Mediolaurentia, officially the High Kingdom of Mediolaurentia, colloquially shortened as just HKM and often legally referred to as the Realm is an unrecognized semi-confederal union state in the Great Lakes region of North America. Mediolaurentia shares a land border with the United States and Canada. It consists of three constituent countries and one dependency which make up an estimated territorial population of 170 people and an estimated citizenry of 295 people.

Etymology

The name Mediolaurentia is a portmanteau of the Latin word "medio", meaning "central", and "Laurentia", the name given to the craton that forms the geological core of North America. Together, the name means "central Laurentia", an expression of the union's geographical location on the continent. The name succeeds the original proposition for the union, the Great Lakes Empire, which was ultimately rejected by the commission one for due to its grandiosity relative to the actual size and location of the state, and secondly due to an agreed rejection of imperialism or imperialist denotations.

History

Unification commission

The process of formation of the union began when then regent of Galte Chris Ramsay proposed that the Principality of Galte and Second Empire of Atiera reunite after a separation between the two states' governments occurred in August 2021 after roughly 8 months of union. When agreement was reached, Ramsay drafted a treaty that would establish the Commission on the Unification of Atiera and Galte[1] which was formally ratified through a decree by both Galte and Atiera on 26 April 2022.[2][3] Three days later, an amendment was proposed to the unification commission by Chris after the Kingdom of Northwood-Oregon expressed interest in joining the proposed union, the country's co-head of state Carson I having been at the forefront of an earlier proposition.[4] The amendment passed and was decreed on 30 April 2022 by all parties.[5][6][7][8]

Shortly after, the commission began work on plans for the union, including type of government, legislature and executive branches, and writing began on the Realm's constitution, the Constitution on Circumstances of the Union and Formation of the High Kingdom of Mediolaurentia. After three months of work, on 26 July 2022, the commission, having been authorized to do so, entered the constitution into effect unanimously. Subsequently, it agreed that the objective of establishing the commission had been met and dissolved itself.

Establishment and present day

Alexander I was formally inaugurated on 29 July 2022 as High King.[9] The first constitutional conundrum concerned the slightly belated inauguration of Alexander; not corresponding to the timeframes of the constitution, yet his inauguration also mandated by the constitution. The consensus was reached that the specific mandate of Alexander to be the first monarch overruled anything that would constitute ineligibility or invalidation. The establishment of the Senate was carried out foreseeably by issuing a one-time decision to appoint the Senate instead of organizing a whole election, which the Consistorium formalized through a law de facto carrying the same weight as an amendment, but announcing a one-time constitutional exception.[10]

On 7 January 2023, the Grand Kingdom of Humberlea was admitted to the Realm.[11] In a move already discussed within the Consistorium, the High King of Mediolaurentia, Alexander I, abdicated his throne due to outside commitments taking up his time and lowering his motivation on 13 March.[12] Alexander I's abdicated supported the upcoming reign of Carson I, who would ascend to the position of High King later in the day. After approval of the Consistorium, the accession was witnessed in a private ceremony witnessed by Archchancellor Chris Ramsay, President of the Senate Jordan Silva, and Senator Evan Nixon.[13] Later on 3 April 2023, due to internal issues, the King of Atiera, Alexander I, issued a proclamation of dependency to the Consistorium as the first step to have Atiera become a dependency.[14] On 14 April 2023, after notification was given to the Senate, the Consistorium, including Alexander I, voted unanimously to have Atiera become a dependeny. This dissolved the government of Atiera and dismissed its Senator, William Cooper.[15]

Politics and government

Mediolaurentia is structured as a semi-confederal parliamentary constitutional elective monarchy which can be described as a suzerain due to its relationship with its constituent parts.

Consistorium

The Consistorium is, as defined by the constitution, the "highest body of representative advisors of the realm" and is chaired by the High King. It is made up of the heads of state of constituent countries. Perhaps the most important responsibility of the Consistorium is the duty to administer the election of the High King if the position becomes vacant.

Council of the Realm

The Council of the Realm is the executive branch of the Realm. While executive power rests in the High King, it is exercised by the Council who has the responsibility to enact and enforce legislation passed by the Senate which received royal assent. The Council is made up of the Grand Officers of the Realm, which include the Archchancellor, Grand Magistrate, President of the Senate, Diplomat-General, and other high ranking positions within the Realm such as the heads of government of the constituent countries and dependencies.

The Council of the Realm is chaired by the Archchancellor of Mediolaurentia, who is the head of government.

Senate of the Realm

The Senate of the Realm, also simply called the Senate, is the unicameral parliament of the Realm. Legislative power as a whole originates and flows through the Senate, which is headed by the President of the Senate. All Senatorial resolutions, however, must receive royal assent from the High King or they may be vetoed. Senatorial resolutions that are not vetoed or assented will be considered assented in absentia after a period of two weeks.

Seats in the Senate are distributed based on the citizenry of constitutent countries. Each consituency is granted a minimum of three seats at all times if they don't have enough citizens to be distributed three seats. Consituencies are given a seat for every 10 residential citizens or for every 15 extraterritorial citizens.

The 1st Senate's session started on 1 August 2022. After the experiation of the constitutional exception that allowed for Senators to be appointed by their country's head of state on 27 January 2023, the 1st Senate's composition was dominately made up of Northwood-Oregonians, who also hold the position of President of the Senate through Jordan Silva and the three senior-most Senate seats.[10] Seperating Senators from their national origin, no party has a majority or even a significant portion of seats within the Senate, with the largest part only having two members.

Foreign affairs

As part of the immediate consequences of the ratification of the Constitution, all foreign affairs of the constituent countries of Mediolaurentia, including diplomatic missions, treaties, and membership in organizations, were transferred to the authority of the Realm and royal government. This resulted in the royal government having the authority to request a continuation of foreign affairs and other obligations of the constituent countries, with most of the relations originating from Northwood-Oregon.

Following the secession laws of the organizations, Mediolaurentia is a member state of both the Cupertino Alliance and the Constantia Pact due to all the original constituent parts (Atiera, Northwood-Oregon, and Galte) being members of the organizations. Mediolaurentia would later depart the Cupertino Alliance, however, but would later rejoin after assuming the delegation of Humberlea.

Despite the expectation that all foreign relations are to fall under the purview of the Realm as an entirety, special exceptions can be made for constituent countries that seek to be members of regional organizations that they would otherwise be ineligible to be part of. This is currently only seen through Northwood-Oregon's membership in the Congress of Ohio Micronations, though an additional example is expected to be made when Northwood-Oregon joins the Bowling Green Micronational Union, though the foundation date for such an organization is yet to be determined. It is also possible for constituent countries of Mediolaurentia to have diplomatic obligations that cannot be automatically assumed by the Realm. This, as a legal issue, has not been addressed by the royal government and can be seen through Northwood-Oregon's role as a permanent member of the Berard-Malloy Mediation Committee.
