The Council of Gishabrun, otherwise known as The Council, is the collective term for the legislature that governed the Tsarist Empire of Gishabrun. According to the constitution, the Council "makes or revises the laws of the nation, decides upon actions within the Empire and abroad, and also acts as the national court".

History

Unicameral phase

The Council began in its first incarnation with only two members, operating in a unicameral matter and consisting of the ambassadors of each oblast and HIM the Tsar as Ambassador of the Krais. These ambassadors, styled The Right Honourable (TRH), were elected by the non-candidate population of their oblast whenever a local resident wished to challenge the position of the incumbent. In practice, only one election was ever held, on 24 August 2010 for the Ambassadorship of Kravat Oblast, which resulted in a victory for the incumbent Ambassador, HIM Tsar Kuri I. Since HIM Kuri I always occupied the position of Ambassador of Kravat Oblast, this position was referred to as the combined "Ambassador of the Krais and of Kravat Oblast". This manner of government was sufficient for Gishabrun's needs between May 2010 and 29 September, 2010. On the eve of the 29th of September, the Council had the following members:

Tricameral phase

When the Autonomous Empire of Maccrage joined Gishabrun on September 17th, 2010, they were originally not included in the government, which only represented oblasts in the Council. To accommodate Maccrage and future autonomous regions, the Council was reformed in a constitutional amendment into its tricameral form. The house containing the Ambassadors of each oblast was retained under the name Oblastian Assembly, and a house with representatives from each of the autonomous regions, the Chamber of Comrades, was created as well. In addition to these lower houses, a higher house known as the Elite Duma was created. The Elite Duma consisted of a Consul of the Oblasts, who was elected from the Oblastian Assembly; a Consul of the Autonomous Regions, who was elected from the Chamber of Comrades; and the Tsar of Gishabrun as the Consul of the Krais. Members of the lower houses continued to be styled The Right Honourable (TRH), while members of the Elite Duma were styled His/Her Elite Excellence (HEE).

The existence of this higher house, which had the power to override legislation passed in lower houses and amend the constitution, necessitated regular elections to select the two non-hereditary Consuls. These elections were required by the constitution to occur every 6 months. In practice, only one election was ever held (on October 2, 2010) for the Consul of the Oblasts, as there was only ever one member in the Chamber of Comrades (representing Maccrage). The members of the Elite Duma, selected in that election, were as follows:

This tricameral system endured until 30 March, 2011, when the Council was reformed into its final pentacameral form.

Organisation

In its final form, the Council consisted of four lower houses and one upper house, known as the Elite Duma. The lower houses were:

  • The Oblastian Assembly, which had power over oblastian matters and elections. It consisted of the ambassadors of each oblast.
  • The Clan Council, which had power over culture, national symbols, and official languages. It consisted of the chiefs of every ethnic Clan.
  • The House of Heads, which had power over academic research, education, land claims, and scientific development. It consisted of the heads of each department in the KIOWAK, Gishabrun's public university.
  • The Leagues Chamber, which had power over the economy, taxation, currency, and the Bank of Gishabrun. It consisted of all employees of the state company Compass Industries.

One member of each of these lower houses was elected every six months to be a member of the Elite Duma, which (together with the Tsar) had five members. It had power over internal affairs, foreign affairs, media, citizenship, meritocratic ratings, and the power to amend the Constitution and act as the national court. The composition of the Elite Duma is shown in the table below.

On July 22nd, 2012, Gishabrun joined the Free State of Renasia as Gishabrun SAR. The Council was largely abolished, leaving only the Elite Duma of 20 May 2012 as a provisional government while a new constitution was being written, with a maximum term of 1 year. However, the new constitution could not be completed in time for the new elections, and since there were no longer enough electors to orchestrate a successful election, HEE Knyaz Kuri I dissolved the Elite Duma on June 2, 2013, ruling Gishabrun SAR as an absolute monarch.
