The Prime Minister of Mervustan (Irish: Taoisheach na Mervustan, literally Chief of Mervustan), officially the Prime Minister of the Province of Mervustan was the head of government of Mervustan from its establishment on 27 April 2021 until its abolition by referendum on 2 May 2022. The premiership was established when the Province of Mervustan was created from the merger of the Province of Mervue and the Colonies of Renmore, Ballybane, Briarhill and Terryland. The Prime Minister was subordinate to the Governor of Mervustan, the representative of the Central Government and de facto head of state of the province.

Whilst in office, the Prime Minister exercised the executive power on behalf of the Governor, who was merely an unbiased overseer of the parliamentary government.

History

Establishment

The first Prime Minister (always referred as the Premier then) was James Irwin, close friend of Thomas Jacobs and others. He was the most influential politician of his time behind Jacobs, and when the 17thMayCoup occurred from 17 May to 18 May 2021, James Irwin, the coup's leader, became the second President of Roscamistan along with his position as Prime Minister of Mervustan. Over time, he became frustrated and tired, and resigned from both positions on 23 June 2021. Thomas Jacobs became the third President, but left the premiership of Mervustan vacant.

Abolition and Evan Irwin Premiership

From 26 June to 28 June 2021, the Province of Mervustan and its premiership were abolished, replaced by the directly ruled Mervue-Renmore. That entity was soon abolished, and the Mervustan Province and Premiership were reconstituted when Evan Irwin became the second Prime Minister of Mervustan, a position he held from 28 June 2021 to 3 November 2021. He is, as of May 2022, the longest serving Prime Minister in Mervustan’s history, and the first to be under the Governor of Mervustan.

Moore Premiership

Evan Irwin was declared incapacitated by Thomas Jacobs, President of Roscamistan over his inactivity. David Moore, his deputy, was named third and acting Prime Minister of Mervustan on 3 November 2021 and became full premier on 18 November 2021. Dean Merritt, one of the old guard (I.e political leaders from the First Jacobs Presidency), was made Deputy Prime Minister and Minister of Home Affairs.

Merritt Premiership and vacancy

On 4 December 2021, Dean Merritt became the fourth Prime Minister, along with his national position of Minister of Finance. After his health deteriorated, he resigned on Christmas Eve 2021, leaving the premiership vacant once again, from 24 December 2021 to 7 January 2022.

Flannery Premiership

On 7 January 2022, Doros Patusky, Governor of Mervustan and Vice President in the National Cabinet, was appointed the fifth Prime Minister on an interim basis to keep the running of Mervustan running smoothly. He is the first of the new guard (I.e politicians of the Second Jacobs Presidency) to hold the position. (he was previously offered the position when he joined Roscami politics on 23 August 2021, but he rejected it, believing himself not ready at the time. Evan Irwin was kept as Prime Minister until 3 November 2021).

May referendum

On 2 May 2022, after the passing of the provincial referendum in favour of presidential democracy, the position of Prime Minister and deputy dissolved into the Governor and Lieutenant Governor respectively, beginning the trend of a strong governorship in the provinces, spreading to Greater Roscam, Connemara and Galway City.

Powers

The powers of the prime minister included but were not limited to:

  • Nominating provincial ministers to the provincial departments and appointed by the Governor of Mervustan.
  • Dissolve the legislative assembly with approval of the Governor of Mervustan and the President of Roscamistan.
  • Call a state of emergency when necessary.
  • Sack and appoint junior ministers.
  • Advise the President on appointing a Governor.
  • Create and abolish provincial departments.

Deputy

A position of a deputy to the Prime Minister was proposed during the establishment of the Mervustan devolved government, and was created as the Deputy Prime Minister of Mervustan, with David Moore as the first Deputy Prime Minister to both the Irwin Brothers. He became Prime Minister of Mervustan on 3 November 2021, and he was succeeded in the deputy position by Dean Merritt, who after 4 December 2021 became prime minister, leaving the deputy position vacant, until 7 March 2022 when Wojieck Nowak became the Deputy Prime Minister.
