The Leader of the House in Lok Sabha (Hindi: लोकसभा में सदन के नेता) is the parliamentary chairperson of the party or coalition that holds the majority in the Lok Sabha and is responsible for the government business in the parliament. The office-holder is usually the prime minister and occasionally a very senior cabinet minister of the government.

The leader of the house is assisted by a deputy leader who is most senior minister in the government after the prime minister or the minister who is serving as the leader. The deputy leader performs the duties of the leader in the case of their leave, absence, removal, resignation, or death.

History

The leader of the house was for the first time occupied by Arnisha Phatowali, the first prime minister in the interim parliament and later formally by Varuna Sriraya in 2010 after the constitution of the 1st Lok Sabha. Ten individuals have served as the leader of the house of whom seven were the prime ministers. Three other individuals who served as the leader of the house were senior cabinet ministers. It was for the first time in December 2014 when a non-prime minister was appointed as the leader of the house. Following the resignation of Sarala Baishya] as the prime minister on 27 December 2014, then Social Welfare minister Anoushkaa Patranabish was appointed as the leader of the house.

In April 2017, then prime minister Varuna Sriraya was replaced by Sarala Baishya who was not an elected member of the parliament and nor was her deputy Arnab Sil. Thus, the next senior most cabinet minister Abhiraj Kar who was the Minister of External Affairs, Corporate Affairs and Social Justice, was chosen to become the leader of the house. A similar instance occured in December the same year when then president Varuna Sriraya became the prime minister, however him not being a member of the house, was ineligible to become the leader. He, then, nominated his deputy Tanishkaa Patranabish to act as the leader of the house and replaced her after being elected during the 2018 general election.

Asmi Patranabis and Bishnu Chetry also served as the leaders of the house when the prime minister was not a member of the house. Bishnu Chetry holds the dignity of being the only non-prime minister to serving as the leader of the house for two non-consecutive terms.

Responsibility

There are not any formally and constitutionally listed responsibilities of the leader of the house. However, conventionally they are vested upon with several duties and functions, which include:

  • Managing and announcing the business of the Lok Sabha weekly and facilitating motions and debate in the house, particularly on House business.
  • Government’s representative in the House.
  • Parliamentary reform and policy.

Deputy leaders of the house

The deputy leader of the house is the second most senior member of the government after the leader of the house, who represents the government in the floor of the house in the absence of the leader. In case of the demise, resignation or removal of the leader of the house, the deputy leader becomes the acting leader of the house until a permanent leader is chosen. In most cases when the prime ministers served as the leader of the house, it was their deputy prime minister who acted as the deputy leader or in the absence of a deputy prime minister, the most senior cabinet minister.
