The League of Independent States (Russian: Лига Независимых Государств; Liga Nezavisimyh Gosudarstv, LNG), also known as Petrograd Pact is an intermicronational organization that aims to establish friendly and partnership relations among Russian-speaking micronations.
History
The League of Independent States was established on 31 December 2020 by Esgeldia and Witoldia. Many micronationalists of the Cobrist circle criticized the very concept of micronational organization, but some of them quickly joined the organization. In January 2021, the League took part in the conflict in Portasia.
In the second half of 2021, the peacekeepers of the League participated in restoring order in Moscow Region. A special operation performed by Esgeldian and Tewerian forces neutralised the threat from the Rengo bloc to the Moscow-based LNG member states Alsar and Chiren.
By now LNG is gradually abandoning an aggressive foreign policy in favor of the cultural dialogue with developing nations. The project of the LNG Cultural Foundation is being actively worked out by representatives of Esgeldia and Witoldia.

Throughout its existence, the Assembly of the League of Independent States has elected six chairmen, whose term of office is six months:

Observer states
Taking into account the expansion of the League of Independent States outside the Russian-speaking micronational segment, since December 2021, the Assembly has introduced the category of observer countries of the LIS. The observer country, as a rule, is an English-speaking micronation on the territory of Europe, which does not have the opportunity to attend meetings of the Assembly, and whose interests, as a rule, are represented by a country with full membership.
Currently, there is only one observer country in the LIS, but it is expected that with the active foreign policy of the LIS in the Western micronational community, this list will be replenished.

Charter
League of Independent States is an international organization whose goal is to maximize the cooperation of cathedral microstates with close historical and foreign policy ties. This Charter is intended to regulate relations between the participating countries of the LIS.
- The co-founder States of the LIS are members of the Assembly.
- The member States of the Assembly determine the entire work of the organization.
- Each of the Member States of the Assembly has the right to veto any of the resolutions considered by the Assembly.
- All Member States of the LIS (including those that are not members of the Assembly) are obliged to honor and comply with all international legal acts issued by the LIS.
- The Assembly has the right to impose sanctions, appoint cultural events, open and supervise the work of accountable LIS platforms and organizations, and send LIS peacekeeping forces.
- Each LIS member State participates in joint operations at its discretion.
- LIS peacekeepers are used only to protect civilians and their interests.
- In order to accept a new State in the LIS, the State wishing to join the organization must submit an appropriate petition to the Assembly.
- To be accepted into the LIS, the state must:
a) exist for more than three months; b) have formed state bodies and a legal system; c) to carry out adequate political activities; d) Have diplomatic and long-standing friendly relations with the Member States of the Assembly.
Outlook
The League of Independent States is gradually abandoning its aggressive foreign policy towards "pseudonations" - organizing the change of power in unfriendly states and the formation of alternative governments, which often live no more than six months.
The policy of the "big cudgel" is being replaced by the policy of dialogue of cultures. Within the framework of the neighboring institutes of the League, a dialogue of the fesalionian, ardian, margalian, esgeldian and other cultures takes place, which certainly increases interest in amateur linguistics, cartography and literature among the participating countries.
The project of the Cultural Foundation for the preservation of universal history is being actively worked out through the mediation of representatives of Esgeldia and Fesalion. According to preliminary estimates, after its formation, one of the largest cultural and historical organizations in the micronational community will operate under the patronage of the League countries, whose natural goal will be to collect historical artifacts dedicated to the activities of human civilization throughout its existence.
