The Council of Delegates is the decision-making body of the League of Independent Kirkish Grand Duchies. It consists of one delegate from each of the constituent states of the League. Decisions of the Council are made by consensus.
Delegates
Delegates to the Council are selected by the constituent states of the League. Each state is permitted only one delegate. Each state is allowed to determine how their delegate is selected. Usually the delegate is the head of state for the constituent state but this does not necessarily have to be the case.
Chairman of the Council
The Chairman of the Council leads the Council and the League as a whole. The Chairman serves for a term of three months. After their term is up the Council uses consensus to determine who should become the new Chairman. There are no term limits for the Chairman so as long as the Council continues to appoint them a single Chairman could serve indefinitely.
The duties of the Chairman include dealing with foreign diplomats, engaging in foreign relations, presiding over Council sessions, and keeping records of all the policies made by the Council. The requirement to keep records has been taken very literally and the first, and current, Chairman is sometimes ridiculed for his "little black book" (so named for the small black composition notebook that the Chairman always brings to Council meetings) where he keeps the record of all the policies adopted by the Council.

Powers and Procedures
The Council is permitted to make "any and all decisions determined necessary and proper for the welfare of the constituent states of the League and the independence of the League from outside influences." This has been interpreted to mean that the Council can make a policy on any matter that effects all of the constituent states of the League. The primary area that this includes is foreign affairs and foreign affairs policies dominate the League's policy book.
The Council's directing statement, which is signed by all constituent states upon their entry into the League, states that "all decisions of the Council will be binding on all constituent states of the League once every delegate has given their consent for a particular policy to be adopted." This is important for two reasons. First, it clearly states that policies of the Council are to be legally binding on all the League's members. Second, it established the consensus decision-making process that is used by the Council.
Under the consensus process, a policy may only be adopted once all delegates have "consented" to a policy. Consent does not entail agreement but rather it implies that there is no direct opposition to the measure. Under consensus a policy may be debated and amended endlessly until it is agreeable to all the delegates and they then give the consent for a policy to be adopted.
