The Lacuran Commonwealth (Polish: Rzeczpospolita Lacura), commonly known as Lacura and formerly known as the Second Kingdom of Corotarnia, was an egostan located within the U.S. state of Indiana. The micronation was established on 14 April 2021 by Johann Kümmel, and, as of July 2023, had a population of 1. The Commonwealth considered itself to be the successor state to the Kingdom of Corotarnia, run between 2018 and 2020, per Decree 2021-IX.

Lacura was a semi-constitutional monarchy, with Johann Kümmel as its incumbent Monarch and de facto head of government, given Lacura's population. Laws within Lacura were made by the King, Dukes, heads of Principalities and any religious heads and were published by the Office of the Monarch, established on 18 September 2021. The legislature of the nation, known as Parliament, was a unicameral body that comprised a majority of Lacuran noblemen.

Etymology

Lacura is a portmanteau of the Latin words lacus and terra (meaning "lake" and "water", respectively);[1][2] the formal name of Lacura, "Kingdom of Lacura", was adopted on 23 June 2021 via Decree 2021-V. Prior to this, Lacura went under the formal name "Second Kingdom of Corotarnia" (short name Corotarnia), referring to a micronation known as the Kingdom of Corotarnia that was run by Lacura's founder between July 2018 and August 2020. The etymology of "Corotarnia" is unknown; however, the earliest reference to it is a former NationStates account founded by Johann on 6 August 2018, which went inactive on 18 December.[3]

The two-letter code of Lacrua was LC, per Decree 2021-VIII. However, it was notregistered with any micronational statistics companies (i.e the RIS).

History

Lacura was founded on 14 April 2021, following 8 months after the dissolution of Corotarnia. The founding decree, Decree 2021-I, established the position of the King of Corotarnia and the capital of Corotarnia, named Fulsfield. The following decrees would centralize power in the monarch and established the 3 principalities of Corotarnia, as well as the first militia regiment and the highest order in Corotarnia, the Order of the Family of Corotarnia. The centralization of power would be repealed and replaced with a smaller amount of power in Decree 2021-VII.

On 23 June 2021, Decree 2021-V was signed, which formally renamed Corotarnia to the Kingdom of Lacura. The following two decrees would establish the royal standard, coat of arms and flag of Lacura, as well as formally establishing the Office of the Monarch, which beforehand was used as a way to publish the decrees of the monarch. The latter decree - Decree 2021-VII - also stated that Lacura would be dissolved on New Year's Day 2022. The section would later be repealed by Decree 2021-IX.

After July of 2021, Lacura remained inactive until it was revived in June 2023. It was annexed into the Tsardom of Begon in December 2023, following the ratification of the Treaty of Great Oak.

Geography

Lacura was located next to the Principality of Kaiserhof-Nordhaus, a Commonwealth of Elysium. As of September 2021, the total area of Lacura was 0.09 square miles (roughly 0.23 square kilometers) in size.

Government and politics

Lacura was a semi-constitutional monarchy, with Johann Kümmel being its first and incumbent monarch, who was both the head of state and de facto head of the government. Given the nation's status as an egostan, laws were passed via Decrees, which were organized into four types via Decree 2021-VII: royal, ducal, princely and religious. These Decrees were published by the Office of the Monarch, established within the same Decree; beforehand, it was used as a front by the monarch to "publish" Decrees.

Prior to Decree 2021-VII, the monarch of Lacura held "all political power" within Lacura, per Decree 2021-II. Following the ratification of the former, however, this was repealed and replaced with the abilities to:

  1. confer and revoke coats of arms, orders/honors/awards and titles onto individuals;
  2. issue and revoke Decrees;
  3. sign and veto bills proposed by Parliament (the latter of which can be overturned by a simple majority of Parliament);
  4. authorize war, sanctions and peace with other nations;
  5. annex new lands.

The legislature of Lacura was Parliament, which comprised the House of Nobles.

The government of Lacura had only one ministry upon its annexation into Begon - the Ministry of Citizenship, whose purpose is to handle immigration as well as citizenship applications, in addition to advising the Monarch on immigration and citizenship law.

Education

Education within Lacura consisted of "degree-awarding institutes", defined by Decree 2021-IX as "institutes of education that award degrees...to individuals within a specific major (and potentially a minor)." Given the lack of higher education in Lacura, these institutes were only allowed to award certifications, which are only valid within Lacura.

One institution of education existed within Lacura - the Royal Centre of Learning, headquartered in the city of Fulsfield but operated in the Ponderosan town of Great Oak. The institution would be merged into the University of Ponderosa Hills via Decree 2021-XI.

Administrative divisions

The Commonwealth was divided into 4 kingdoms: by order of seniority, they are Lacura, Katoli, Salisbury and Lower Anatolia. The kingdoms that comprise the Commonwealth were referred to as "client states", and each of its monarch(s) were able to publish laws within their own kingdoms - however, they could be overruled at any point by the King of the Commonwealth.

Economy

Given the location of Lacura within the United States of America, it de facto used the United States dollar. While no economy exists - given the lack of trade between Lacura and other micronations - there was a process for companies to do business in Lacura, via Decree 2021-VIII. This consisted of two parts:

  1. a form, which requires the name of the company, any executives of said company and how many employees it has, in addition to other information;
  2. the signing of a binding agreement, which gives employees in the Lacuran branch of a company the right to elect their own executives, as well as the right to form a workplace democracy & unions.

If these two were not filled out, then the company shall not be permitted to do business within Lacura.

A company could also have had the mark of approval of the incumbent Monarch (known as a MoA); if a business claimed to have the MoA without prior approval of the Monarch, it wasn't permitted to do business within Lacura.
