Lord Rear Admiral Evan Keller, Duke of New Virginia was an Austenasian politician and military officer who served as commander of the 1st Virginia Fleet. A member of the Scottish Clan Maclean, the Lord Rear Admiral lived in Shineshore, of which he served first as its Governing Commissioner then as its Representative for the entirety of its existence.
In April 2014, Keller offered to found a naval base for the Empire by Lake Ontario and to cede a holiday home owned by his family in Scotland to Austenasia, with the consent of the inhabitants and owners of the two pieces of land. They were annexed to the Empire on 29 April as the Crown Dependency of Shineshore and the Territory of Beith Craobh Iostan respectively. Keller was appointed Governing Commissioner of Shineshore and founded the naval unit of Centuria II Ondiara - of which he was made Centurion - to defend it. He was also appointed Baron of Beith Craobh Iostan.
On 7 September 2014, Shineshore was transitioned into an Austenasian Town along with New Richmond by an Act of Parliament, the two becoming the first to be established outside of the British Isles. The position of Governing Commissioner became defunct, and Keller was instead appointed Acting Representative of the new Town. He also became Duke of New Virginia, the ceremonial grouping of the then two North American towns.
For the first five months of its existence as a Town, Shineshore did not have a Police Inspector. Lord Centurion Evan was appointed to this post by the Chief Inspector on 16 February 2015. Upon the re-establishment of the Imperial Navy on 8 March 2015, Legio I Virginia - of which Centuria II Ondiara was a part - was transitioned into the 1st Virginia Fleet, command of which was given to Keller as Rear Admiral. He also served as Captain of the 2nd Ondiara Flotilla.
After being elected Representative in the October 2014 local elections, the Lord Centurion was appointed the Empire's Minister of Space Exploration on 17 October. He held this position until the dissolution of the office on 27 September 2016, upon which he was appointed Austenasia's fifth Chief Ambasador, an office he held until October the following year.
From February 2017, Keller replied to communication from the government less and less until it became nearly impossible to contact him. This eventually led to the passage of the Shineshore Act 2017, which dissolved Shineshore and removed its population's Austenasian nationality and offices on 18 November 2017.
