The House of Territories of the Ashukov Federation (Ashukov: Дом Тэрриторий Ашуковска Фэдэрации, tr. Dom Territoriy Ashukovska Federatsii; abbreviated HT) is the upper house of the Council of the Federation of Ashukovo. It was legally established on April 26, 2017, but did not start operating till May 22 that year.

The House concerns itself with matters of constitutionality and diplomacy. It is also the venue where the Districts can bring matters they find important to a Federal discussion.

According to the Constitution, each of the Districts sends one delegate elected by their local legislatures. The current House of Territories is The Second House and comprises of 3 members; one from Akebar, one from Mouzilo and one from St. Constantine.

Powers

Article 43 of the Constitution of the Ashukov Federation first states the House of Territories, with Articles 56, 58, and 58 describing its functions. According to them, the House is responsible for determining whether a law is constitutional, for Constitutional amendments, for the ratification of treaties as well as for bringing up District matters. The House also has the power to overcome a President's declaration of war; it is the only instance in which the Presidential veto does not apply.

Structure

The maximum number of members is 14; the layout of such an instance would look like this (Different colors representing different districts, and not parties).

The House of Territories is composed of two members from each District. As, according to the Constitution, no more than 7 states can be Districts of the Federation, the total number of the members of the House is limited to 14. The members are voted by the District legislatures and should exclusively be from the District's executive and judiciary, but only one member from each branch. As it is common that members often hold offices in both branches, they can only serve in the House under only one of their roles.

Although the members are also representatives of their parties, the nature of the House gives prominence to their District of origin, therefore it is possible that members of the same party may be holding different stances on a matter.
