The Republic of Nemkhavia, or Nemkhavia (Nemkhav: Pobhlac Nemkhavhija, ga: Poblacht Nemcabha), as it is better known, is a micronation located in northwest Europe. It is based in the homeland of the Nemkhav people, on the Island of Ireland. The Republic is the inheritor of the legacy of the Nemkhav States, and was established on the 13 of March, 2009, when the Nemkhav people left the Socialist Union of Nemkhavia and Pristinia. It is a Parliamentary Republic, with a President as Head of State and a Prime Minister as the Head of Government. It is ruled by the Nemkhav People's Party, one of the oldest political institutions in the nation. It's Capital is Astor Impora.

History

Empire of Nemarkia/Nemkhavia

The nation of Nemkhavia was founded on July 31, 2009, by Mark Meehan. It was established as an Imperial Republic on the orders of the Nemkhav Council of Settlement, with an elected Empress as its head. In the weeks after its founding, newly elected Premier Meehan sought diplomatic relations with other states. At this time, Nemkhavia met its greatest friend, the Slinky Empyre. Its leader, Kyng Fyrst, and the Premier worked to bring the two nations together. On August 18, 2009, the Empyre established the Eastvale Department in Nemkhavia, with Meehan as its Vyceroy (leader). The Constitution of othe Republic was enacted on August 22.

Nemkhav Federation

On the 28th of August 2009, the Imperial Senate voted to accept the Nemkhav Federation Bill 2009, which established the second incarnation of Nemkhavia, the Nemkhav Federation. Nemkhavia celebrated its first full month as a nation on August 31, the occasion being marked by the Premier in his well-received August 31st Speech, in which he encouraged Nemkhavs to face the future united.

Operation Lantern

On the 1st of November 2009, the Nemkhav Defence Forces announced the successful completion of Operation Lantern. The Operation had been put in place to defend the Federation and its people from outside incursions during Halloween.

Kingdom of Nemkhavia

On the 27th of November 2009, the Federal Senate voted to dissolve itself to allow for the creation of a Kingdom of Nemkhavia. Since the line of Kings of Nemkhavia is long lost to the annals of time, the Senate voted Premier Mark Meehan into the position.

The Dark Months

The Dark Months is the name which has become known to the people of Nemkhavia for the months of November and December 2009. During this time, much change and upheaval took place. The transition from Federation to Monarchy, though it was decided by the people, had far reaching consequences. Mark Meehan, thrust into the position of King, found himself with the fate of his people in his hands once again. It was clear that a strong, clear decision had been made. The future of the nation had to be decided once and for all. The King brought about a ballot, the Vote on the Nemkhav Nation 2009 in order to get the people's final decision on the issue of Government,

The Christmas Revolution

The Christmas Revolution took place on the 14th December 2009, when the people of the nation voted to create the Socialist Federal Republic. Nemkhavia had gone through a turbulent period, which was later discovered to be a plot by conservatives to overthrow the Government. A new political force came to the fore after the vote to end the monarchy, made up of the old Nemkhav People's Party and other small groups of a socialist. These groups decided to come together to form the League of Communists of Nemkhavia.

The Conservative Plot and the Trial of the Traitor

On December 20, 2009, the trial began of the leading Scholar implicated in the plot to overthrow the Government. The plot had been masterminded by one of Meehan's former allies, Corin Sterask. Sterask, who had been the Master of the Library of Nemkhavia had planned to overthrow the Government and establish a dictatorship. He had stirred interest in Monarchy by spreading information to the people indicating that it would be the best course of action for the nation to take, given the situation it was in. The people voted in their numbers, and the then Premier agreed. The final part of the plan was to paint Meehan as a dictator himself, and have Sterask himself offer to topple the monarchy in the name of the people. With the sweeping powers he could have achieved had these lies caused a revolt, he would have proclaimed himself overall leader and banish the opposition. Meehan and his associates were on a list of people to be ejected from Nemkhavia.

When the trial took place, Sterask offered no defence and was quickly found guilty of Treason and Terrorism versus the State. He was found guilty and expelled from Nemkhavia, denied the right to call himself a Nemkhav forever. As he left, Colonel Ben Pzacman, Minister of Defence and Justice, turned his back on Sterask in a symbolic show of disgust. Many joined him in this act, including the other MFA's and the President himself.

The Rebirth of Stability

With the traitor expelled and the question of the nation resolved, Nemkhavia entered a new period of stability. Since November, the nation had been unable to focus outwards on international relations as it may have wished, because of the tension and uncertainty within it's own borders. Since the SFR Nemkhavia was created, relations have been founded with new nations, at a pace unheard of since the early growth of the nation in August. Mark Meehan's popularity rating has soared and the LCN's place in the nation has been cemented. The Nemkhav people look to the new year with high hopes.

The People Speak

On the 14th of January 2010, the people went to vote in the January 2010 Nemkhav General Election. It was the first election in the history of the nation to be contested by two political parties, namely the League of Communists of Nemkhavia and the Green Party of Nemkhavia. The League had been the only political force in the nation, not due to a law asserting that fact, but because there simply had been no organised opposition, only Independents. The Greens gained seats in the provincial areas, while the League kept it's powerbase in Greater Nemkhavia. After this election, the Government was finally complete. Sir Mark Meehan had led the people to an election and his party to large success.

Nemkhavia in the SUNP

On January 31, 2010, Nemkhavia entered into Union with the nation of Pristinia, forming the Socialist Union of Nemkhavia and Pristinia. Nemkhavia enjoyed equal status in the Union, with Sir Mark as General Secretary of State of the Union. The SUNP weathered many storms, becoming a well known voice in the community and the Organisation of Active Micronations. As part of the League of Liberal Leftists, Nemkhav politicians held a strong voice.

The New Republic

On the 13th of March, 2010, the Nemkhav people left the SUNP, in protest to the rise of the new Authoritarian Communist Party. Sir Mark Meehan and the other Nemkhav leaders saw this as contrary to the interests of the Nemkhav people, and so withdrew from the Union, to form the current Republic.

Geography

The Republic is based on the Island of Ireland, and so shares it's temperate climate. There are areas of grassland, which blend into urban areas seamlessly. In the area of Greater Nemkhavia (all the territory near the city of Dublin), there are mostly areas of plains and hills, with Silver Fox Plain being a prime example. The territory extends into the mountains nearby, with forests and grassy hillsides covering the slopes of Mount Khaterina.

In the far north, near the border with Northern Ireland, the Province of Cooley is made up of grassland and the Macjevicska National Park. The fast flowing Clearwater river marks the border with the Republic of Ireland.

Government

As stated above, the Republic of Nemkhavia is a Parliamentary Republic. In a departure from the earlier Federal structure of previous Nemkhav States, the Republic is Government centrally from Astor Impora, instead of devolving power to local Federal Governments as had been done before. Within the Parliament is the Executive Council, which is tasked with running the country. Heading this Council is the Prime Minister, currently Sir Mark Meehan.

The President of the Republic of Nemkhavia

The President of Nemkhavia is the Head of State of the Republic, vested with representative powers. The President is the highest office of state, and is seen as the head of the Nemkhav people. The President, while being essentially a figurehead position, is powerful in the sense that he/she often controls a massive amount of public opinion on many issues. He/she is generally a learned person, familiar with the history and culture of the Nemkhav people. He/she officially opens and closes Parliament, and is the person from whom Ministers receive their letters of office, and to whom they must send their request for retirement. The President must sign off on new laws, and can return them to Parliament twice. The current President of the Republic of Nemkhavia is Ms Jessica Nentjavacska.

The President has an advisory council to assist him/her in making decisions regarding use of his/her reserve powers. They are known officially as the State Council of the Republic, but are better known as the President's Five. The Council is made up of the Prime Minister, Deputy Prime Minister, Speaker of the House of Deputies, Chief Justice and the President of the Senate.

The Parliament of Nemkhavia

The Parliament of Nemkhavia is the most powerful organ of state, holding both legislative and executive powers and duties. It is made up of two houses, the House of Deputies and the Senate. Members of Parliament (MP)'s are elected in twice-yearly elections, directly by the people, while Senators are appointed by different means. The Senate of Nemkhavia The Senate is the upper house of Parliament, and is given the task of reviewing bills and advising the Government on different matters. It is usually made up of experts in certain fields, and it's members (Senators) are elected twice yearly. The House of Deputies of Nemkhavia

The Parliament is the lower house, and arguably the most powerful. It contains members directly elected by the people. It can draft, debate and pass legislation to the upper house, and is responsible for making the will of the people heard. Within the House of Deputies is the group of Ministers tasked with running the nation, known officially as the Executive Council. This council is made up of all Ministers and the Prime Minister.

The Executive Council of the Republic is name for the group of people whom are tasked with running the country day to day. It contains ministerial positions, and is headed by the Prime Minister. In a coalition Government, the ministerial posts are often shared between the parties in power. Currently, the only political party in Parliament is the NPP. The current Executive Council is composed as follows:

Demographics

Religion

No one religion is recognised as 'official' by the SFR's Constitution. All religions are treated equally, and each person living within the borders of Nemkhavia (citizen or otherwise) is guaranteed complete freedom to practise their religious beliefs as they wish to. Currently, the SFR's inhabitants are 100% Catholic Christian. It is estimated that one quarter of the population are practicing believers.

Language

There are three languages that are used in the day to day life of the Republic: Irish, English and Nemkhav. English is the common language of the area, and so is the first language of the Nemkahav people. Irish is on an equal footing, because Nemkhavs do not forget their Irish heritage. They feel themselves to be a people within a people. Finally, the lesser-known Nemkhav language is the least spoken but most observed language. It is a mixture of Irish and Slavic.

Culture

Nemkhav culture is vibrant and varied. Since emphasis is placed on togetherness, there many occasions during the year that brings the people together. Music plays a large role, as does the creation of art and literature. The Nemkhav language has also experienced a strong revival in recent times.

Music

Music is a very, very important part of life in Nemkhavia. From an early age, all Nemkhavs are encouraged to at least try some form of instrument. By their adult years, most Nemkhavs are proficient in one form of music or another. For example, the current Prime Minister, Sir Mark Meehan, is an accomplished Double-Bass player. String instruments are especially popular among Nemkhavs, most notably the violin and the viola. As traditional music relies heavily on these instruments, they are very popular. Drums are also very important, as a tribute back to the ancient heritage of the Nemkhav people.

Literature

Literature has become important in Nemkhavia only relatively recently. Most, if not all stories relating to the history and origins of Nemkhavia have been passed down by word of mouth for generations. Thus, recorded versions of stories are few and far between.

Cultural Events

There are many events that bring the people of Nemkhavia together. Since it is a predominantly Christian country (not officially), religious events for that religion are celebrated widely, eg: Christmas, Easter, etc. Beyond the world of religion, there are occasions such as the Summer and Winter Solstice that are a cause for celebration. On the day of the summer solstice, Nemkhavs gather in their gardens for long celebrations into the night. Ale is consumed in considerable quantities, stories are told and music played. This goes on until midnight, when a final toast is made to the night, led by the oldest male of the family. At the occasion of the Winter Solstice, a similar event occurs, albeit indoors. The only difference is that the midnight toast is led by the oldest female of the family. In this way, the Nemkhav people believe that the year is shared by the men, and the women in equal share.

Law

The Republic's Constitution guarantees its citizens their fundamental human rights, no matter what the case. The Court of Justice is the highest organ of the state when it comes to matters of the law. Civil Law is the legal system that is observed in Nemkhavia, with all laws being related back to the Constitution. The Judges are tasked with upholding the law, and interpreting the Constitution in each individual case, but they may not make law themselves. If a new law is to be introduced, the Government must first pass it by majority vote, then it is sent to the Court of Justice. The highest judge in the country, The Chief Justice (known as the High Justice unofficially), will then make a ruling on whether or not the new law is constitutional. If it is deemed to be acceptable, then it is sent to the President for his/her signature.

The Republic is divided into Provinces and Counties.

Bosja Province

Bosja Province is the largest province of Nemkhavia, and contains the most citizens. It has no official capital, but it's largest city is Cernograd.

Nemkhav-Skajacka Province

Nemkhav-Skajacka is the second largest province, and is centrally placed in Greater Nemkhavia. It is the oldest territory, and has been the scene of many events of note in Nemkhavia throughout its history. It is the home of the capital, Astor Impora.

Cooley Province

Cooley Province is in the far north of the Island of Ireland, and is home to the Macjevicska National Park. It is site of historical note for the Nemkhav people, as it is said to be the home of Nemkhavia's earliest explorer, Sjamus the Brave. It's largest town is Davor Glasja

Foreign relations

The Republic holds a steadfast place in the MicroWiki community, and has done for most of it's life. It maintains a close relationship with it's friends and allies, in particular with the various incarnations of the nation known as Pristinia. The ethos of the Nemkhav people is to avoid conflict where possible, so it is very rare for Nemkhavia to enter into any kind of military alliance. It almost always takes a neutral stance in intermicronational issues, unless a massive majority of public opinion is for one end of a conflict, or another.
