Arthur Alexander Asher Foxley Hayden St George Lacey-Scott, 1st Duke of Highwood KC, GCStO, GCRC, GCIF, GCIC, GCRF, RCC, CH, CS, PC, PC(L), IC (b. 2002) is a Creekian courtier, statesmen and herald. He is the fifth and present Prime Minister of the United Kingdoms of Creek and Lake, having been appointed by Queen Christina I & II on 15 May 2021 following the resignation of Avery Prasatik. One of the founders of the United Kingdom of Creek & Lake, he has served the nation as its foremost and most active courtier and statesmen. He has also been serving as the Prime Minister of Cycoldia since 14 October 2022, following the resignation of Avery Prasatik.
Political career

Arthur Lacey-Scott was created Duke of Highwood, Earl of Derenwater and Baron Drednam by letters patent dated 25 January 2019 by Queen Erica, and was appointed Earl Marshall by letters patent the same day, thereby taking control of all ceremonial and heraldic matters within the nation. He was subsequently appointed Lord Great Chamberlain by letters patent dated 7 February 2019, thereby acting as a liaison between HM Government and HM Royal Household. He continued to serve in a ceremonial capacity to HM Government and to HM Royal Household till September 2020, whereby he became a government minister and advisor to the Crown. He was appointed as Foreign Secretary and the Colonial Secretary in late September 2020, and greatly expanded and modernized the-then Royal Territories of Creek and Lake. Despite serving in HM Government as a member of the United Royalist Party, he remained apolitical. Upon the creation of the United Kingdom of Creek and Lake on 25 January 2021, he took a sojourn and remained out of politics until the (Second) Act of Union was passed by the Parliament of the United Kingdom of Creek on 15 November 2021, thereby becoming involved in the affairs of the state and realm once more in the new United Kingdom of Creek & Lake.
Cycoldia
Upon the accession of Queen Christina I & II on 15 November 2021, he resumed his duties in HM Government once more becoming the Colonial Secretary and Lord Commissioner of the Commonwealth Realms in an effort to unite the Lacian colonial holdings and protectorates in a process of cooperation with the Grand Republic of Cycoldia. He was later appointed the Colonial Minister of the Cycoldian Imperium and took up position as member of the Imperial Cabinet of Cycoldia. He was also appointed President of the College of Arms of Cycoldia and currently serves as one of its officers of arms. He also served as an envoy to Jockromasa, Naveria and Richensland over the course of 2021.
He currently serves in the Imperial Cabinet of the Grand Republic of Cycoldia as a Cabinet Minister and advisor to the Crown as well as acting as the Colonial and Foreign Minister of the Cycoldian Imperium.
Vishwamitra
Arthur Lacey-Scott was first introduced to the State of Vishwamitra in his capacity as special envoy of Summi Imperatoria Christina I & II of Cycoldia to discuss matters on foreign relations between Cycoldia and her imperium and Vishwamitra. He soon opted to seek for citizenship in Vishwamitra and was granted with citizenship in February 2022. However, soon after receiving the citizenship, he was appointed as the Cycoldian Ambassador to Vishwamitra and his credentials were not accepted by the Vishwamitran government in addition to the refusal to recognize the states of the imperium. The refusal to accept his credentials became a reason of dispute with the Cycoldian government and soon the Summi Imperatoria issued an order on ceasing relations between Cycoldia and Vishwamitra.
Despite all this, Lacey-Scott remained a citizen of Vishwamitra and was granted special concession by the Cycoldian crown allowing him to keep his dual citizenship. In May 2022, he contest a by-election to the Lok Sabha as an independent candidate but decided to withdraw his nomination after being requested by Rashtradhyaksh Dhrubajyoti Roy. He was then appointed to the prestigious Privy Council on 6 May 2022 and remained its member till his resignation on 9 June 2022. As a privy councilor, he became a close personal counsel to the Rashtradhyaksh and has since been considered one of the top personal advisers to the Rashtradhyaksh.
On 11 June 2022, Prime Minister Farhaz Hazarika carried out a brief reshuffle-cum-expansion of his council of ministers and inducted Lacey-Scott as a minister of cabinet rank. He was appointed as the Minister of Parliamentary Affairs, Law and Justice and in-charge of the Prime Minister's Office. As the parliamentary affairs minister, he played a pivotal role in changing and developing the parliamentary practices and procedures including the implementation of the Parliamentary Standing Orders and also played an important role in bringing up the Law Code, 2021 in his capacity as law and justice minister. He also briefly served as the Minister of External Affairs during the period of leave and subsequent resignation of Liam Alexander.
He led the high-level committee on the restoration of political parties in the nation in August 2022 and was instrumental in the process of the lifting of the ban on partisan politics. Following the ban being lifted by an act of the parliament, he was chosen to lead the National People's Congress by the party working committee. Under his banner, the party contested the 2022 general election and secured a thumping majority. He contested the election from two seats and was elected unopposed from the prestigious Maligaon constituency. In order to challenge the third consecutive bid of Vishwamitran National Party leader Rory McPhail from the Kalapani constituency, he contested the election from the second seat and was able to win handsomely from the seat. He later resigned from the Maligaon seat.
After his election to the Lok Sabha, he was re-inducted to the union council of ministers of Prime Minister Farhaz Hazarika as the Minister of Parliamentary Affairs, Law and Justice with the additional charge of the Minister of National Defence. On 26 November 2022, he was appointed as the second Deputy Prime Minister of Vishwamitra to serve alongside Princess Sarala who has held office since 31 July 2022.
