The Government of New Southern Rhine (Hunsrik: Rëghierung von Neu-Südrhein, Portuguese: Governo do Novo Reno do Sul), officially His Majesty's Government (Hunsrik: Rëghierung Sayn Majestät, Portuguese: Governo de Sua Majestade), is the structure responsible for the administration of the Independent State of the New Southern Rhine. The government was established through the Fundamental Laws in early 2021 in the framework of an unitary state under an abolute monarchy, wherein all political power emanates from and is exercised by the crown, which commands the executive, legislative, and judicial branches of power. Further elements of governance not outlined by the Fundamental Laws work as conventions according to the monarch's autocratic will. According the Fundamental Laws, the Government of New Southern Rhine describes itself as noocratic and as an enlightened despotism.[1]

Although Neo-Rhenish politics is centered on the Crown, it can be divided between the person of the King and those who wield power at his will and in his name. executive power is exercised by the monarch and may also be exercised by an appointed Archsteward at the monarch's will. Legislative power is wielded by the monarch who chose to exercise it, de facto, through the Katarinensisch Reichskreis, an unicameral parliament-like advisory body. New Southern Rhine has no tribunals, and as such, the judicial power is solely exercised at the monarch's discretion.

Government structure

The King

According to Fundamental Laws, New Southern Rhine is a absolute monarchy, wherein the monarch exercises legal, practical and political autocratic power. The monarch designed sole head of state and head of government, interpreted as living State, to whom all powers of the state are vested in, and from who all political powers as derived at his will. The monarch is solely legally responsible for the enactment of laws, he can appoint and fire any state and government officials, create offices, call for elections or referendums, alter the structure of the state and is the supreme judicial authority. The King's authority is inviolable and the he expects total subordination to his will.

While ultimate power is concentrated in the King, and New Southern Rhine does not have an official separation of powers, the King generally exercises his power by delegating functions to specific officials and government institutions, although the powers delegated may vary according to the sovereign's will.

Executive

As an absolute monarchy, the executive power rests on the King. Despite this, the King chooses to exercise much of his executive power through his Archsteward, who is charged with administering the realm's day-to-day political affairs and thus is, de facto, a sort of head of government.

The Archsteward is freely appointed by the monarch to deal with the Royal Family's affairs on behalf of the monarch. Once appointed, the Archsteward holds office until be dismissed by the monarch (or ask for resignation, although the monarch can decline). The Archsteward is tasked with forming a ministerial cabinet to rule the country's affairs cohesively alongside and accordingly to the King's designs. Other aspects of the executive branch, such as holding referendums and law enforcement lies solely with the King.

Legislative

The Independent State has neither political parties, which are strictly forbidden by the Fundamental Laws, nor legislature, and lawmaking power ultimately rests with the monarch. However, there is an unicameral parliament-like representative body which provides the government with advice, which is the Katarinensisch Reichskreis, working de facto as lawmaking body. The Katarinensisch Reichskreis is formed by 8 members, half of them being the appointed Stewards of the coutnry's cantons, and the other half freely elected through universal suffrage. Elections, though, are called at the monarch's will and there are no fixed time for the terms, which are nominally life-long or until monarchical dismissal.

Judiciary

There are no judicial courts and tribunal in the New Southern Rhine. Instead, the sovereign is the sole responsible for rendering justice for all his subjects, and is thus traditionally deemed the fount of justice, and he personally rules judicial cases. Criminal law is enforced in accordance with the Penal Code, granted by the monarch who can overrule it. The King may also delegate limited and temporary judicial powers to the Archsteward, the individual Stewards, the Katarinensisch Reichskreis and the Privy Council.
