The Nollandish Confederacy was a community of sovereign states and entities united under the auspices of the Tsardom of Nolland to "promote and maintain peace, human rights and a rule of law amongst micronations." The Nollandish Confederacy was originally founded by Nolland and Mancunia, who are considered the Confederacy's "founding members." The Confederacy greatly overhauled its structure in July 2015, instituting a new Charter and creating an elected Confederal Parliament.

The Confederacy's final election was held in August 2015. The final logo was designed by Anthony R. Clark.

The Confederacy has since ceased to operate.

Structure

The Parliament of the Nollandish Confederacy was the supreme legislative body of the Confederacy, promoting peace and mutual development between member and non-member states. It was constituted of—depending on the number of citizens—between one and three delegates for each micronation, elected annually in the months of August and February in their respective micronation. Every member state was guaranteed at least one seat in Parliament; if a member nation had a population of ten or of more than ten but not more than fourteen, it was represented by up to two Members of the Confederal Parliament (MCPs); if the member nation had a population in excess of fifteen, it was represented by up to three MCPs. An MCP could not represent a micronation while representing another. The Parliament intended to meet at least every fortnight.

The Confederal Parliament also elected a Secretary General, who was responsible for the administration and coordination of the Confederacy. The Secretary General was to achieve this by working alongside the members of the Confederacy and the Head of the Confederacy to promote and develop the aims and principles of the Nollandish Confederacy. He was meant to serve as an intermediary between members states and their respective governments.

The leader of the largest party of electoral grouping in the Confederal Parliament could request a vote which determined if he had the confidence of the majority of the Parliament. If he could command the majority of Parliament, he becomes the Secretary General. If he is not able to, a vote is held for each leader of the next largest party or electoral grouping in turn. If no leader is able to command a majority, the Tsar of Nolland mediates "between the various groups in order to find a suitable candidate able to command a majority", according to the Confederal charter.

The Secretary General appoints a Supreme Justice of the Confederacy to interpret the charter and mediate should any legal conflicts arise between member states or between individual office holders within the Confederacy's administration. The Supreme Justice further effects the enforcement of the charter and of motions of the Parliament, as well as the investigation of entities or persons accused of deliberately violating the provisions of the Confederacy's charter or motions. When such an investigation is concluded, the Supreme Justice recommends a course of action to the Parliament which it is beholden to his suggestion.
