Lady Madam Julie Foster, 1st Countess of Watertopia COA is a former Minister of Information in the Empire of Adammia, as well as the former Councilor of Watertopia and the former Archduchess of West Adammia, and a former Deputy Prime Minister. She is a member of the Liberal-Moderate Party, and is currently effectively retired as a politician.

Non-micronational life

Julie Hall was born to Reginald Hall and Winifred Hall on 21 October 1971. She married Gary Foster in 2000, with whom she had two children, Matthew and James. Julie and Gary split up around 2010.

Micronational career

Julie Foster, along with both her children, became citizens of Adammia when the Treaty of Annexation for Tytannia and Sapientia was signed on 28 April 2013. In December 2013, her father Sir Reginald Hall suggested to the Ruling Council that the Empire could annex her house, and she agreed to this, forming the province of Watertopia. She was appointed Duchess of Watertopia and, as the only eligible candidate, was also elected its Councilor in January 2014, giving her two seats in the Ruling Council. She stood in the 2014 National Election against her sister, the incumbent Prime Minister Emperor Mother Jayne, but lost. However, in the aftermath of this election the Prime Minister appointed her as both Deputy Prime Minister and Minister of Information. She joined the Moderate Party on 18 July 2015. On 20 August 2015, in order to redistribute Ruling Council seats, the Emperor gave Foster's nobility of Tytannia to her son Matthew, and compensated her by giving her a title of his own, making her the Archduchess of West Adammia.

After Sir Paul McKenna won the 2016 National Election, Foster was replaced as Deputy Prime Minister by Sir Reginald Hall, though she remained as Minister of Information. She lost this position when the Moderates went into opposition following the 2017 election, and lost her seat two months later when the Empire of Adammia Act 2017 was passed. She is now effectively retired as a politician.
