The Chairman of the National Congress of the Erusian National Communist Party, commonly known plainly as the Party Chairman or as the Congress Chair, is the presiding member of the all-powerful National Congress of the Erusian National Communist Party and its de facto deputy-leader, second only to the General Secretary of the Central Committee. Officially, the Chairman is responsible for organising each biannual Party Congress and for ensuring there is a strong link between the rank-and-file membership of the Party and the leadership, in addition to a few other limited responsibilities. When Congress is in session, the holder of the office acts as the de jure acting leader of the Communist Party, superceding the authority of the incumbent General Secretary. Uniquely, it is the only title within the Communist Party that officially changes its name to match the gender of its holder.
In practice, the Chairman has been seen to exercise a great deal of political power within the Communist Party and the Central People's Government, though - as with many senior postings within the Party - the full extent of the office's power is not fully understood. The longest serving holder of the office to date, Kai Roosevelt, visibly displayed a great deal of leadership authority during her term. Unlike most other offices within the upper echelons of the ENCP's hierarchy, the full extent of the powers of the Chairman appear to be directly tied to their individual political strength and capital. Convention has always dictated that whoever holds the office should also serve as Premier of Erusia - though this is not required, it may be that holding a senior posting in the government determines just how influential the Chairman is.
