The Hjalsk people, alternatively Hjalskers, are the citizens of the Jarldom of Hjalvik. In order to obtain Hjalsk citizenship, one must either be granted citizenship by the Hjalsk home office, or be born on one of the territories of Hjalvik. All citizens’ records are kept on an online database, and archived in the Hjalsk birth records archive.

The Hjalsk citizens are given votes in general elections, and most live within the Jarldom. Hjalvik allows multi-citizenship between other nations for each citizen if they please. Citizenship is commonly granted to non-Hjalskers if they are a relation of a fellow Hjalsk governor, or if they are the head of an allied nation of Hjalvik.
