Sir Owain Ieuan Davies KM MSc is a former Minister of Finance of the Empire of Adammia and a former Delegate of the Colonies. He sat as an independent member of the Ruling Council during VI Legislature. He is currently retired as a micronational politician.

Owain Davies is a mathematics graduate of the University of Birmingham.
Micronational career
Davies met Adam I, Emperor of Adammia and Sir Alex Helliker after becoming housemates with them in September 2017. He became a citizen of Adammia after the property was claimed as Serkatia. In November 2017, Davies was elected as Delegate of the Colonies, and he was appointed as Minister of Finance on 3 December 2017.
Davies was something of a maverick finance minister, known for abstaining on the 2017-18 Budget which was nominally his own (although it had been drafted by consensus of the whole Council). Indeed, he arguably inherited the legacy of Lord Sir Christopher Hall, Duke of Myway, by frequently being the only Council member to vote against or abstain on a bill. Davies' Budget was relatively conservative, with much reduced public spending compared to the previous financial year, in order to ensure a stable cash flow in the aftermath of the government's relocation from Tytannia to Serkatia. However, over the rest of his term, Davies would preside over flatlining government revenue; the Liberal Party drafted a Public Finance Act in June 2018 in an attempt to remedy this without consulting him, which he subsequently voted against. The bill passed anyway, but its practical benefits (the Sovereign Grant) would only become available to the subsequent government. Davies emigrated from Serkatia back to the UK in July 2018.
Curiously, despite presiding over a second consecutive year of budget deficit and economic recession, Davies emerged relatively unscathed from the criticism which brought down the Helliker government, and was not named in any of the Storm Party propaganda in the run-up to the 2018 election. Although he did not join the new Liberal-Moderate Party and remained independent, he did publicly support Helliker in his attempt at re-election.
Following a change of government in October 2018, Davies was succeeded as finance minister by Lord Saunders. He remained as Delegate of the Colonies until a by-election was called for 1 February 2019. Davies did not stand for re-election, and Colonel Sam Boardman was elected unopposed to replace him. Since then he has held no role in Adammia besides his knighthood.
