Napoléon Bleuberrie, who formed the first Bleuberrie cabinet, was Prime Minister of Sabia and Verona between 18 October 2012 to 1 January 2013. He was the first Prime Minister of Sabia and Verona and was not elected through universal suffrage, but was instead appointed by the Courts of Sabia and Verona to serve the first six-month term. It was succeeded by the Kóvérsz cabinet, led by Osez Kóvérsz. During Bleuberrie's term, the cabinet (at the moment officially known in Sabia and Verona as the People's Cabinet) was composed entirely of Socialist Party members. Bleuberrie would be elected as Prime Minister in the May 2013 general election and form the Second Bleuberrie cabinet.

It holds the record for the shortest-serving cabinet in the Kingdom's history at 2 months and 13 days. Although technically the 2nd Bleuberrie cabinet served de facto for only a month and 25 days between 1 June and 25 July 2013, nominally it continued to serve under the interim leadership of Rubén D. Hernández until 1 October following Bleuberrie's failed self-coup attempt.
