The Council of the European Micronational Union, often referred to in the treaties and other official documents simply as the Council, and informally known as the Council of Representatives, is the first of two Institutions of the European Micronational Union (EMU) as listed in the Constitution of European Micronational Union. It is one of three legislative bodies and together with the Cabinet of The President of European Micronational Union serves to amend and approve the proposals of the Cabinet of The President of European Micronational Union, which holds legislative initiative.
The Council of the European Micronational Union is the only EMU institutions that are explicitly intergovernmental, that is, forums whose attendees express and represent the position of their member state's executive, be they ambassadors, ministers or heads of state/government.
The Council meets in Discord server to discuss the most of the legislation. Representatives to the Council are chosen by the governments of member nations, that are constitutionally elected. In past months it has received backlash in supporting undemocratic regimes by letting the governments choose representatives, but right now nothing has been done to improve the situation.
Organisation
The President
Constitution says that the official chair of the Council of EMU is Vice-President of EMU, he is chosen by President and approved by council. The constitution also says that the main policy creator is President of EMU, so right now the chair officialy is the vice-president, but he is guided by the President. The presidium of Council isn't the official institution but it has impact on decisions made, for example, committee creations and voting system.
Committees
The main committees are legislated at the start of every presidency it is one of the most important jobs. Right now the newest committees and their official chairmans will be announced February, 2022.

Governments represented in the Council
Almost all members of the Council are members of a political party at national level, and most of these are members of a European-level political party. However the Council is composed to represent the Member States rather than political parties.
