The Prime Minister of Cania is the head of government of the Kingdom of Cania. The prime minister advises the sovereign on the exercise of much of their powers, chairs the council of ministers and nominates its ministers.

History

The prime ministry is the oldest non-royal office in Cania. It was established on 21 February 2023.

Constitutional Role

The prime minister is the head of government. As a result they lead the council of ministers. They also typically command the political party they belong to, and the house of parliament they sit in. The incumbent wields both significant legislative and executive powers due to a lack of separation of powers in the Canian system.

The prime minister guides the law-making process with the goal of enacting the legislative agenda of their political party. In an executive capacity, the prime minister nominates (and may dismiss) all other ministers, and co-ordinates the policies and activities of all government departments, and the staff of the Civil Service. The prime minister also acts as the public "face" and "voice" of His Majesty's Government, both at home and abroad.

The prime minister can also nominate Church of Cania ministers to be appointed as Bishops or Archbishops and nominate people for honours and peerages.

Appointment

Like other ministers in their cabinet, the prime minister is appointed by the Monarch of Cania. As they serve at the monarch's pleasure it is important they command their confidence, as well as the confidence of the house of parliament they sit in and are typically nominated by parliament.

Prime Minister's Office

The Office of the Prime Minister helps the prime minister to establish and deliver the government's overall strategy and policy priorities, to communicate the government's policies to Parliament, and public audiences. The office is formally part of the cabinet.

Precedence, Privileges and Forms of Address

Upon appointment to office the prime minister, officeholders typically state something such as "His Majesty the King [Her Majesty the Queen] has asked me to form a government. I have accepted."

The prime minister is customarily a member of the Privy Council and thus entitled to the style "The Right Honourable". The prime minister is also informally addressed as "Mr/Madam Prime Minister" and diplomatically as "His/Her Excellency".
