The Monarchy of Winterspell, is the constitutional form of government by which a hereditary sovereign serves as head of state in Winterspell. The first and only monarch is King Petrus I who ascended the throne at its creation on 10 December 2017.
History
The Winterspell monarchy began on 10 December 2017 when Lord Pierce was declared king following a pseudo-election for the title. Initially, the monarch ruled with absolute authority and could appoint princes to serve administrative and executive positions in their court. The new king appointed the four other lords (Aidan, Hunter, Jackson, and Quinn) as princes continuing the oligarchic rule of Winterspell's genesis. In September 2018, Prince Jackson held a summit at Château-Andreas to write a constitution which officially defined the monarchy's role for the first time[1]. On 2 October 2018, the king and princes came together to form the first parliament in the kingdom. This parliament served as a formality to better organize legislative discussion but membership was limited to only the royalty.
Absolute rule continued until 15 January 2019 when the first elected parliament took office. The king and princes continued to serve as members of parliament until the passage of the Edit of Act 8[2] which removed the king from the body. The monarchy then took on a facilitation role over parliament managing and recording parliamentary discussion and voting. The king briefly served as a member of parliament again in the winter of 2019-2020 as a member of the Lord's Room; the upper house in the short-lived bicameral system.
On 1 May 2019, Prince Hunter was declared the Dauphin and heir to the Winterspellian throne. He remained as the Dauphin until the passage of the June Concordat[3] in 2020 which dictated that the royal succession be strictly hereditary. While the king's sister Olivia became heir presumptive, Hunter was named Grand Duke of Winterspell. The Grand Duke serves as the hereditary designated regent to the monarch should they be unable to perform their duties.
In December 2021, the king held a second constitutional convention during which an entirely new constitution was drafted. The new document explicitly granted the monarch "all executive powers of state" and total authority over all noble titles in the kingdom[4].
Powers and Duties
The Winterspell Constitution broadly states that the monarch shall be granted all executive powers of state. In practice, the monarch conducts diplomacy with foreign nations, nominates individuals to serve at the head of all government departments, and signs legislation passed by parliament into law. The monarch can also make royal decrees which circumvent the legislative process. Additionally, the monarch has absolute authority over granting, revoking, and the modification of noble titles.
