The Landsdag is a legislative body that represents the four districts of Leppa at the national level It was established to replace the advisory Chamber of Councilors, The Landsdag is supposed to represent the districts of Leppa The Landsdag is based on the German Bundesrat

The Landsdag is composed of the governors of each district, plus the Chief-Executive and the Deputy Chief-Executive The Landsdag participates in legislation, alongside the Chamber of Deputies consisting of directly elected representatives of the Leppan people. Laws that affect state powers, and all constitutional changes, need the consent of both houses. For its somewhat similar function, the Landsdag is sometimes (controversially) described as an upper house of parliament along the lines of the United States Senate, the Canadian Senate, and the British House of Lords.

Members of the Landsdag are able to retain membership to their respective parties, however they are asked not to bring party factionalism to the floor itself.

Powers

the Landsdag is viewed as a more informal chamber of Parliament. Because of its federalist design, as well as its voting franchise strictly limited to provincial elites, the Landsdag is viewed as less volatile to radical changes. Unlike the Chamber of Deputies the Landsdag meets only at the pleasure of the governors or the chief-executives

The Landsdag is charged in cooperating with the Chamber of Deputes in completing and voting on draft laws. laws concerning budgets, customs regulations, credit monitoring, and the ratification of international treaties are to be considered by the Landsdag after they have been adopted from the Chamber of Deputies where most legislation is introduced.

Special powers that accorded only to the Landsdag are:

  • Approval of changes in borders between the subjects of Leppa
  • Approval of a decree of the Chief-Executive on the introduction of martial law;
  • Approval of a decree of the Chief-Executive on the introduction of a state of emergency;
  • Deciding on the possibility of using the Armed Forces of the Union outside the territory of the Republic;
  • Approving the president's nomination of judges of the Constitutional Court of Leppa
  • Appointment of Deputy Chairman and half of the auditors of the Accounting Chamber.
