The Constitutional Convention (Maltese: Konvenju Kostituzzjonali) is the constituent body of Melite responsible with drafting a new Constitution of the Democratic Christian Federation. Its establishment was carried out through the letter by President Matthew Tonna entitled "Call for a Constitutional Convention" issued on 17 July 2022, and published for the Melitian population the same day. It is good to note that the letter issued by the President can be considered the equivalent to a convening decree. Melitian President Matthew Tonna in his letter said, "The first constitutional draft must be finished in around 2 - 3 months however possible extension needs (sic.) may arise."[1] The letter also indicated the citizens chosen to form the convention. The body met for the first time on 19 July 2022.
Delays in the process have caused for a letter released jointly by the President Tonna and the Mayor-President of Fgura, Ted Kaz, named On the re-arrangement of the Members of the Constitutional Convention of the Democratic Christian Federation of Melite' being released to the citizens of Melite, replacing some vacant and incumbent seats and reducing the size of the Convention.[2]
Composition
No elections were held for the Constitutional Convention as all members were handpicked by President Tonna through the letter calling the convention. A total of 12 members were chosen to make up the constituent assembly. No quotas were established, however a seat was reserved for every party leader, and the Orthodox community of Melite got a single reserved seat.
