dissolved and became the short-lived Arstotzkan Union Federal Government. The next day the Arstotzkan Federal Government was formed.

At this time the Arstotzkan Federal Government operated similar to a Parliament and had a unicameral legislature. Between 9 March and 16 March 2021, during the Fourth Session of the National Assembly it voted to dissolve itself and form two new houses of Government. These became the Arstotzkan Federal Congress as the upper house and the Arstotzkan People's Senate. The APS eventually became the Arstotzkan Sovereign Senate and the Arstotzkan State Senate, which moved political authority over the territories to the Arstotzkan State Senate. This was abolished and on 7 April 2021 the House of Representatives was formed.

The Arstotzkan Federal Government continued to operate in this parliamentary mindset until March 2022. On 3 March 2022, First President Ethan Brinkman passed Executive Presidential Order 0007 and moved the legislature into a semi independent, Federal Assembly. This would house the two legislative bodies into a bicameral legislature similar to the United States.

That same year, in June 2022 the Confederate Democracy of Gamers sued the Arstotzkan Federal Government after it passed extremely discriminatory legislation. Earlier that year the Arstotzkan Federal Government passed an amendment to the Civil Protection Act 2021 and passed the Preventative Measures Act 2022. Although the latter was also more concerned about sanctioning the Russian Federation, a former ally, for its war in Ukraine. The suit was passed in favour of the Confederacy and the Arstotzkan Federal Government passed Article 42 to the Constitution. It reads:

The Arstotzkan Federal Government of the Independent Federal Republic of the Arstotzkan Union, in good faith and respect of the rights of this Constitution shall not have the power to create, pass or ratify any Act, Statute or Law that allows for the discrimination of any individual regarded as a citizen, resident or immigrant of the Independent Federal Republic of the Arstotzkan Union

In 2023, the Arstotzkan Federal Government noticed that, although the Constitution mentioned the Arstotzkan Federal Government, no where did it explicitly state the creation of the government. On 13 April 2023 the First President added Article 5 to Section 1 of the Constitution which officially created the Arstotzkan Federal Government.

Following the creation of this, the Arstotzkan Federal Government realized there was no proper legislation governing the powers of the government. There did exist the Arstotzkan Statute on Government Systems, however this was written in 2021 and was far behind the current standards of legislation that existed in 2023, so the Arstotzkan Federal Government passed the Government Procedures Act 2023 and the Armed Forces Act 2023 which repealed the two statues and brought the two into the modern standards of Arstotzkan legislation.
