The Confederation Congress (also known as the Executive Council) is the legislative and executive body of the Confederation of Awesome, holding the collective role of head of state and government. It consists of one representative from each of the Confederation's member Provinces. These Representatives are chosen differently from state to state. The meeting room of Confederation Congress is in the city of Province.

Naming

The Confederation Congress is also referred to as the Executive Council. Both of these terms are acceptable, as both are used to describe the body in the Constitution. Usually, Congress is used when describing the legislative acticivites of the institution, and Executive Council is used when describing the executive powers.

Function

Legislative

The Confederation Congress is created in Article Two of the Constitution. It consists of one representative of each state. The Representatives are elected differently in each state- in Davetopia and Nickoli, they are a Monarch ruling for life, in the Samian States, they are democratically elected. For legislation to pass Confederation Congress, a 51% majority is needed. For a declaration of war or the creation of a new state, a 60 percent supermajority is needed, for the impeachment of a leader or a Constitutional amendment, a 75 percent supermajority is needed. Should Congress be tied in a vote, it is constitutionally required that a national referendum be held to decide the issue.

Executive

The Congress, being the main governing body of the Confederation, executes many powers, acting as both the Legislative and Executive branches. It controls the nation’s currency, and its diplomatic relations and military, acting as a collective head of state and government. All Congressmen are considered to be the equal leaders of the Confederation of Awesome.

Judicial

Confederation Congress held Judicial Power until the signing of the Constitution. Since then, all Judicial Power has been transferred to the Supreme and Provincial Courts.

History 

1st Congress

The 1st Confederation Congress was declared when HIM Dave I and Queen Emilee I signed the Declaration of Confederation, along with HIM Nick I. The only problem at this point was that the Confederation did not have a capitol and the leaders could only meet around once a month. Once Province became the capitol, the formative period of Congress went rather smoothly, allowing the nation a speedy foundation. Important legislation signed by the First Congress includes the annexation of Province and the Samian States, as well as the creation of the national armed forces.

2nd Congress

When the Samian States were annexed into the Confederation, HIM Dave I declared the 2nd Confederation Congress.  This Congress has been plagued by regional tensions between the respective provinces of the Confederation. To the surprise of the founders of the nation, no political parties have so far been founded in the year of the Confederation's existence. Largely because of the lack of partisan tension, the Second Congress lead the nation through both the Southern-Awesomite War and the Confederation's Foundation Era. Important legislation passsed thus far in the existance of the Second Congress is the passing of the countries Constitution, as well as the election of a cabinet, and the creation of the national treasury.

Meetings

Confederation Congress meets every other Wednesday in the capitol of Province. Each Representative attends this meeting, as well as one member of the Cabinet. Any citizen of the Confederation of Awesome is allowed to attend, so there are usually several other politically active citizens there. These citizens, and the Cabinet member, do not hold votes, but they are allowed to voice their opinions on issues and contribute ideas. When there is an emergency in the nation and legislation needs to be passed quickly, an online venue is usually used for discussion.
