The House of Councillors is the upper-house of the Parliament of Athor. It was initially planned to be formed as a Senate-styled house before taking on its current form inspired by the British House of Lords. It was established on 21 December 2022 and plays an important role in national governance.

Role and Responsibilities

The house of councillors has duties similar to that of a senate. In central issues, there is a "supremacy of the House of Assembly" when the government is not formed in the house of councillors. When the government is formed in the house of assembly the house of councillors can be overruled.

Bills can be proposed in the house of councillors but are still subject to the lower house.

As well as this, before a bill is passed to the monarch for royal assent - it has to have the approval of the House of councillors and the lower house together.

Membership

Membership of the house is by appointment. The monarch typically appoints all members of the house and the Prime Minister can nominate members as well.

As well as this, senior ministers from an outgoing Government who wish to remain in national politics can be appointed to the house as a mark of good service to the nation and to help provide their expertise.

Leadership

The house is presided over by the Speaker of the House of Councillors. The speaker is appointed by the monarch and requires the nomination from the house as a whole. The speaker is required to be a member of the house.

Providing Government

In some instances the House of Councillors can provide government at the request of the Monarch. However, the house primarily is used for checks and balances and providing more junior ministers.

As the Government of Athor is formed at the monarch's request and the Prime Minister of Athor is appointed by the monarch they can theoretically be formed in either house.
