The National Assembly, officially the National Assembly of Roscamistan, was the national bicameral legislature in the Republic of Roscamistan from 2 February 2022 to 26 June 2023, and the sole national body with the constitutional power to legislate for Roscamistan. It also had the power to give devolution to the provinces or regions, and also can annex territory into Roscamistan by passing laws annexing land.

The National Assembly was made up of 25 members, of 9 senators and 16 representatives. The Senate and Chamber of Representatives were presided over by their respective Presidents.

History

On 2 February 2022, the Reichstag and its houses were abolished by Thomas Jacobs. In place of this, Jacobs created a new bicameral legislature. He created the National Assembly, made up of the appointed Senate and the elected Chamber of Representatives. The Vice President of Roscamistan was designated as Senate President, while the Chamber was allowed to elect its own President to preside over it.

In late June 2022, a bill was passed, making the Senate an elected entity, and made it the body of delegates for the different classifications of provinces.

In June 2023, the Reform Commission, chaired by Peter Julius, proposed amendments to the constitution which would dissolve the National Assembly in favour of a unicameral Congress. These amendments passed in late June 2023.

Composition

Senate

The Senate functioned as the upper house of the National Assembly, and was considered equal in footing, with exception to numbers. Its members, titled Senator, were elected by single transferable vote in multi member constituencies every six months. The Senate was also the territorial house, representing the classifications of provinces.

Chamber of Representatives

The Chamber of Representatives functioned as the lower and primary house of the National Assembly. The Chamber was made up of 16 members, titled Representative, who were elected on closed party lists proportional representation. The Chamber’s members were drawn from the people who placed at the higher spots on a party list depending on how much a party got. For parties to send members, they needed to reach a legal threshold of 5%.

Terms

The Senate and the Chamber of Representatives’ terms were 6 months and 3 months respectively, with the latter house being able to dissolve for early elections at least three weeks after the last Chamber election. The Senate was not subject to dissolution, and a term of Senate could not last longer than 6 months.
