The Imperial Republic of Mount Henadas, or just Mount Henadas, is a micronation located in the Chihuahuan Desert, west of the Organ Mountains, surrounded by the City of Las Cruces. Mount Henadas is a republic headed by two co-heads of state, the Lord-Governor & the High Duke, who share similar roles in governance. The Henatan government derives its form and powers from the Constitution of the Imperial Republic of Mount Henadas, which was only recently ratified. Before the Constitution, Mount Henadas was governed under the Edict of February, which put all administrative powers in the hands of the Lord-Governor and High Duke.

Etymology

Despite the English parallel of the word 'Mount,' the word in the context of the name of Mount Henadas means 'Sovereign Land' in a distinct dialect of the aboriginal language Royali. This meaning make much more sense when the name Henadas is translated; the word Henadas comes from a prophecy that tells of a group of noble statesmen that found a chiefdom based around freedom for all. So all considered, Mount Henadas is roughly 'Sovereign Land of the Prophecy.'

History

Pre-Henadas

The most ancient known inhabitants of the Rio Grande River valley that Mount Henadas was founded in where the Manso aboriginal peoples. The area fell under European colonization when Juan De Oñate came through the area and claimed it for New Spain. The area remained a part of New Spain and the crucial Santa Fe trail until September 28, 1821, when the First Mexican Empire gained its independence. In 1836 the Republic of Texas seceded from Mexico and the area was under their claim until the end of the Mexican American War with the Treaty of Guadalupe Hidalgo ceding the land to the United States. During the war the Battle of El Brazito was fought between Mexican and American forces near the Organ Pass.

The closest settlement to Mount Henadas was Mesilla Village until 1849 when the town of Las Cruces was founded by the U.S. Army. Mesilla continued to dominate the region in size and population until the 1880s when Las Cruces won the bid for the Atchison, Topeka and Santa Fe Railway to go thru the town; this commenced a population and commerce boom in the town leading it to overtake Mesilla by the late 19th century.

Founding

The Modern history of Mount Henadas begins in 2011 when, on October 27th Cole Tidwell, Presley Bartlett, and Patrick Sturtz founded the nation. The exact events of the founding are very poorly documented, and the most widely accepted narrative is that the three Founders made a trek from the western most point of the original territory to the eastern most, aiming for a prominent landmark known as the Royal Grounds. When the three arrived, they made a pact to defend the land they had made their journey through and thus the nation was formulated. The original government of Mount Henadas was solely the responsibility of the three founders, who made all early decisions for the state. Immediately following the founding of the nation, construction of the capital city Base began, and the plans of possible fortifications began to be drawn.

War with the Mounds

Shortly after the nation's founding, the people known as the Mounds began systematic raids on Base; the government quickly responded by issuing a national condition of war and began immediate defensive actions. The war officially started November 5, 2011, the largest and most eventful battle took place on December 11; the Battle of Francis took place in the mid-afternoon, in the City of Base. The battle was initiated when a band of Mounds raiders crossed the Henatan Border and began to vandalize the capital city, a civilian named Francis Forchson attempted to intervene and halt the raid, unfortunately his efforts were unsuccessful, and the Mounds captured him. The Henatan military responded quickly, engaging the Mounds in the City. The fighting was brief with no casualties and one injury in the Mounds' ranks. By the end of the fighting the Mounds issued a general retreat and released Mr. Forchson back to the Henatans. The final engagement of the war was the Siege of Modia (also known as the Siege of Genesis City) on December 20; in where two Henatan artillery positions launched numerous volleys against the Mounds homestead leading to their surrender and an unconditional Henatan victory. The war officially ended December 24, 2011.

The Expansion Period

Following the War with the Mounds Mount Henadas entered a large period of expansion. Beginning with the annexation of the Richlands and the Trilands to the north of the capital in 2012; this more than doubled the size of the country and introduced large amounts of new natural resources for the benefit of the nation. The first Henatan settlement in the territory was Rich City in its namesake Richlands; the cities location was carefully chosen in order to take maximum advantage of the available resources. The first settlement in the Trilands was Hero's Circle, founded personally by then High Duke Cole Tidwell, it was intended to be the location of the nation's premiere military academy in order to train officers in the Henatan Military Service. In March of 2012 the territories of Trench and Hollyhole were added to the nation after an expedition by then Lord-Governor Presley Bartlett. Very quickly commercial construction began in Hollyhole and a new window of commerce was opened, unfortunately this caused unforeseen economic complications for the government who made the decision to merge Hollyhole into Trench and give it full Statehood.

The Separation

In late March 2012 the nation fell into disrepair after Lord-Governor Presley Bartlett was forced to abandon the nation and relocate east of the Mississippi. This caused the nation to almost become completely inactive and talks of a complete disbanding of Mount Henadas were had. The name 'The Separation' for describing this period came from a document created by Bartlett arguing for the continuation of Mount Henadas; in where she made it clear that this wasn't a permanent loss for the nation, but a temporary separation. During her stay in the American State of South Carolina, Bartlett formulated a new colonial system to expand Mount Henadas. She founded the Dominion of Japoninca along the banks of a small river known as Blankmanship Branch (The Henatan Geographic Survey Project renamed the river the Fluvis River in 2013). The Dominion of Japoninca was the launching-off point for the Henatan Colonization in the East; this began with the creation of the Henatan Commonwealth, an organization of colonies that fell under the sovereignty of Mount Henadas.

Taggers War

On March 15, 2013, Lord-Governor Bartlett returned to Mount Henadas, in celebration Bartlett and High Duke Cole Tidwell went for a national tour of every state. When they arrived in the Richlands however, they were met with many complaints from the citizens. There had been numerous raids and vandalism of Rich City from a group known as the Taggers. Due to the slum of activity the Government had not been able to respond to these threats, but since Bartlett had returned, the government officially announced their plan to counter the aggressive actions. The Taggers war was not as large of an operation as the War With The Mounds, but it did see the creation of the Air & Naval Corps and the Warrior Corps. The largest engagement was the Battle of Mt. Heroes; an echelon of the Henatan Warrior Corps were engaged by a band of Taggers at the Base of Mt. Heroes, the tallest point in Richlands. The Henatans, commanded by Lt. Colonel Kayla Swuay, were ambushed on a standard patrol, but, within an hour the Mounds were driven back to the border.

The Richlands and the Trilands remained in a state of alert until January 2014, when the war was declared over and with a Henatan victory.

Annexation of Torres

Throughout late 2013 and well into 2014, the Republic of Torres (a micronation located 24 kilometers West of Mount Henadas) was ravaged by war with a the neighboring Justinite Tribes. The Justinites completely overran the territory, destroying the capital city and demolishing the Mt. Thunderbird Power Station, and terrifying countless civilians. Though the Torresi military officially fell apart in February 2014, the Justinites continued to harass the population; roaming bands of Justinite raiders would ambush trade caravans or just lone travelers, the aforementioned Mt. Thunderbird became a hive of Justinite activity, with bands of dozens or more raiders and pirates scraping anything they can, often engaging in dangerous skirmishes with each other that were more likely to harm a bystander then a combatant. In August 2014 one of the last remaining members of the Torresi government, a descendant of the original founders, Regent Matthew Torres reached out to Mount Henadas for help. Mount Henadas agreed and Lord-Governor Bartlett visited the nation to survey the state of Torres, when she witnessed the state of the nation, she decided to call a meeting between both countries. Lord-Governor Bartlett proposed a bill to incorporate the territory into Mount Henadas, as to provide the Torresi with all the resources of the nation without complicated trade restrictions. There was minor opposition from a couple of Council members, but in the end the bill was passed, and the necessary preparations began. The first thing done was a request from Bartlett to High Duke Cole Tidwell to conduct a military sweep of Torres and found a permanent military position in the territory. After a training exercise, Bartlett and Tidwell agreed on a position in the South-Eastern part of Torres; A mountain with naturally steep cliff-like walls around the base, and a great space to erect a fence around the perimeter. The location was named Fort Selden, after the famous Western era settlers fort in the U.S. state of New Mexico. Very soon after Henatan intervention, the Justinites increased their operations in an attempt to scare the Henatans out of the territory, but these attempts were not successful. Within the matter of 2 months the Henatans steadily drove all traces of the Justinites from Torres and increased their permanent presence in the state.

The Second Expansion Period

The annexation of Torres marked a new era of expansion in Mount Henadas, initiating with the founding of the New Gibraltar Colony and the Kitan Kingdom Protectorate as enclaves of the main nation throughout Mesillia Valley. New Gibraltar acted as a military training ground; and the Kitan Kingdom was a major population center and area of commerce for the nation. The additions went smoothly for a number of months, but soon issues arose in the Kitan Kingdom. A small gang of anti-Henatan criminals began to harass local civilians and law enforcement in New Cole City; this led to a minor confrontation and skirmish with Henatan paramilitary forces, which ended in a Henatan victory. The encounter led to a lull in the anti-Henatan's activity for a brief time, but within a month their crimes began again, this time more organized and threatening. The Henatan authorities made many attempts to quell the unrest, but eventually the Henatans were forced to pull out of the territory, officially ceding the Kitan Kingdom and New Gibraltar back to the U.S. in February 2015.

Edict of February

On February 5, 2016, the Henatan government convened to decide the future of the nation, Mount Henadas had been in gridlock for almost a year and very little had been done. To alleviate this the Edict of February was drafted. The Edict, that was primarily written by High Duke Bartlett (elected 2014), effectively suspended the Henatan Council and gave all legislative power to the Lord-Governor and High Duke. This, in addition to increasing administrative authority via the Heads of State Charter of 2016, gave the two executives the power to create the framework for a more effective Mount Henadas. The Edict was given an expiration date of October 27, 2018.

Constitutional Era

In the summer of 2018, the Dominions of Japoninca and Harris-York in the far east declared independence and negotiated a peaceful separation from Mount Henadas, forming the Union of Piedmont. This event marked the end of the Henatan Commonwealth and the eastern colonial expiriment. On November 20, 2018, a constitution was ratified, and elections were held for the first time in 4 years. Presley Bartlett was, once again, elected Lord-Governor; and Cole Tidwell was elected to the office of High Duke. A new Henatan Council was also elected, restorimg democracy in the nation once more, the new Council selected Councilwoman Kristalin Yerty as People's Representative. On November 29, 2018, the new Territory of Sambrano was incorporated into the Nation as the Arabella District.

Geography

Mount Henadas is completely enveloped by the dry and arid Chihuahuan Desert that spans from southern New Mexico into central Mexico. Mount Henadas experiences dry heat, with little to no humidity throughout most of the year. In the summer, temperatures can average in the 90s Fahrenheit, while during the short winters the temperature averages on thr 50s.

Flora

There are many different plants native to Mount Henadas, notably the Unicorn Plant, the national plant, known for its spiked seed pods known as "devil's claws." Masquite bushed grow densely in the Mainland, leading to the distinctive "mounds" look to the Mainland. Other plants that grow in Mount Henadas are: Yucca Flowers, Prickly Pear Cacti, Bell Cacti, and Goat Head Weeds.

Fauna

Most wildlife in Mount Henadas are small desert dwelling animals, accustomed to the lack of water and heat. The Gambles Quail is the national animal, they cunstruct family nests in the Masquite bushes of the Mainland. Other birds of the nation include Roadrunners, Pigeons, the Readtailed Hawk, and various types of owls. Some of the larger animals occasionally seen in Mount Henadas include Elk and Deer.

Government

The Imperial Republic of Mount Henadas has gone through a number of governmental systems. Originally the nation was simply ruled by the three founders (Tidwell, Bartlett, & Sturtz) but this soon gave way to a representative democracy. The first Henatan Council was made up of three people, but soon the standard number would be settled at 5. The main facet of the Henatan government is its Captains Regent two heads of state system; in which a Lord-Governor and High Duke share executive power.

The Lord-Governor

In accordance to the 'Heads of State Charter 2016' the Lord-Governor:

"...is the co-executive and administrative council of the nation. The Lord-Governor is to be entrusted with the internal upkeep of the state, along with sharing diplomatic responsibility with the High Duke."

The Lord-Governor operates as both a co head of state and the head of government. As in sharing the executive power with the High Duke the Lord-Governor's approval is required to pass a law, approve a budget, ratify a treaty,conduct diplomatic relations, etc. The Lord-Governor is also the head of the 1st cabinet and administrates their departments of choice. There have been three Lord-Governors:

The High Duke

In accordance with the 'Heads of State Charter 2016' the High Duke:

"...is the co-executive and Commander-in-Chief of Mount Henadas. All matters concerning military changes, policy, or action must be approved by the High Duke." and

"The High Duke is responsible for any form of taxation by the government by way of administering taxes and enforcing them. The High Duke holds the authority to deputize citizens and / or experts to aid in the enforcement of taxation."

The High Duke holds many of the same executive powers as the Lord-Governor and is the main power check (as the Lord-Governor is to them). The High duke also controls the entire Henatan Military Service. The High duke also is the head of the 2nd Cabinet in which they administer the departments of their choice.

The Henatan Council

The legislative power in Mount Henadas is the Henatan Council, made up of 5 members, one of which is elected to be the People's Representative, effectively the speaker of the council. The Councilmen are typically elected by popular vote but there have been incidences in which the Lord-Governor and High Duke have appointed members. The Council also serves as the highest judiciary in the nation, when a case is brought to them the assemble what is known as the Vice Jury.

Edict of February

Under the Authority of the Edict of February the Henatan Council is suspended until October 27, 2018, in the meantime all legislation is handled by the Lord-Governor and High Duke.

The Executive authority is divided up into Departments that specialize in their fields. These departments are then assigned to either the 1st Cabinet (headed by the Lord-Governor) or the 2nd Cabinet (headed by the High Duke).

Military

Henatans are extremely proud of their military tradition, from the War with the Mounds to the current expansions. The military is known officially as the Mount Henadas Military Service and is broken down into three branches. The Military service is part of the Department of War, but is ultimately administered by the High Duke. The High Duke uses the role of Commander-in-Chief very hands on, as it makes up the majority of their position. While the High Duke and Department of War typically have the primary control of the military; the Henatan Council can organize and conduct military operations with the consent of the High Duke, though the High Duke needs the popular vote of the Council to formally conduct a war.

The Henatan Service

The Henatan Service, otherwise referred to as the Henatan Troopers or the Henatan Army, is the Primary ground assault and defense force for the Henatan Military. The Head of the Service is the Senior Chairman of the Service Chiefs of Staff.
