Roscamistan, officially the Roscami Federation (Irish: Cónaidhm Roscaoin), is a self-proclaimed sovereign state, more commonly known as a micronation to external observers,[1] located in Ireland, specifically County Galway. It is a federal republic made up of 4 self-governing provinces. It was founded on the 18th of February 2021 by Thomas Jacobs and Culann Burke.

Roscamistan is a Catholic one-front republic, with the President of Roscamistan as head of state and government. The federal government has three branches, the executive, the legislature, and the judiciary. The nation is governed under its Supreme Constitution, which functions as the fundamental law of Roscamistan.

Roscamistan is the second-oldest and most prominent member of the Galway Micronational Sector. On the larger micronational stage, it is a member of the Tri-Alliance Pact and the International Catholic League.

Etymology

The name 'Roscamistan' comes from the housing estate in Galway known as Roscam, which gets its name from the Roscam Tower, a ruined religious site used by monks before the Protestant Reformation in Ireland in the sixteenth and seventeenth centuries.

The name was also picked as the name of the combined regions that Roscam is a part of. The Persian word Stan is a suffix that comes after the names of most Turkic nations, which means land of or land, making Roscamistan literally 'Roscam Land'. The demonym for people or things related to Roscamistan is 'Roscami' or 'Roscamistani'. Roscami is normally used by people internally, while Roscamistani used by those outside of it.

History

Independence

On the 18th of February 2021, Thomas Jacobs, then Supreme Commander of the Roscam Liberation Front declared the areas of Roscam, Dougiska and Oranmore[2] independent of Ireland as the Republic of Roscamistan, declaring himself the first President. He was joined later by his friend, Culann Burke, who became the first Vice President.

Post foundation

March to May

In mid-March, a flag was designed, based off the Irish flag with minor modifications. That same month all Irish students returned to schools after being in full lockdown since January, including Jacobs, who told many of his friends of the new state that had been founded while out of school. Many joined the expanding government of Roscamistan, including James Irwin, Dean Merritt, Kayden Conboy, David Moore and others.

On the 1st of April, the area of Mervue[3] was annexed as a partially autonomous province of Roscamistan, James Irwin as the first Premier of Mervue, and later the Premier of the newly created autonomous province of Mervustan. In this time, Jacobs's presidency was at its height, having many new members in Government up to that time, and it felt at the time that the golden era was going to last well after the school year would end.

May crisis

On the 14th of May, a proposal to abolish the republic in favour of a monarchy was nearly approved. Right as it was slated to be approved, a mass stealing of newly printed Rossos was launched. This led to Thomas Jacobs and his comrades abandoning the project.

On the 18th, with the issues of the days prior, Mervustani premier James Irwin and his allies launched a coup d’etat against President Jacobs. This culminated in Jacobs and his Vice President Culann Burke being overthrown. Irwin and Kayden Conboy took power as the President and Vice President respectively. Most supporters of the government before, including Tadhg O’Regan, lost their positions as Irwin consolidated his power over the government and military.

Irwin era

After the coup, Jacobs became a low minister working at the Ministry of Internal Polish Affairs, with Vice President Conboy assisted President Irwin tremendously through this time. Irwin also consolidated complete power over the military, now being Commander-in-Chief with the rank of Captain. Jacobs swore that he would overthrow the “tyrannical” James Irwin.

On the 8th of June, Jacobs talked President Irwin into believing his Vice President, Kayden Conboy was planning to overthrow his President. Jacobs was appointed Co-Vice President, serving with Conboy to prevent a Conboy Presidency happening in the state. Jacobs got the app TikTok in Mid June, using this to appear in support of Irwin, while at the same time disguise his intentions to overthrow him. The plan worked, with many people believing the propaganda was Pro-Irwin, not knowing of its underlying purpose.


Later in June, Jacobs planned for the overthrow of the President via invasion of Mervustan, planned for the 25th of June. Unbeknownst to Jacobs, Irwin was becoming bored with Roscamistan, and showed signs of quitting.

On the 23rd, at the 11th hour of the day, Irwin signed over the office of President to Jacobs. Immediately Jacobs sacked Kayden Conboy and reappointed Culann Burke. As school ended, the government went their separate ways as the summer holidays began.

First golden age

From June to August, nicknamed the "first golden age", Thomas Jacobs began to shake off the autocratic nature of the Irwin Presidency and make Roscamistan a respectful and influential nation. The first piece of progress made by Jacobs was in early July, when he advertised a message over his Snapchat story saying advertising positions[d]. Many people joined the government through this message, including Katherine Keadivich, Lily Diviney, Luke R., and Chris Waldron.

On the 23rd of August, Jacobs invited Doros Patusky to join his cabinet, with the title of Deputy Minister of Foreign Affairs. Patusky rose up to become an able-minded minister, rising to become the second Paramount Leader alongside his other positions.

November elections

The elections for the major minister positions, the first ever elections in Roscamistan, as defined by the the Second Constitution, took place from the 27th - 28th of November. Patusky won most of the positions, but most to the runner ups, as per the rules of the constitution [4].

He took the position of Defence Secretary, giving the runners up the positions he didn't want.[e]

On the 18th of December, Minister Ludwig Collins announced to President Jacobs his making of a new nation called the Republic of Ballinfoyleburg, located in Ballinfoyle.[5] In the days that followed, nothing of great importance took place between the two sides until the 30th, when a group chat on Snapchat was made by Vice President Patusky to discuss Roscamistan and Ballinfoyleburg's future coexistence.

It had been discovered through screenshots that the Region of Terryland, located in the Province of Mervustan, was annexed by Ballinfoyleburg to form their new provinces of New Paris and New Berlin. This led to the expulsion of Collins from his positions by Patusky, leaving him out of the Cabinet of Roscamistan. The two sides later agreed that the area of Ballinfoyle, the name sake of Ballinfoyleburg, was its sovereign territory, and Terryland was ceded back to Roscamistan.

On the 2nd of January 2022, a permanent diplomatic council was set up with President Jacobs of Roscamistan as Chairman and then President Ivan Ryan of Ballinfoyleburg as Vice-Chairman. This led to the two sides getting along; having averted crisis, in the end becoming close allies.

Democratic era

February presidential election

Jacobs announced to the surprise of most, that he would not be running in the first official presidential election[f]. He made it clear that if he was ever needed, he would return to the presidency. He said he would stay as the Foreign Secretary. Vice President Doros Patusky was nominated by the United Party as their candidate for President in February, making him the favourite.

Results of the 2022 presidential election

On the 19th, it was announced by the Cabinet Office that Patusky won the presidential election with half of the total vote, and that he would be inaugurated on the 18th of March, in the Region of Mervue. It was planned for the local Galway Advertiser[6] to report on the event.

Inauguration crisis

In the week before the inauguration of Patusky, it had become apparent due to his lack of attention to Roscamistan after his election triumph, that the inauguration would not take place, and would be delayed to a later date. On the 16th, it was announced First Secretary Culann Burke would assume the presidency in an acting capacity for the 18th, due to the absence of a President and Vice President. Burke became Acting President three days later, after he himself was delayed on swearing the oath of office. This was also the first time when someone other than Thomas Jacobs and James Irwin had held the office of President.

On the 26th, after a short period of planning, Jan Kotoński overthrew President Burke, and was installed by his supporters as Provisional President and head of the Interim Military Administration, the temporary executive body. After the coup, Jacobs declared that the first chamber election would happen as scheduled without interruptions.

On the 8th of April, Patusky returned from his unexplained absence, and was inaugurated as President of Roscamistan by the Chief Justice. Kotoński accepted the change of government and accepted Patusky as President.

April legislative election

On the 18th of April, a legislative election began to select the Chamber of Representatives for the first time. After the election finished, the United Party won eight seats, Proletarian Democracy won five, the National Party-Christian Solidarity coalition (NP-CS) two seats, and Livable Roscamistan gained a single seat. With help from the NP-CS coalition, the United Party became the majority, with the other parties in the minority. Ludwig Collins was recognised as Majority Leader, whilst Esty Carpentieri was recognised as Minority Leader.

Fall of Patusky

On the 11th of May, Aleksy Gwaj made a joke about doing a coup against Doros Patusky. As the day progressed, the joke became serious, and after endorsements by Ali Farrokhzad, Thomas Jacobs and the United Party of Roscamistan, a group called the Regime of the 11th of May overthrew President Doros Patusky, and replaced him with Thomas Jacobs.

After Patusky's removal, Jacobs called an early election for the Chamber of Representatives, and removed Patusky as the United Party's President.

Mervustan crisis

On the 18th, on the one year anniversary of the Irwinite Coup, Ali Farrokhzad removed his own coup the elected socialist government of Governor Esty Carpentieri, proclaiming himself Governor to “prevent socialism and secularism“ taking hold in the province. On the 19th, Secretary Rafe Burfield declared Carpentieri and his socialist government the legitimate one in Mervustan, instead of Farrokhzad.

Later a motion of no confidence in Ali Farrokhzad, endorsed by opposition members of both houses and members of the National Party, was proposed to the Chamber of Representatives. The United Party opposed the proposal and threatened expulsion to any member of it or the Majority Caucus that voted for it. The vote passed, with Farrokhzad removed as Junior Vice President. After Farrokhzad's removal, the United Party dissolved in disgrace, and reconstituted itself as Republican Bloc, leaving out all socialist elements which the former big tent party had.

Golden age of democracy

After the Mervustan crisis ended, campaigning for the elections for the presidency and the Chamber of Representatives opened respectively on the 26th May. On the 3rd of June, elections opened, and by the end, 21 people had voted in total. Republican Bloc (formerly the United Party) won half (8) of the seats, followed by Proletarian Democracy-Syndicalist Party with 5 seats, National Party, New Dawn, and the Iron Guard of Roscamistan either kept or won their single seat each.

From the 10th - 11th of June, the polls for the second presidential election opened. From the start, Thomas Jacobs, who was reinstalled as President a month prior, was the favourite, and after polls closed, Jacobs was declared the winner with 55% of the vote, eliminating the need for a second round. His Vice President, Ludwig Collins, who ran with Jacobs, was reelected. Both were sworn-in on the 17th of June, and the Fourth cabinet of Thomas Jacobs was constituted. Two weeks later, on the 25th of June, the second constitution written by Doros Patusky was abolished, with a provisional unwritten one taking its place. Soon after, Jacobs left for England, and placed Ludwig Collins as Acting President.

Upon the return of Jacobs on the 3rd of July, the plans for the first elected, and overall second session of the Senate were published, and the first Senate election took place on the 4th. Later after issues with votes, a second round was held on on the 9th, electing the second Senate a day later. The Minority Caucus of the Senate, which held four seats in the 12 seat appointed Senate, was reduced to one in the 9 seat Senate, Hunt Powell, who immediately assumed the Minority Caucus Leadership due to the lack of any other Minority Caucus senators. Jan Kotoński was kept as Majority Leader, and Marco Hasse as Majority Whip. Another notable event in July, was the induction of an opposition party member into the Cabinet. Ezekiel Ensor was made Secretary of State for Citizenship Affairs, replacing Doros Patusky.

On the 20th, Marco Hasse started a coup, which ultimately failed, and led to his positions being removed and the Two Day War beginning, between Ballinfoyleburg, allied with Roscamistan, against Hasse's Östruck, which would end in stalemate. On the 31st, the Total War would begin, the second war between the combined Roscami-Ballinfoylish forces and Östruck.

August began with the second day of the Total War. The Total War was in all essence a cold war, with exception to a fight between Marco Hasse and Thomas Jacobs on the 5th of August. Two days later, Jacobs would go abroad to Spain and later Portugal, placing Vice President Ludwig Collins as the acting president. On the 8th, Roscami Seville was constituted by presidential decree, and later an administrator was appointed, Michael Melia, who owns the property Roscami Seville claims.

Later on the Ministry of the Overseas Territories would be created, to overlook the portions of land outside of Ireland without provincial status. Upon the return of President Jacobs to Roscam, work on planning for the 3rd chamber election, scheduled for the 3rd of September. Also in August, Martin Malenkov won a by-election to the Senate, beating Marco Hasse, Ali Farrokhzad also resigned as a Senator, and a second by-election was scheduled for the 3rd of September. As well as that, Roscami Rhode Island was created.

The 3rd chamber election saw a disappointing result for the ruling party, Republican Bloc. Republican Bloc lost 3 seats out of its 8. The election was marked by little campaigning and preparation. Falcone de Los Santos also won the Senate by-election cause by Farrokhzad’s resignation unopposed, becoming the first Roscami person to gain a second non-consecutive term to the Senate. The nation would begin to see a stagnation in the political climate, as the Chamber of Representatives’ business ground to a halt.

The foundation of the Motherland Front by Ludwig Collins, May Collins, and Jan Kotoński in October led to a divide between the socialist Collinites led by Ludwig Collins and the free-market capitalist Jacobites, led by Thomas Jacobs. Political polarisation between the right and left was at an all time high. This was not helped when the National Party and Proletarian Democracy merged to form the big tent Democratic Action - The People’s Movement on the 2nd of November.

Political polarisation

In the midst of political polarisation, the Electoral Commission began planning the 4th chamber election, with campaigning beginning in early part of November. On the 13th, the 3rd Chamber of Representatives dissolved itself by a motion presented by the Majority Caucus, in preparation of the 4th chamber election.

On the 22nd, President Jacobs introduced one of his greatest reforms of his four term, changing the names and duties of the military. The Defence Staff and the Defence Forces were changed to the High Command and the National Armed Forces. Two days later, the 2nd Ausverian Civil War broke out between the Ausverian government and the rebel National Ausveria. Roscamistan soon designated the Organization for a Greater Fatherland (the group behind National Ausveria) a terrorist organisation due to the possibility of Roscami Chepiwanoxet being threatened by the National-Ausverian rebels.

The 4th chamber election took place from the 3rd - 4th of December. This election closed in the morning of the 4th, and resulted in a massive Republican Bloc win. The party went from 4 seats to 9 seats, and became the largest party by a small margin. The Roscamistan Republican Socialist Party also took home gains, having 2 seats. Christian Solidarity, Iron Guard, National Liberal Party and independent candidates all lost seats.

This election also saw the Sheetfuckery Party enter the lower house for the first time. Soon after, Džözyp Trick was nominated as the 3rd Majority Leader, being confirmed in the first session. On the 16th, the Roscamistan Republican Socialist Party, Democratic Action - The People’s Movement and the Roscami People's Party formed an electoral alliance called the Coalition for Democratic Unity to fight, in their eyes “the rise of the far right”. In response, Republican Bloc, the Roscami Ergatist Front, the Free Roscami Party and Sheetfuckery formed their own alliance called the Patriot Coalition on Christmas Eve. Christmas came and went, and 2022 ended quietly.

Modern Roscamistan

Political upheaval

After a quiet end of 2022, 2023 started with the Senate election. The election and its subsequent aftermath lead to the Patriot Coalition collapsing to 5 seats, barely ahead of the Democratic Action-led Coalition for Democratic Unity. On the 13th, a civil war ignited as the South Galwegian Republican Army declared Oranmore as an independent state.

On the 16th, a right wing group by the name of the Roscami Patriot Front (RPF) started a now infamous coup d’etat. The RPF suspended the legislature and the democratic process. It was initiated by Thomas Jacobs and Matthew Tonna, who alongside others organised the coup on the basis of "keeping Roscamistan a Catholic and Irish nation", due to a new constitution passed by the Constituent Assembly not being favourable to their cause.

The coup was met with massive backlash by the opposition Democratic Action - The People’s Movement, its CDU allies, and nations who supported them. As the day progressed, the pressure was mounting on the RPF, to the point in which Jacobs temporarily granting Ali Farrokhzad, a former Roscami politician, the powers[g] of the presidency, and fled with his supporters to form a government in exile. Both Jacobs and Tonna would be called upon by their political opponents to resign from their micronational offices abroad. Governor Conor Newman of Connemara took the most drastic of moves in response, declaring the Connemara Republic. Soon after, on the 17th, Farrokhzad announced the dissolution of all current parties for new ones, the creation of his temporary cabinet, which removed key allies of Jacobs, whilst adding people sympathetic to the constitutionalists, with members of the opposition who were previously removed before and during the coup returning to the nation, and also called early elections for most positions.

A meme created Thomas Jacobs celebrating his victory on the 17th of January, saying "When your coup fails and the next day you do the greatest comeback in history", poking fun at both Pedro Castillo and the Roscami left wing.

That same day, the Roscami Government in Exile was established by Jacobs. Composed of Jacobs as President, and his allies, it would soon become recognised by nations such as Fontasia, Östruck, and Scynja. As the day progressed, Acting President Farrokhzad began to hold the opinion that the left-wing Constitutionalist were extremely rude to the old regime, almost out to “witch-hunt” the pro-Jacobs supporters. He would enter the communication server of the Government in Exile, and began to collaborate with Jacobs. Planning the return of Jacobs, with the slogan RETVRN, he would state with Jacobs that at 17:00 pm Irish Standard Time, he would cause a second coup and allow Jacobs to return to his powers.

Thus, Farrokhzad announced his sacking of the cabinet, and the powers he was granted the day before ceded back to Jacobs. This would cause more outrage in the micronational community, however Jacobs did not pay any real attention to their outrage, instead having him and his allies mock them. His Cabinet before the coup was restored, and the new constitution was suspended. Jacobs would also call an early election for the Chamber of Representatives, due to the amount of vacant seats. Special elections for the vacated Senate seats were called too.

On the 26th, gubernatorial elections for most provinces took place. These elections were called after the Provincial Government Act formed a consistent basis for the provincial elections. This election saw both Thomas Jacobs of Greater Roscam and Ludwig Collins of Galway City losing their gubernatorial offices to Joseph Montgomery and Devin Purcell respectively.

On the 2nd of February, a politically charged speech by Thomas Jacobs was issued. This speech would declare an end to the crisis which plagued the nation since the coup, and attacked all former opposition members and their supporters. He would also thank several people who had supported his regime up to that point. Also that week the territory of Roscami New Milton was created.

New legislative elections would take place on the 10th, which included the special Senate seat elections and the 5th Chamber of Representatives election. This would see the United Front go from 2 seats to 7, and Tolerantia Internationale would get 3. Other parties and independents gained the rest of the seats, with Roscamistan Republican Socialist Party lost all its seats, and soon dissolved. The Senate would elect Matthew Tonna as its first President. Aleksy Gwaj was elected President of the Chamber.

On the 18th, Roscamistan celebrated its 2 year anniversary, with President Jacobs making a short speech on the occasion. The Fontum Sentinel [7] would report on it, congratulating the nation, and calling it an example to follow. The end of the article said:

”Two years of independence may not seem too impressive, but in an era of frequent micronational collapse and turmoil, it is a great milestone for our Galwegian friends.

All micronations should look to Roscamistan as an example of a turbulent yet effective partial democratic system, it is proof unstable micronations can make it out fine by miraculous odds or national strength.

Happy birthday Roscamistan, and may you forever continue your great life”.

On Saturday, the 19th, Thomas Jacobs and Matthew Tonna completed their draft fundamental law, the Supreme Constitution of the Republic of Roscamistan [8]. It would be presented to the Council of State to be voted on as the proposed document intended. The council passed the constitution the next day, and a public referendum for it was announced for the 1st of March.

The month of March began with the referendum on the new constitution proposed by Thomas Jacobs and Matthew Tonna. This referendum was slated to end on the 2nd, however due to issues relating to Thomas Jacobs' personal life, it was delayed as he was the only person who had access to the Google form which the election ballot was on. Falcone de Los Santos would be made Acting President, whilst Matthew Tonna would help with the referendum and other aspects of the nation.

On the 8th, Jacobs would release a national announcement, which detailed his desire to remove left wing people from the nation, titled Total Leftist Destruction. Governor Devin Purcell of Galway City would announce his resignation from all positions and his leaving of Roscamistan, claiming Jacobs had rooted all traces of democracy in the republic, and that he was a "fascist who oppressed people" in his nation.

An unexpected turn took place on the 16th, where Jacobs mysteriously disappeared from all online platforms. The nation fell into a state of confusion and chaos for the rest of the month as Jacobs did not communicate with any member of government. On the 1st of April, Jacobs reappeared in the online sphere, detailing his plans for the RDPF to expand. He would provide a deadline for the end of the month to join or have their parties dissolved. Numerous Roscamis would celebrate his return.

On the 8th, Östruck and Roscamistan both declared they had divided the Commonwealth of Ballinfoyleburg amongst themselves. Ludwig Collins rejected this notion, and claimed it did not happen. Both sides created subdivisions out of the old territories of Ballinfoyleburg.

Dark Ages

Around the end of April all non-RDPF parties were dissolved with immediate effect. By this time, Roscamistan began to stagnate. The National Assembly ceased to produce new laws, and the provinces were increasingly dependent on central government aid.

On the 17th of May, when President Jacobs forwarded his resignation as the head of state of Roscamistan. He stated he could no longer be there in the position. Falcone de Los Santos succeeded him as President. De Los Santos' term started rough, as that day Almendrian communists invaded the discord server, in a pre-planned online coup. Soon they were banned by former president Jacobs, who created the Committee for Defence against Communism[h]. As this happened, Roscamistan morphed into a far more authoritarian police state, with the Committee and the National Blueshirt Militia holding great sway over the government.

Federation

In June, Thomas Jacobs grew infuriated by the continued decline of Roscamistan. This alongside the complete halt of legislation in the National Assembly and the leave of many people from the nation forced a reaction from him. He announced his plans for a Reform Commission [9], which he alongside Peter Julius created. Julius was appointed Chair for the Commission. The ideas proposed for the reforms included; a return to anocracy, creation of a federal system, replacing the bicameral National Assembly with a unicameral National Congress, the returning of most provinces to Ireland, and Roscami Federation becoming the official name of the nation.

These changes were approved for referendum, which took place on the 24th and 25th of June 2023. The changes were approved by a two thirds majority. An amendment to the Constitution written by Jacobs was presented and without opposition, passed by the National Assembly [10]. On the 27th, the National Assembly was abolished, seven provinces dissolved, and the name of the state was changed from Republic of Roscamistan to Roscami Federation. Jacobs and Julius both applauded the changes and welcomed in a new era.

Post-Federation

In July, the United Front renamed itself the National Catholic League, adopting a new fascist ideology. Elections were also planned for the National Congress. In August, a silent coup was launched by Jacobs, seeing the laziness of President de Los Santos as detrimental to Roscamistan. The President and Vice President were both removed, and Jacobs reinstalled himself to the Presidency. Nyck Bradaten was appointed.

The National Congress was elected in the August elections. The National Catholic League dominated the vote. The first National Congress was formed soon after, with Joseph Trick elected as President of the Congress. In the new Congress, opposition was not allowed, which made it “easier to pass acts”, according to the Government. Act after Act were passed, which included formalising the National Roscami Workers League, creating Roscami Dilu, reorganising the cities and regions of Roscamistan [11], and also creating heavy tariffs on tobacco [12].

In October, following the leave of Ludwig Collins from micronations, President Jacobs declared Roscami victory over the Ballinfoylish, announcing an end to the “War against Ballinfoyleburg”. The Federal Government granted formal recognition to Palestine and supported Hamas in the Gaza conflict.

As October and November carried on, more acts of the Congress were passed, leading to improved laws. Incumbent Vice President Nyck Bradaten also announced his retirement for January 2024. The Supreme Constitution was also amended several times to fit the new standards of Federation. On the 3rd of December, President Jacobs and his new running mate Marco Hasse won without contest.

Originally, another election would have been held for the 18th. However Congress delayed the election because of little electoral activity. The Galaxy Force was established on the 3rd of January 2024, for space exploration.

President Jacobs announced on the 6th, that he would arrest those who opposed the Patriotic Revolution. The Supreme Court issued warrants for Esty Carpentieri, Tobey Wyles, Devin Purcell, Nicolas Caiazzo, and Michael Pocci. The trials would commence a week later [13].

On the 27th, Östruck won its independence by referendum after a new constitution authored by Thomas Jacobs for the nation was voted into law [14]. February saw the Nyeusi Socialist Republic create the Roscami Socialist Party as an engine for revolution. Jacobs condemned this, saying the party was not allowed to exist, and warned Jacob Gath of Nyeusi to stay out of Roscamistan’s politics [15].

On the 15th of February, the National Congress passed the Council of State Act [16], amending the council into a constitutional committee. A referendum for it was called, alongside a congressional election. On the 18th, President Jacobs gave a speech on the 3 year anniversary of independence [17]. Foreign leaders and former presidents gave their congratulations.

Politics and government

Roscamistan operates as a Catholic federation, and is composed of four provinces. The federal government is composed of three branches, which are legally equal and separate, keeping checks and balances on one another.

The nation is also a one-front state, which requires all parties and independents register with the Roscami Democratic Patriot Front (RDPF) in order to run for executive, legislative and gubernatorial elections. Judicial offices are exempt from this rule.

Executive

The federal executive is the Cabinet, lead by the President. He is the federal head of state and government. The President is directly elected by the people for a term of one year, which is renewable infinitely.

The Cabinet is composed up of the President, Vice President, Prime Minister, Secretaries of State and the Ministers. No legal distinction is made between Secretaries of State and Ministers, both are appointed to a ministry and exercise the powers of said ministry. With exception to foreign affairs and defence, all aspects of power are shared between the provinces and the federation.

If the presidential office is vacated for whatever reason, be it impeachment, resignation, death or incapacitation, the Vice President becomes the new President, vacating the former position. The Presidential Succession Act 2023[18] and its amendments decide the line of succession.

Legislature

The federal legislature is the unicameral National Congress. It is composed of 12 seats, 4 elected for the provinces, and 8 seats elected by proportional representation. The Congress passes all laws at the federal level, sharing nearly all areas of legislation with the provincial Legislative Assemblies, except foreign affairs, national defence, and national security.

The National Congress is presided over by a President, currently Joseph Trick since the 3rd of September 2023. Trick was selected by unanimous decision of the Congress deputies.

Judiciary

The federal judiciary comprised of several courts of varying importance, the highest being the Supreme Court, the final court of appeal and constitutional court in the state. The head of the judiciary is the Chief Justice, who is simultaneously the President of the Supreme Court. There are also two associate justices in the Supreme Court, both of whom serve on behalf of the Chief Justice if he is unable to exercise the office [19].

Members of the Judiciary are not required to join the Roscami Democratic Patriot Front in order to stay in office, uniquely amongst government branches.

Law and order

Law and order is maintained by the civilian-military police force known as the National Blueshirt Militia[20] since the organisation’s inception in 2023.

The National Blueshirt Militia (NBM) acts as a subordinate entity to the Ministry of Justice. The NBM enforces the laws passed by the National Congress, and acts upon court order, which includes warrant to search and to arrest. The Commissioner-General serves as the head of the NBM.

Communism has been illegal in Roscamistan since 2023. Examples of enforcing said laws include the case Roscami Federation versus Dilan ibn Fultan, and the ongoing Mervustan Trials.

Foreign relations

Roscami foreign policy has evolved as time has gone on. The Roscami government states it wishes to form positive relations as possible whilst keeping Galway nations first and foremost.[j]

Roscamistan recognises the majority of U.N members states and non-member states, including the Vatican. On the other hand, Roscamistan does not recognise the State of Israel [21], the People's Republic of China (PRC), Kosovo or the Tibet Government in Exile. The nation has also good ties with the Free State of Östruck, through their Mutual Defence Pact [22].

The only other allies of Roscamistan are Scynja and Meritia, located in North America through friendships and the Tri-Alliance Pact (TAP).

Military

The flag of the National Armed Forces of Roscamistan. It represents the four cardinal directions, north, east, south, and west.

The Armed Forces serves as the unified military forces within Roscamistan. It is comprised of five service branches, the National Army, the National Navy, the National Air Force, the National Border Service, and the Galaxy Force.

The administration of these branches is controlled via the Defence Staff and the Ministry of Defence. The Chief of the Defence Staff is responsible for the implementation of defence policy and legislation within the military, and appoints the commanders of the five service branches.

Coups d’etat

Roscamistan has been recognised by external observers for the amount of coups d’etat in the nation’s history, unique amongst western micronations [citation needed]. The first coup was launched in May 2021, with the latest being in August 2023. As of February 2024, there have 7 successful coups.

Administrative divisions

Like other countries, Roscamistan is composed of subdivisions. The primary subdivisions of the country are provinces. In the federal structure, provincial rights are protected by the Constitution. Provinces are admitted and expelled from the Federation by the National Congress. Other administrative divisions include regions, territories, and municipalities. Composite forms of administrative divisions exist in the same vein, e.g Galway City.

When Roscamistan was a unitary state, the provinces were completely subject to the whim of the national government. Devolution was the way that governments in the provinces and territories were established.

Local government

Different forms of government exist at the subnational level. Provincial government is managed by the governors and legislatures, both elected by citizens of the province. Under the federal structure, no provincial government may be dissolved unless the National Congress and the provincial assembly in question agree to such.

Regions under some form of devolution are under presidential rule. A notable example was Oranmore, with an elected Executive Regional President was independent of the local legislature, known as the Regional Council.

In Roscamistan, all parties are required to join the Roscami Democratic Patriotic Front (RDPF), the only polity permitted to run candidates for presidential, legislative and gubernatorial elections. Each party is granted autonomy in the RDPF but cannot leave the front once they have entered. Parties who do not join the Front are dissolved. Extralegal parties have operated in the past, such as the Nyeusi-backed Roscami Socialist Party.

The leaders of the political parties serve as their party representatives in the Executive Committee of the Front, which elect a Chairman to lead them. The Chairman is almost always simultaneously President of Roscamistan. In the past, all parties were free and independent, forming and ending alliances at their own discretion.

Geography and climate

The climate of Roscamistan is the same as the surrounding area. Due to its proximity to the Atlantic Ocean, it rains frequently. Winters are typically wet, with occasional snow. Summers are usually mild, though rain is not uncommon. In the last decade, the climate has changed, with warmer summers becoming common place.

Demographics

Language

Gaeilge is the official primary language of the state, alongside English. English is more spoken and most laws, decrees and functions are performed through English. Minority languages spoken include Polish (official language in Mervustan), Afrikaans, Spanish, French, and German.

Religion

Religion is an important component of Roscami life, with Catholicism being established as the official religion since foundation of the state. Christian ideals and symbols are widespread, with the Cross being featured on two of the national flags.

Non-Christian beliefs are permitted within the nation, with exception to Satanism. All presidents of Roscamistan have been Catholic, alongside most vice presidents of Roscamistan. The last religious census was held in August 2022. Another census is slated to occur in 2024, to take place alongside the other censuses.

Ethnic groups

Throughout its history, Irish people have been the predominant ethic group. Since 2022, other groups have entered the state, including Spaniards, Polish, Americans, Arabs, Malays, South Africans, English, Romanians, Bulgarians and others.

As stated in the constitution, the only people eligible who can run for President are Irish, Polish, and those of Irish descent up to the great grandparents. As such, Roscamistan has features of a chauvinist state. All citizens above 13 are permitted to run for any other positions.

Age groups

The nation is mainly composed of People in the 13 to 18 years old demographic, however citizens’ ages range from their late childhood to their late 70s. The oldest citizen in Roscamistan is 79 years old, with the youngest known being 11.

Economy

The economy of Roscamistan has been done on a planned basis, featuring elements of state socialism, corporatism, and distributism. The Rosso functions as official currency, however Euros are more commonly accepted.

The National Roscami Workers League is the national trade union, having been the sole one since foundation. By law, workers and employers must be members of the league, or may face their wages be withheld [24]. Employers cannot override the demands nor decisions of the league in industrial action, nor can they force employees to leave or suspended their membership.

Banks in Roscamistan are required to be state-ran, and the government has the authority to nationalise them.

Culture

Music

Like most countries, Roscamistan has a wide variety of music. Through its geographic proximity to Ireland, Irish folk music is perpetually popular. Amhrán na bhFiann, the national anthem is the most popular song in the nation. Rock music is also popular, with hip hop and dance music being present. In its overseas territories, like Roscami Seville Flamenco dancing and folk music is commonplace.

Sports

Rugby union, Hurling, and Gaelic football are the most popular sports, closely followed by soccer. Rugby union is also the national sport.

Plans for a national soccer league were in the works, however no news have been released regarding this since January 2022.
