The General Secretary of the Central Committee of the Erusian National Communist Party, sometimes referred to (incorrectly) as the Secretary-General of the Communist Party, is the highest offical and leader of Erusian National Communist Party and the de facto leader of the Democratic People's Republic of Erusia. Elected at every National Congress (excluding the 2nd National Congress which did not elect a Central Committee), the General Secretary is arguably the most powerful political figure in Erusian politics, with the political authority of the office greatly supersceding that of the Supreme People's Commissioner of Erusia (a posting with very little actual power) or the Premier of Erusia. Typically, it is the responsibility of the General Secretary to exercise the powers of the elected Central Committee when that organ is unable - for whatever reason - to reach a decision, just as it is the responsibility of the Central Committee to exercise power on behalf of the National Congress.
