The Imperial Council

The Imperial Council is the Governing body of the Kingdom of Lutherania, the National Parliament. At the moment it is Unicameral, although it has two house's only one deirectly effects the politics of the nation. The Imperial council is opened by His Majesty on the 3rd of January each year in which the provisions of Halewood,which the Council is bound, is read from the throne and a short speech given by His Majesty. The imperial council has recently undertaken the Lutheranian Constitution revision and renewal. Due to the recent Civil war the Imperial Council now consists of two political parties: The Lutheranian Unionist and Royalist party and the Lutheranian Republican Movement. Another effect of the Civil war was His Majesty's Volutary reliquisment of His power to produce Legislation.

The Royal Council

The Royal Council is the part of Parliament that see's to the interests of the Nation and the People.It is the Legislative making componant of the Imperial Council. The Royal Council has the right to:

  • Raise and maintain taxes
  • Pay for the armed forces
  • Produce Legislation
  • Petition the King
  • Foerign Diplomacy
  • Organisation of State Ceremonies
  • Protection of the Crown

The Grand Synod

The Grand Synod is the second house in the parliament and is for the protection and workings of the church. The Synod can:

  • Make Church Legislation
  • Elections
  • Discussions
  • Petition the Royal Council and the King

The Synod has these rights but the legislation must be within the book of church law.

The Monarch in Parliament

The Monarch-in-Parliament, sometimes referred to as the Crown-in-Parliament,is a technical term of constitutional law in the realms of Lutherania that refers to the Crown in its legislative role, acting with the advice and consent of the legislature in the case of our unicameral parliament. Bills passed by the houses are sent to the sovereign, for Royal Assent, which, once granted, makes the bill into law; these primary acts of legislation are known as acts of parliament. An act may also provide for secondary legislation, which can be made by the Crown.

Acts, how they are Produced and put into law

Acts of Parliament our created in a joint session of the Royal Council and Grand Synod(when dealing with political Acts the Grand Synod can ONLY state it's opinion) where the Act is put together, voted on and then sent to the Monarch for approval,VETO or to be sent back with adjustments and changes. If the Act conserns the Church every one in both houses are given ONE vote, in political Acts every member of the Royal Council is given ONE vote.

2010 Reform

Following the Lutheranian Civil war the post of Prime Minister was for the first time created in the Kingdom of Lutherania. The prime minister along with the Imperial council has legislative power whilst excutive power remains with the Monarch. The first prime mintser of the Kingdom is The Right Honoury the Lady Beth.
