The president of the Parliament of Arlandica (Cebuano: Presidente sa Parliamento sa Arlandika) is the presiding officer and the highest-ranking official of the Parliament of the Kingdom of Arlandica.

The President is elected by the members of the Parliament, who will serve as their head, through a majority vote. They have a one-year term in service and may be re-elected. The President presides over the sessions and meetings of Parliament.

History

The President of the Parliament is the successor to the role of the Prime Minister of Arlandica. The position of the Prime Minister was established since Arlandica's establishment and served an important role in assisting the duties of the head of state. Over time, three individuals have held the position of Prime Minister: Jeanne (from April 2020 to December 2020), Stephen Gonzales (from December 2020 to March 2021), and Benz Gian Arellano (from December 2022 to July 2023).

However, the office of the Prime Minister was eventually abolished as the responsibilities of the head of government were transferred to the monarch of Arlandica. Subsequently, the role of the Prime Minister was succeeded by the President of the Parliament. The last Prime Minister, Benz Gian Arellano, was elected as the President of the Parliament for the 1st legislative session.

Election

The election of the President of the Parliament takes place following the opening of the legislative session. Any member of Parliament is eligible to be nominated for the position. The President of the Parliament serves a one-year term and may be re-elected, and they preside over the sessions and meetings of Parliament.

The election process is conducted in a transparent and fair manner, ensuring equal opportunity for all members of Parliament to participate. The candidate who receives a majority vote from all its respective members is declared the President of the Parliament. In the event that no candidate obtains a majority vote in the first round, subsequent rounds of voting are conducted until a candidate with the highest number of votes is declared as the President of the Parliament.

Immediately following the election, the President assumes their role and presides over parliamentary sessions, upholding order and facilitating the efficient functioning of the Parliament. With their leadership, the Parliament can fulfill its role in making informed decisions, passing legislation, and representing the interests of the people.

The President of the Parliament may be removed from office through a vote of no confidence by a specified majority of the members of Parliament or by dissolution.

Powers and duties

The President has the authority to interpret and apply parliamentary rules, settle disputes arising during meetings, and maintain decorum within the Parliament. Moreover, they represent the Parliament in official capacities, both domestically and internationally, and act as the spokesperson when required.

Collaborating with the monarch, the President works towards effective governance, upholding the principles of democracy, and safeguarding the rights and welfare of the citizens.

It is the duty of the President to uphold the integrity, independence, and impartiality of the Parliament, ensuring its role as the highest decision-making body of the kingdom remains secure. As the principal advisor to the monarch, the President provides vital guidance, counsel, and recommendations on matters affecting the nation's well-being and constitutional principles. Additionally, the President holds the authority to propose Acts of Parliament, subject to a vote among its members before presenting to the monarch for approval.

Role in Judiciary

In cases where the Monarch's actions are deemed unconstitutional, the President of the Parliament assumes the authority to review and evaluate such actions, providing a necessary check on the exercise of executive powers.
