The Japan Micronation Federation was a micronational organization from Japan for the purpose of contributing to the development of world culture and peaceful society, including micronations, by confirming the essential significance of micronations and supporting the independent activities and state management of micronations in Japan.

The Federation was established on 15 January 2016. It had 19 countries and 6 regions in June 2017, the largest in Japan. It dissolved on 31 April 2021.

Definition

The Federation has developed various charters and conventions, as well as definitions and views on Micronations, in order to enable its members to operate "practically and freely" as Micronations.


Definition of a micronation

A dominant territory (a place where citizens and governments can enter at any time, establish governmental institutions, and build and develop freely. In virtual space, a place where most people in the world can visit the medium using their own electronic devices).

Independence activities (countries that have the will to be independent and regularly carry out national activities for independence, or are able to do so)

Inhabitants (countries with at least one citizen)

A country that fulfils all of the above criteria.

A country that has a press or public information service that accurately reports on what happens in the country and gives a certain degree of credibility to the information.

A country that has sovereignty, diplomacy, currency, territory or offices, representation, flag, anthem, national industry or activity.

A country which is not recognised as an "independent state" by a member state of the United Nations.

A country with an effective area of 1.00 km2, 5,000 settled nationals and less than enough armed forces to effectively control a territory more than twice its size.

Countries with creative and state-like activities

Diplomatic relations with at least five micronations or municipalities.

A country which recognises itself as a micronation and does not refer to itself as an imaginary state.

A peaceful and small country that does not engage in armed warfare.

A state which does not violate customary international law and which pursues a world of permanent peace.

Charter

Charter of the Japanese Micronational Federation

Chapter 1 Conditions for membership

Article 1 The conditions for joining the Federation shall be as follows

A controlled area (a place where the people and the government can enter at any time, and where they can set up their governmental agencies and build and develop freely.

In virtual space, a place where almost anyone in the world can visit the medium using their own electronic devices).

Independence activities (countries that have the will to be independent and regularly carry out national activities for independence, or are able to do so)

A country which is not recognised as an "independent state" by a member state of the United Nations (moved from the criteria).

A country that meets all of the above criteria.

Criteria

A country that has a press or public information service that accurately reports what happens in the country and gives a certain level of credibility to the information.

A country which has sovereignty, diplomacy, currency, territory or offices, representation, flag, anthem, national industry or activity.

Inhabitants (countries with one or more citizens) (moved from the three main definitions)

A country with an effective area of 1.00 km2, 5,000 inhabitants and less than enough armed forces to effectively control a territory more than twice its size.

Countries with creative and state-like activities

Diplomatic relations with at least five micronations or municipalities.

A country which recognises itself as a micronation and does not refer to itself as a fictional state.

A country that fully satisfies the above criteria.

Chapter 2: The Federation

The Federation of Micronations shall not be bound by the Charter of the United Nations, except for customary international law.

The flag and emblem of the Federation shall be the Red Global Mark and the logo shall be "Red Federation".

The official time zone of the Federation shall be UTC+9.

The official language of the Federation shall be Japanese.

chapter 3 objectives of the federation

The objectives of the Japanese Micronations Federation shall be as follows

To support and assist the cultural exchange and political diplomacy between the Micronations in Japan.

To protect the independence and sovereignty of the member states and to achieve the establishment of an equal society regardless of life, race, creed, social origin or disability.

To act in good faith as a member of a social organisation.

To bring about the attainment of social independence in the countries of the Union.

5. to contribute to the development of world culture by sharing the intellectual property of the Member States.

Chapter 4 Institutions

The General Assembly, the Security Council and the Court of Justice of the Federation shall be established as the principal organs of the Federation.

Any organization under the name of the Federation may be established by an extraordinary meeting after submission to the General Assembly.

Chapter 5 Treaties

The Federation may make treaties which do not violate customary international law.

Treaties of the Federation may be drawn up only by a majority vote, on the initiative of the Member States.

Article 11 - If necessary, a conference of experts may be convened, bringing together intellectuals from outside the Union.

Article 11-2 The expert panel shall be convened at the discretion of the chairman on the proposal of a member of the Federation.

Article 11-3 The Federation shall not make laws that directly infringe upon the security of Japan.

Chapter 6 Security Council

The Security Council shall be established for the purpose of acting and judging in accordance with the Charter of the Federation and with conscience, and of maintaining the sustainable activities of the member countries.

The Security Council shall be composed of eight members nominated by the President of the Federation in office from among those who are qualified to be members of the Federation.

Article 13-1 In this case, the mutual consent of the nominee and the chairman is required for employment as a member of the Board.

Article 14 - The term of office of the Security Council shall be one year.

Chapter 7 - Awards and honours

The Order of the Federation shall be conferred in the name of the chairman on nationals of countries which have done significant work in the Federation.

Chapter 8 Geographical Arrangements

Nothing in this Charter shall prevent the existence of regional arrangements or regional bodies to deal with matters relating to the maintenance of international peace and security which are appropriate for regional action.

Chapter 9 General Assembly of the Federation

A General Assembly of the Federation shall be established to determine the policy of the Federation.

Article 17-2 Proposals submitted to the General Assembly shall be decided by a majority vote of the members of each Member State and approved by the President of the Federation.

Article 17-3 Each Member shall be entitled to one vote per Member.

Article 17-4 The closing time for voting shall be determined by the Presidency.

The Assembly of the Federation shall consist of one representative from each member state and region.

The Presidency shall have the right to convene the Congress of the Federation.

If the President is not present at a regular session of the Assembly for more than half an hour, any member of the Security Council may act as president.

No discriminatory remarks of any kind shall be made in the Federation.

The regular Congress shall be held every Saturday at 21:00.

The Congress shall be convened by the Presidency or its deputies in accordance with Article 20.

Participation in the regular meetings is voluntary.

Article 25. The Regular Assembly shall hold the "Report on Recent Developments" and "International Debate".

Article 26 In the event of a problem with the server or the place where the Congress is held, which prevents the Congress from starting, it shall be held on another server as determined by the President.

In the event that a member who is not sanctioned by the Federation leaves the Federation Assembly, he or she may attend the Assembly on an alternative account.

Chapter 10 Observer

The following nations shall be considered as observer

Micronations which are not located in the Japanese archipelago and which have been established by Japanese nationals.

Foreign micronations that are vassals or satellites of Japan.

Observers shall not have any voting rights.

Observers shall not be entitled to vote.

Chapter 11 - Member States

Each Member State shall be the shield and the sword of the Federation.

Each Member State shall respect and not discriminate against any person in respect of life, sex, race, ethnic origin, creed, disability or social origin.

Member States shall not make any statement "or take any action" which is prejudicial to international custom.

Article 33-2 Any Member State which offends international custom shall be sanctioned by the President.

Article 33-3 No Member may hold office as a representative of a Member State.

Each Member State shall have the following rights

Each Member State shall have the right to establish diplomatic and economic relations with its neighbours, both within and outside the Member State.

The right to vote in Parliament to the extent provided for in the Charter.

The right to speak in Parliament.

The right to speak in the House. Article 35 A country which has ceased to exist may be struck off the (new) list of members by the Speaker.

A Member State which has not been heard from for more than one year after its attendance at a regular session of the Assembly may be struck off the list of Members.

Article 37 A Member who for any reason suspends the activities of the State

A Member State wishing to suspend its national activities for reasons of necessity shall notify the President.

In this case, the reasons for the suspension shall be given voluntarily.

A country without a representative shall not, in principle, be eligible for membership.

Article 39 The members of the Council shall be representatives of the government officials of each country.

A member whose name is not on the list of members shall not be able to make a motion.

The rotation of members shall be possible in case of emergency.

In such a case, a change of member shall be permitted only if it is deemed necessary, upon request to the President of the Federation.

Any State which violates the Charter of the Federation or customary international law may be sanctioned or expelled by a majority vote of the Member States.

Chapter 12 Extraordinary Meetings

An extraordinary session shall be an irregular meeting of the Member States which may be called by the Member States on an urgent basis.

Extraordinary meetings may be convened by the Presidency.

Chapter 13 The Presidency

The Presidency shall be elected by a vote of the General Assembly after an election period.

Article 46 Candidates may have supporting speakers if necessary.

Article 47 The election period shall be fixed by the chairman.

The Presidency of the Federation shall be elected by a vote of each Member State for a period of one year.

In the event of a breach of the Charter of the Federation or of customary international law, the President of the Federation may resign after a majority vote in an impeachment ballot by a motion of no confidence of the Member States.

Article 50 The Presidency may be re-elected only in the event of resignation in accordance with Article 49 or resignation at the will of the President of the Federation.

Article 52 The Presidency may, in principle, be held up to two times in succession.

The Presidency shall have the responsibility of representing the Federation.

The Presidency shall have the right of representation and the right of voting in the Congress of the Federation.

The Presidency shall have the privilege of presiding. The Chairmanship shall be exercised only in times of emergency and the chairman shall be responsible for the exercise of these privileges.

chapter xiv acts of war

Any act of war which threatens the breach of world peace shall be prohibited.

Member States of the Federation shall require the approval of the Congress of the Federation for any act of force against another State as a means of settling disputes.

Any act of war without the approval of the Congress of the Federation shall be subject to sanctions.

The Federation may be alerted to any conflict or war.

Chapter 15 Emergency

The President of the Federation may declare a state of emergency in the event that another country declares war on or harms the Federation.

Article 61 The Japanese UN forces may be used as provided for in the Charter.

Article 61-2 The United Nations Forces of Japan shall be open to all citizens of the Member States of the League.

Chapter 16 Subordinate Organizations

Article 62 Subordinate organizations may be established when the Headquarters of the Federation deems it appropriate to do so.

The establishment of a subordinate body shall require a majority vote of each Federation country.

Chapter 17 Membership

In order to become a member of the Federation, a country shall be admitted as a "full member" if it meets all the definitions of a Japanese Micronation, as a "provisional member" if it meets most of the definitions, and as an "observer" if it meets the observer agreement.

Article 65 Applicants for membership shall meet the following conditions

The country has been judged to meet the definition of a State.

Membership shall be approved by the President, passed by the Security Council and approved by a majority vote in an extraordinary session before the regular session of the council.

Voting shall be postponed a maximum of three times.

Chapter 18 Amendments

Amendments to the present Charter may be made by a majority vote of the Federation countries.

The Charter shall be enforced as above.
