Novopartia (Russian: Новопартия, Novopartian: Novoparte), officially the Republic of Novopartia (Russian: Республика Новопартия, Novopartian: Ev Regomad per Novoparte), is a non-territorial micronation. Its government, instead of controlling territory, controls contract-based jurisdiction entities. It was preceded by the Democratic Republic of Novopartia, which fell on 19 May 2019. Novopartian Independence Manifesto was signed by the founding fathers on 20 May 2019 to establish peace and development of novopartians. Provisional Government, which currently controls the state, was announced when the founding fathers signed the Additional Regulation N1 on 21 May 2019. In June 2019 Novopartia underwent major changes in the structure of the government, revealing the Provisional Dictatorship in its Additional Regulation N2. Currently it is not signed by the founding fathers, so the dictatorship is only de-facto.

The Republic of Novopartia is governed by the Provisional Dictator, the Provisional Government and the Regulational Institutions. The Provisional Dictator can pass laws without agreement on them with the Provisional Government, if they do not contradict with the Regulations present in the Independence Manifesto or with directives given by the Regulational Institutions. The Provisional Government is divided into three branches of power: judicial, represented by the Supreme Court; executive, represented by the Secretariat of Internal Affairs and the Secretariat of Diplomatic Affairs; and legislative, represented by the General Senate. Regulational Institutions are a group of institutions, independent from the Provisional Government and the Provisional Dictator. The duty of these institutions is to protect the citizens from violations of Regulations present in the Independence Manifesto. In some cases, they issue directives that either allow or deny actions of the Provisional Dictator or the Provisional Government. At present there are three of the Regulational Institutions: Regulational Court is the judicial, Regulational Police is the executive and Institute of Regulations is the legislative one. Democracy is supported and fulfilled by the Electionary Committee, convened by the General Senate.

Currently, the Republic of Novopartia is only represented by its Diplomatic Mission to Crimea, its founding fathers being the only ambassadors. It has no relations with other micronations and nations due to underdeveloped internal diplomatic mechanisms.

History

Ancestors

The Democratic Republic of Novopartia (abbreviated DRN), the mother-country and the direct ancestor of the Republic of Novopartia, existed during the period from its independence, which was gained on 16 April 2019, to its fall, the final moment of which is believed to be on 19 May 2019. DRN and the Republic of Novopartia have had many differences, excluding their name and their currency — its State Bank issued Novas (NPN) too. DRN had a rudimentary government: the Constitutional Assembly, representing the legislative and the executive branches of power; and the Greater Court, representing the judicial branch of power.

The Act of Independence of the Democratic Republic of Novopartia was signed on 16 April 2019 by two founding fathers of the DRN, Alexey Yurchenko and Vladislav Novochatsky. It contains five articles, that define the fundamental territorial pretentions, the structure of the government and the political arrangement of the newly established state.

After signing the Act of Independence, the founding fathers of the DRN designed and ratified another act — the Act of Territorial Claims. It defined the territory of the DRN as the desk L33-24 (meaning "twenty-fourth cabinet, third row, third desk from the left") in the Simferopol's school number 21, with the depth of the territory being 150 kilometers (about 93 miles) and the height being 5 (about 3 miles). Because there was no contact with the air traffic control — to regulate air traffic over the country — and no contact with the mining industry — to regulate mining deep in the ground ­— the applicable to regulations territory of the state was limited only to the desk, which was too small to even sit on top of it. This document froze development of the DRN, translating it into the state of stagnation and preparing it for its fall.

In the days of 10–19 May 2019, DRN slowly began to decompose. Its government stopped to function, citizenship was not available, a short monetary crisis occurred. On 19 May 2019 the Democratic Republic of Novopartia fell. It had only two citizens, them being the founding fathers of the DRN, and they were mostly inactive in the governmental affairs. These are believed to be two of the causes of the fall of the short-lived Democratic Republic of Novopartia.

Founding Fathers

During 19 and 20 May 2019, after the fall of the Democratic Republic of Novopartia, its founding fathers (Alexey Yurchenko and Vladislav Novochatsky) formed a core initiative group that designed a new country, the Republic of Novopartia. Later, other activists and patriots (them being Daniil Narivonchik, Gariy Darziev, and Alexey Rozhkov) joined them.

Independence

On the day of 20 May 2019, the core initiative group presented to all the novopartian independence activists and patriots the project of the Independence Manifesto. After a short discussion it was signed, announcing the novopartian nation in its preamble, declaring independence in its "Declaration of Independence" section (justifying it as an act of self-determination), and setting initial regulations. Expressing boundless patriotic will, all who signed the Independence Manifesto became the founding fathers of the new republic.

Ten regulations, present in the Independence Manifesto, are non-changeable and non-cancellable. They established social and governmental basis of the Republic of Novopartia, making libertarianism its political foundation. The latter two regulations created the system that can be used and that was later used to derive the government's structure.

Founding of the Provisional Government

The initial structure of the Provisional Government was established on 21 May 2019. On this day the founding fathers of the Republic of Novopartia signed the first Additional regulation (Additional regulation N1). During the time after the signing, though, the whole system evolved, announcing the Provisional Dictatorship and the Regulational Institutions, which were not present in the initial project. Currently, they only accompany the Provisional Government, functioning de-facto, not de-jure.
