The Kingdom of Laskaridia (Westavian Regiæ Laskarius) was an unrecognized sovereign state otherwise known as a micronation. The Kingdom was made an independent state by the Decree of Establishment on 28 August 2023, but was created as a noble principality by Westavian Emperor Shahan II in 2016. The current reigning monarch was Sean II and V of the House of Lascaria.

Laskaridia's form of government was an absolute monarchy, although there was a Parliament, which can pass laws, they require royal assent to be passed, most laws are accepted. The King of Laskaridia enforces rule-by-decree, and passes edicts that serve as laws, communications and declarations. Laskaridia's primarily culture is American culture, but has heavy Westavian influences in its cuisine, music and language.

Etymology

The word Laskaridia was used to describe a geometrical shape from Westavia, the Laskaridian flower. The nation itself was named for its capital, Laskaridia. The Byzantine dynasty Laskaris was also a possible theory for the origin of the name.

History

In 2016, Shahan II. He established the city of Laskaridia, then the capital of Westavia as a Principality. And held the title himself briefly. He created the office of Lord Chancellor of Laskaridia and granted it to Charles, Marquis of Donnauberg, a personal friend of his. Laskaridia thrived as a center of Westavian micronationalism.

Ruisseau

Laskaridia was the site of a major battle, the decisive battle that ended the Ruisseauan Civil War. The battle took place between the Shahanian revivalists and the Ruisseauan loyalists and saw the victory of Ruisseau. Laskaridia did not see major activity until later.

Modern history

Laskaridia was the capital of the Kingdom of Westavia, a Juniperian subdivision created and ruled by Athena II. It's viceroy was Matthew Wu. The city itself was placed under occupation though the Governorate-General of Laskaridia, which was headed by Sean II. The protectorate was dismantled and the fall reformations in Juniperia saw the creation of the Province of Laskaridia in place of Westavia. Which was under direct rule. In October of 2023, the King passed the Edict on the Commonwealth, which made Laskaridia a Kingdom, in addition, it established the commonwealth.

Government and politics

Laskaridia was a kingdom. Its government resembles that of a absolute monarchy. The King of Laskaridia enforces rule-by-decree and makes laws and promulgates them through Royal Edicts. A ceremonial Chamber of Lords exists, and laws can be proposed and passed with royal assent.

The King of Laskaridia was advised by a partially-ceremonial Privy Council of Laskaridia, which can have ceremonial advisors to the King. The Chamber of Ministers was the cabinet headed by the Lord Chancellor of Laskaridia, the Chamber of Ministers and the Chamber of Lords are grouped into the Parliament of Laskaridia, although the Chamber of Ministers does not wield lawmaking ability. Each minister in the chamber of Ministers regulates and controls a part of the government, while each Lord in the Chamber of Lords was a peer who has the ability to draft, vote and pass laws that have received royal assent.

Political parties

In its formative state, political parties were originally outlawed. A princely decree was made making them legal. There are currently 4 political parties.

Chamber of Ministers

  1. Office of the Lord Chancellor The Lord-Chancellor of Laskaridia was the de-jure head of government, they preside alongside the King over the agencies of Government, and are an ex-officio part of the Chamber of Lords as well. The Lord Chancellor may also enact decrees, but these decrees serve mostly as communications. The office was largely ceremonial

Ministry of Interior Affairs The Ministry of Interior Affairs was responsible for the management of land affairs, land transfers, and works with the Commonwealth governments to safeguard the rights of subjects. The Interior Ministry was also responsible for management of the police and intelligence agency.
  3. Ministry of Defence The Ministry of Defence was the agency responsible for the management and mobilization of the nation's military, navy and Air Force. It was headed by the Minister of Defence who was also ex officio a part of the Laskaridian Defence Council.
  4. Ministry of Foreign and Commonwealth Affairs The Foreign And Commonwealth Affairs Ministry was the equivalent of many macro national foreign offices in the sense that it regulates the admission and protection of commonwealth territories, as well as the peaceful negotiation and maintenance of relations with other nations.
    1. Commonwealth Office The Commonwealth Office was a Laskaridian agency that manages the Commonwealth, its territories, and governance. The Office was also a portfolio for all the separate commonwealth offices.
  5. Ministry of Development The Ministry of Development manages transport and the development of agriculture and infrastructure.
  6. Ministry of Royal Administration The Royal Administration ministry manages the non-Commonwealth areas within Laskaridia.
  7. Ministry of Justice The Ministry of Justice manages the court systems of Laskaridia.
  8. Ministry of Energy and the Environment The Ministry was responsible for the management of the environment, and its protection. As well as management of energy and natural resources.
  9. Ministry of Agriculture The Ministry of Agriculture was responsible for the management of agricultural assets and resources.

There can also be ministers without portfolio, who are part of the Chamber but do not hold a designated ministerial office. All members of the Chamber of Ministers are ex-officio members of the Privy Council, but not all of them are designated as King's Counsel (KC).

Armed forces

The Laskaridian Military was the main protective agency of the realm. It has three departments, the Air Force, Public Force, and Navy and one extra department, the Laskaridian Intelligence Agency (LIA). Each force manages the protection of the skies, ground and water respectively. Laskaridia has 1 army base in a Juniperian enclave, and one port on the San Diego Creek.

Legislature

Laskaridia's main legislature was the Chamber of Lords, through which peers of the realm can voice the objections of their constituents and pass bills to fix them, ally bills however require Royal Assent. Which was frequently given. The Chamber was largely ceremonial as the realm enforces rule-by-edict.

Culture

Laskaridian culture was highly influenced by Westavian culture. It consists of cuisine, music and art. A highly popular form of Laskaridian art was revivalist and depicts Shahanian and Westavian nobles and people as they were imagined. Older styles include mud steles which are carved and decorated to resemble scenes from history. During its peak era, Westavia had a thriving micronational culture. With many new food dishes being made, along with new songs and music. Westavians would frequently congregate and celebrate festivals, including Conquest Day, in which Westavians would celebrate anniversaries of the coronation of Shahan I. Westavia's developed culture would be organized through boards created by the Emperor. These boards managed cultural aspects. Westavian music was largely based on baroque and was influenced by Bach and Lully. Westavia possessed its own language from the start. It was invented by Shahan I and his close friend. Though at first they were the only ones who spoke it, it eventually grew. The Mogunesian Chronicle and other notable pieces were translated into Westavian. The Westavian language was thoroughly based off Latin and posses many influences, including its use of accents (ā, ē, ū) as well as Latin grammar conventions. Steles still existing today are known to be in Westavian.

The commemorative coin showed here has the inscription DĒA SŒ VŌT and was minted from wax in 2021 by rebel forces during the Ruisseauan Civil War

Westavian inscriptions were also used on coins and monuments, but casual and popular usage of the language was limited to the Emperor and the elite.

Languages

Laskaridia's official languages include English, French and Latin. These are the macro national languages that are used in local talks, speeches, and are spoken in public, the language of documents and government, and the historical language of the region respectively. Laskaridia also has an official constructed language, Westavian. Westavian was never spoken at a large scale by any inhabitants of the region, but has been used on coins, documents, and historical artifacts.

Religion

Christianity and Hinduism are the primary religions of Laskaridia. Laskaridia does not have any official religion, and Laskaridia's religions do not have a role in government. Religions of Laskaridia are practiced actively, and the government does not have a role in the promulgation or prosecution of any particular religion.

Geography

Laskaridia's geography was primarily hilly. Laskaridia's heartland was formed along the San Diego creek. Laskaridian geography played a major role, battles in the mainland region were almost exclusively based along the creek. Trade, agriculture and government also concerned the creek. The name of "Ruisseau" meant "creek" in French, which demonstrated the importance of the Creek in Laskaridian and Ruisseauan culture. The Emperors of Westavia, and later the sovereigns of Laskaridia make visits to the creek frequently.

Flora

Laskaridian flora often consists of small wildflowers often along the creek. As well as plants and grass. Due to the hilly nature, there are not many trees in the immediate territories of Laskaridia. Laskaridian animals often include small squirrels, with larger coyotes and mountain lions inhabiting the area during the later months.

Climate

Laskaridia's climate was primarily dry and arid during the summer, the creek often dries up during that time. In the Winter, it rains. The last occurrence of snow was in 1929.
