History

The Legislature was originally a council-type Senate, composed of 4 democratically-elected Senators and 2 Generals appointed by the President upon his discretion. The Senate mainly served as an advisory body to the President in terms of general planning and logistics, but had grown to be quite useless and the members had grown uninterested by the project. It was briefly abolished by the time of the Socialist Imperial Renderfeit Republic to give way for a one-man administration to the State, but was reinstated by the time of the People's Democratic Republic of Renderfeit until March 2020 during the People's Republic of Renderfeit.

By the time of the 2020 December Constitution, it was succeeded by the National Assembly as de jure legislature, albeit most legislative activity and authority was vested in the Supreme Council which is composed of the Lakans (local monarchs) of the State. Of all legislatures, the Supreme Council was viewed to be the most effective as only two people out of the three did most of the work[1].

The current constitution, the 2021 Constitution of Renderfeit, originally provided for a bicameral Parliament of Renderfeit with both the Senate and the National Assembly assembled. Provided that the State has not enough manpower to constitute such, the Interim Batasang Pambansa, through National Act no. 3, instituted the current Batasang Pambansa of Renderfeit.

Composition

According to Section 5 of the Batasang Pambansa Act of 2022[2], the Batasang Pambansa shall compose of not more than 10 members, unless otherwise provided by law, elected in a national election through closed list proportional representation. In contrary to most parliamentary systems which use first-past-the-post, Rey Jr. Mancio, Prime Minister at the time of the enactment of the said law, stated in Parliament that "this is to encourage party coordination in Parliament".

Speaker of the Batasang Pambansa

The Speaker of the Batasang Pambansa is the presiding officer of the Batasang Pambansa. According to Section 11(a) of the Batasang Pambansa Act of 2022[2] elected by its members from among them, or from among the population of Renderfeit not being appointed to any ministerial office; the Interim Speaker, Varuna Sriraya, was originally appointed as Minister for Public Safety but forfeited his office to give way for his election as Speaker.

However, as the Lakan of Coppacia was the only one who can be trusted with the Lakanate of Pulchra, he was assigned as Lakan of Pulchra in immediate effect, paving the way for easier federal legislative action.
