Federal Executive Council (Blazdonia)

The Federal Executive Council is a constitutional body established by the Constitution of Blazdonia to provide advice to the Governor-General of Blazdonia, who serves as the representative of the monarch and the head of state. Comprised of both current and former ministers and assistant ministers, the Executive Council holds significant de jure executive power in the Kingdom of Blazdonia, as the Governor-General is conventionally obliged to follow its advice.

Functioning as a legal ratification entity, the Executive Council formalizes decisions made by the Cabinet, which lacks inherent de jure authority and operates solely on convention. The Executive Council is responsible for deliberating on matters that necessitate the involvement of the "Governor-General in Council" as prescribed by law. This entails making decisions in the presence and with the authority of the Executive Council on a range of important issues. Such matters include the creation of regulations, the appointment and removal of statutory officers, the selection of judges, the determination of appropriate land use under Crown ownership, and the issuance of proclamations.

Although the Federal Executive Council shares similarities with the privy councils of Canada and the United Kingdom, it does not typically include the Leader of the Opposition as a member. Councilors, the individuals who serve on the Executive Council, are accorded the title "The Honorable" for life. While the Governor-General presides over Council meetings, they do not hold membership within the Council. In the absence of the Governor-General, a Cabinet member assumes the role of Vice-President of the Executive Council and acts as the presiding officer. Many powers vested in the Governor-General, such as appointments and budget authorizations, can only be exercised by the "Governor-General in Council," signifying that they must be made based on the advice of the Executive Council.
