The Prime Minister of Wellmoore is the head of government of the Kingdom of Wellmoore. The Prime Minister sits also as the head of the House of Ministers and chair of the cabinet and selects its ministers, and advises the sovereign on the exercise of much of their royal powers.
The Prime Minister is conventionally the leader of the political party or coalition of parties that holds the largest number of seats in the House of Ministers after an election.
The position of Prime Minister was established on 14 March 2020 along with HM's Government and the passing of the Wellmoorean Constitution.
The Prime Minister is appointed by the monarch. The monarch may also dismiss the Prime Minister. However, the prime minister is typically the leader of the largest party or coalition in the House of Ministers after a general election, or the individual who commands the most confidence in parliament.
By convention, the Prime Minister is also an elected member of parliament and is normally the leader of the political party that commands a majority in the House of Ministers.
There is no right to automatic succession to the premiership. However, it is generally considered by those with an interest in the matter that in the event of the death of the Prime Minister, it would be appropriate to appoint an Interim Prime Minister.
The tenure of a prime minister comes to an end by offering a resignation to the monarch. This happens usually after their party had suffered a defeat in a general election following which they no longer command the confidence of the House of Ministers. It can also happen mid-term, if they are forced to resign for political reasons, or choose to do so under various circumstances including ill-health. If the Prime Minister resigns mid-term, and their party has a majority in the House of Ministers, the party selects a new leader according to its rules, and this new leader is invited by the monarch to become the new Prime Minister. The outgoing Prime Minister is likely to remain in post until the new leader has been chosen by the party. After resigning, the outgoing Prime Minister remains a Member of Parliament. An outgoing Prime Minister can ask the monarch to bestow honours on any number of people of their choosing, known as the Prime Minister's Resignation Honours. No incumbent Prime Minister has ever lost their own seat at a general election.
Authority, powers and constraints
The Prime Minister is the head of HM's Government of Wellmoore. As such, the modern Prime Minister leads the Cabinet. In addition, the Prime Minister leads a major political party and generally commands a majority in the House of Ministers (the lower chamber of the Wellmoorean Parliament). In the House of Ministers, the Prime Minister guides the law-making process with the goal of enacting the legislative agenda of their political party. In an executive capacity, the Prime Minister appoints (and may dismiss) all other Cabinet Members and Ministers. The Prime Minister also acts as the public "face" and "voice" of His Majesty's Government , both at home and abroad.
Precedence, privileges and forms of address
By tradition, before a new Prime Minister can occupy the post, they are required to announce to the country and the world that they have "kissed hands" with the reigning monarch, and have thus become Prime Minister. This is usually done by saying words to the effect of:
His Majesty the King [Her Majesty the Queen] has asked me to form a government with my party and I have accepted.
All prime ministers are given the prefix of "The Right Honourable", abbreviated as The Rt. Hon., as the Prime Minister becomes a member of the Privy Council upon election. The prime minister's length of service in the Privy Council lasts the length of their term(s) in office.
Deputy Prime Minister
The position of the Deputy Prime Minister is a cabinet position in Wellmoore formally created on 14 March 2020. The deputy prime minister serves as the deputy to the Prime Minister and is appointed by the prime minister. The deputy prime minister is usually the leader of the party with the smaller number of seats in a coalition while the leader of the party with most seats serves as the prime minister.
Similar to the Prime Minister, the Deputy Prime Minister is also addressed as "The Right Honourable" which is granted to them by virtue of their membership in the Privy Council. As of today, no deputy prime minister has been appointed.
Office of the Prime Minister
The Prime Minister's Office is a government agency and department in the Government of Wellmoore which is responsible to establish and deliver the government's overall strategy and policy priorities, and to communicate the government's policies to Parliament, the public and international audiences. It is staffed by a mix of civil servants and special advisers.
The Office of the Prime Minister is formally part of the Cabinet Office.
