The Declaration of Independence of Rino Island is the founding text of the Republic of Rino Island. It was written, proclaimed and signed on 9 December 2009, in Valparaíso, Chile. The text was written by the same president and founder of the micronation, Don Vittorio Rino, with the help of Anastasio López and other friends.

It was read, printed and signed during a meeting of friends at Vittorio Rino's house, in Valparaíso, Chile. The printed text had some amendments, which were handwritten on the paper, rather than simply reprinting the document. It is said that there lies the origin of the national motto: "Quod scripsi, scripsi" (what is written is written).

The full text of the Declaration is as follows:

Spanish: “Declaración de Independencia de Rino Island

Hoy, siendo día 9 de diciembre del año 2009 de nuestro señor Jesucristo, los ciudadanos reunidos proclamamos la independencia de Rino Island.

Acordamos por tanto declarar la independencia de la isla conocida como de Davis, que será llamada a perpetuidad como isla Rino, y de la vecina isla de los Patos, que desde este mismo momento forman la Rino Island.

Y declaramos a su vez que las islas serán gobernada como República, que es la mejor y más justa forma de gobernar las tierras, donde cada uno pueda participar del buen gobierno. Y será presidente de la república nuestro fundador el eminentísimo señor don Vittorio Rino Padre de la Patria de Rino Island.

Y se acuerda que don Vittorio Rino va a redactarle una constitución al país, que deberá establecer un parlamento y demás cosas necesarias para poder ser un país de bien católico, apostólico y romano. Y será una República Libre y Soberana entre todos los pueblos, jamás cederá su libertad a pueblo alguno, y defenderá la paz y amistad entre los pueblos de buen voluntad.

Y sea su bandera de tricolor, rojo, blanco y amarillo, sea vez toda que se le de un escudo apropiado, y digno como enseña heráldico. Que es lo mismo que un escudo nacional.

English: “Rino Island Declaration of Independence

Today, being the 9th of December of the year 2009 of our Lord Jesus Christ, the gathered citizens proclaim the independence of Rino Island.

We therefore agree to declare the independence of the island known as Davis, which will be called Rino Island in perpetuity, and of the neighboring island of Los Patos, which from this very moment forms Rino Island.

And we declare in turn that the islands will be governed as a Republic, which is the best and fairest way to govern the lands, where everyone can participate in good government. And our founder will be president of the republic, the eminent Mr. Vittorio Rino, Father of the Nation of Rino Island.

And it is agreed that Don Vittorio Rino is going to write a constitution for the country, which must establish a parliament and other things necessary to be a country of Catholic, apostolic and Roman good. And it will be a Free and Sovereign Republic among all peoples, it will never cede its freedom to any people, and it will defend peace and friendship between peoples of good will.

And let it be its tricolor, red, white and yellow flag, let it be given an appropriate shield, and worthy as heraldic teaching. Which is the same as a national shield.
