The Council of State, commonly abbreviated to CoS or simply the Council, is the constitutional committee of the Roscami Federation, and has been involved in various matters throughout the history of the nation.
The Council of State is nominally ranked as the highest agency of the Roscami Federation, before the Federal Cabinet. The Council of State is composed of 5 members, appointed from the branches of government, military and other sectors of society.
History
The Council of State was founded on 18 February 2021, originally as an advisory body to the President.
In 2023 the Council of State was given the task of provisional legislature whilst the supreme constitution of Roscamistan was being drafted. It passed the Constitution for referendum in February 2023. Since then it has had the duty of passing a new constitution.
After the referendum on the amendments proposed in the Council of State Act, the Council of State was reformatted as the constitutional committee and in times of crisis, supreme administrative council.
Role
The Council of State is entrusted with 4 responsibilities, those being:
- Transfer of Provinces by Individuals
- Advising the National Congress and Cabinet
- Break deadlock in the National Congress or provincial Legislative Assemblies
- Oversee the creation and passing of a new Constitution, as per Article 59, point 2
Each member of the Council of State is appointed by different methods, each representing a different part of society and government. In times of crisis, the Council of State may suspend the executive and legislature and assume control of the Federation for a minimum of 1 month.
