In fact, for most of your paragraphs which only consist of two lines, they should just be merged with another paragraph to make them actually substantial. For numbers less than ten, write out the word (dates excluded, minor thing only). As Fishy said, include more images, perhaps of districts or something if you can't find anything more suitable. Comment: I made two rounds of the staff to get opinions on the article and a *LOT* of changes were made! The article is completely different from the one originally written. I did a bunch of them for you, but ran out of time. There are a ton more. The best course of action I would suggest would be to compare my edits to get an idea of the types of errors that are common on the article, or perhaps find someone who does a lot of proofreading to assist. It just doesn't explain itself well. I picked two random sections and found issues with the verbs used.
