The Ministry of Social Affairs (MSA) (Efrasachin: Ministèrio od Afurtos Social), officially the Ministry of Social Affairs of the Kingdom of Efransa (Efrasachin: Ministèrio od Afurtos Social du Rouiame od Elfransa) is an executive department of His Majesty’s Government, responsible for social policies, specifically policies impacting the daily lives of Efrasachinds.

The Social Ministry is comparable to health ministries, as well as those of education, labor and workers affairs, culture, youth affairs, and equality, as well as most functions not delegated to the other ministries. The Minister of Social Affairs is the chief executive. The Viscount Chatham is the first and incumbent Minister, as well as serving as Deputy Prime Minister.

History

The Ministry can be traced back to the Ministries of Health, Education, and Labor of the first Kingdom of Efransa. These were succeeded by the Federal Ministry of Health and Social Care, of Education and Vocational Training, and of Labor and Worker’s Affairs.

Under the Republican Period, no social ministries were ever established, they were filled in place by the Presidency. Maradia’s constitutional government established Ministries similar to the originals, but the transitional government saw the Ministry of Home Affairs governing social policy.

Ludisirga’s Ministry of Social Affairs and Welfare oversaw all social policy, while the functions were divided into the Federal Ministry of Health and the Federal Ministry of Education and Workers filled the place during the Union Period. The Supreme Chancellery was established by the Constitution, and by the title V of the Cabinet Organic Act. Other positions are governed by the Chancellor. The Fourth Amendment to the Constitution retitled it as the Ministry of Social Affairs.

Structure

The Minister of Social Affairs is the leader of the Ministry of Social Affairs, and also currently the Deputy Prime Minister. The are eight child agencies within the MSA.

Public Health Corps

The Public Health Corps oversees all public health affairs within Efransa. It is divided into various agencies. The Commissioner of Public Health is the administrative director of the Corps, currently the Countess of Machy.

National Healthcare Administration

The National Healthcare Administration regulates health insurance corporations, while also overseeing the public healthcare system, EfransaCare. The Administration also regulates medical device production and purchasing, as well as the production, selling, and pricing of pharmaceuticals. Physicians must also pass an NHA exam immediately after College.

EfransaCare is modeled after the health system of Spain and the United States. However, Efransa also guarantees all persons not covered by private insurance to be covered by EfransaCare regardless of most circumstances, unlike the United States. Like many programs, EfransaCare is not actively operating.

Mental Health Services Agency

The Mental Health Services Agency is responsible for encouraging nation-wide mental health. It operates numerous programs to assist persons suffering from mental illness. The MHSA also operates the State Counseling Office, a psychiatric support center which provides free emergency care. Efransa also does not have any mental asylums, but instead offer psychiatric support to everyone.

National Disease and Substance Control Centers

The National Disease and Substance Control Centers’ functions are divided into the Disease Control and Prevention Agency (DCPA), and the Substance Control Service (SCS). The DCPA serves as a comparable entity to the CDC in the United States, overseeing the prevention of epidemics and the control of those that develop (such as the current COVID-19 Pandemic). The SCS manages the treatment of poisonings, as well as overseeing alcohol and drug regulations.

State Institutes of Medicine

The State Institutes of Medicine oversee the promotion of research into the treatment of some of the most deadly diseases, including Glioblastoma Multiformes. The SIsM are divided into Neurological, Cardiothoracic, Reproductive, and Orthopedic Health Institutes, among others. The Chief of Staff is required to be a licensed Physician, of which Efransa currently has none.

Welfare and Social Services Agency

The Welfare and Social Services Agency (WSSA) is led by the Head of Welfare and Social Services. The WSSA has 5 Divisions: Financial Welfare, Social Welfare, Family and Child Services, and Social Security.

Financial Welfare Division

The Financial Welfare Division ensures Efrasachinds can afford basic necessities, such as food, clothing, and shelter, by offering payments to those who require them, and stimulus checks in times of national need. The FWD is also inactive do to the GDP of Efransa at effectively 0 Frasetas (0 Dollars).

Social Welfare Division

The Social Welfare Division ensures Efrasachinds have accesses to adequate necessities, health care, education, and ensuring the right to leisure. The SWD enforces regulations on health care and education, as well as food and clothing standards. The SWD is often considered an umbrella agency for its large array of functions.

Child and Family Services

Child and Family Services of Efransa protects children (and parents) from abuse or neglect by their parent (or partner). CFS also oversees the State Foster Care System. Once more, CFS has no families to protect, as no children are born-Efrasachinds, and there are no marriages recognized by Efransa.

Social Security Division

The Social Security Division manages the state retirement fund by deducting certain income percentages for retirees to acquire at later ages. It is largely modeled after the American system, but with major improvements, in the words of King Ethan.

General Directorate of Labor and Workers

The General Directorate of Labor and Workers oversees labor standards enforcement and protecting worker’s fundamental rights through its operating divisions. The LSA, WPO, and UWB often work closely together.

Labor Standards Agency

The Labor Standards Agency ensures that workplaces meet basic sanitary, environmental, and operational standards to keep their workers out of harms way. The LSA also ensures that labor is compensated fairly.

Workers Protection Office

The Workers Protection Office enforces the 8-hour work day mandate (excluding physicians and nurses), the right against forced or uncompensated labor, and the right to collective bargaining, along with the UWB.

United Workers Board

The United Workers Board is responsible for managing worker’s rights and trade unions. The General Director of Labor and Workers is the head of the Board. There are four members of the UWB.

The UWB is divided into three collar committees: Blue Collar, White Collar, and Grey Collar. Each consists of representatives from different industries under the umbrella of that collar. Each Committee elects a Chair, who is the representative on the UWB. The fourth member of the UWB is a civil servant chosen by the Cabinet.

Commission of Education

The Commission of Education is the governing body of the Efrasachin Education System. The Regent of Education is in charge of all education, and chairs the Commission. The Commission oversees both the Central Schools System and the National College.

The Commission consists of the Regent, the Provost of the College, the Principal of the CSS, the Chairman of the National Licensing University, the King, and a member elected by the people every fourth month. The Presidents of the Student and Teacher’s Federations are also non-voting members.

Youth Council

The Youth Council serves as a forum for Efrasachin youth. The Youth Council is overseen by the Counselor for Youth Affairs. The Council consists of youth elected by the youth every four months, between regular adult elections. According to the King, it is illegal to deny any youth their vote.

===Cultural Preservation Office

The Cultural Preservation Office (CPO) is responsible for the preservation of Efrasachin culture. The CPO is traditionally administered by the King, as Chief of the CPO and Chaufillod du Nacion.

The CPO’s Division of Language (CPO-DoL)is responsible for the creation of the Efrasachin language, and the teaching of it in schools. The King is also currently Head of the (CPO-DoL). The Court of Arms, a division of the Royal Court Office, is co-operative with the CPO.

Equality Department

The Equality Departments was established to ensure article II section (1), which ensures equality to all Efrasachinds. The Chief Equality Officer oversees the Department.

Tourism Agency

The Tourism Agency (branded as Tourism Efransa) advertises and promotes travel into and within Efransa. It is dissolved temporarily because of the Coronavirus, but is otherwise inactive as well.
