Chief Law Commissioner Harley is a prominent legal and legislative figure within the Commonwealth of Essexia.

History

Harley first became active in Essexia between April and May 2020, after a period of relative peacefulness and during the lockdown caused by the COVID-19 pandemic. As a student of law, alongside Crown Minister Jacob and Lord Jack, he developed an interest in developing the nation's legal and legislative systems, prominently displayed by his work in the Essexian Legislative Review. His first solo Bill, the Brothels Act 2020 (presented by Emperor Terry on behalf of the Junior Minister), displayed his ability at creating and passing clear, effective and original legislation, a skill no doubt aided by his close cooperation with Crown Minister Jacob.

Harley was made Minister of Justice on the 3rd of June 2020 after Crown Minister Jacob moved to the position of Supreme Judge. As his first action as Crown Minister Harley created the Delegated Legislation Act 2020. On the 20th of June 2020 Harley named his Junior Minister as Earl Jamie to assist in the creation of a fuller and more efficient judicial system.

On the 9 July 2020 Harley was appointed the role of Minister of the Interior replacing Lord Matthew. As such he resigned as Minister of Justice then being replaced by Earl Jamie.

FM Jack reshuffled his cabinet on the 20th February 2021, moving Harley out of the MoJ position he'd held since the 13th September 2020. As a result, Harley switched allegiences from the Giraffe Concordat to The Greens and Co-Operatives on the 1st March 2021 during the By-Election at that time. Along with this he also convinced a number of other MPs to switch allegiences. These factors led to the downfall of the 2nd Giraffe Ministry after just 11 days and saw the The Greens and Co-Operatives rise to power in a major parliamentary shift.

On the 16th March 2021, Harley called "a vote to condemn the actions of the Vatican on their views in regards to same sex marriage". The vote passed with 8 'Ayes' and no 'Nays' or abstains.

In total Harley’s time as Minister of Justice is the largest in Essexian history, with a total of 343 days in office combined over three tenures.

2021 Legislative Review

On the 20th November 2021, Harley took on the role of Chief Law Commissioner, overseeing and managing the day to day running of the Law Commission. As his first major act he established the Second Essexian Legislative Review the following day. This review was designed to modernise all previous legislation to meet the developed needs of a military government. As well as this the review consolidated many acts under one umbrella through the National Holiday Act creating a more streamlined legislative system.

Awards

On the 21st May 2020 Harley was awarded the Jack Cross by First Minister Jamie for showing exceptional levels of commitment and hard work in constructing the Legal Essexian Database and preparing to create the Law Commission.

Legislation

As part of the Ministry of Justice Harley has co-written two prominent pieces of legislation, the Legal Essexian Database Act and the Law Commission Act. As well as these he has also written the Brothels Act which legalises the creation and running of Brothels within Essexia. He has also written the Delegated Legislation Act that adds the law making system and allows for a secondary form of legislation to be created that does not go through parliament and so saves time but only minor changes can be made and this does not take away from parliamentary sovereignty.

As part of the initital steps in the 2021 Essexian Legislative Review Harley created the National Holiday Act, which would reimagine the process of determining national holidays as well as streamline the law and, "de-clutter" the legislation.
