Roscamistan, officially the Republic of Roscamistan (Irish: Poblacht na Roscaoinistan), is a self-proclaimed sovereign state, more commonly known as a micronation to external observers,[1] in the west of the island of Ireland, specifically located County Galway. It is a unitary republic made up of 11 provinces. It was founded on 18 February 2021, by Thomas Jacobs, Culann Burke and a few others. Thomas Jacobs also created the first constitution of Roscamistan, and was for the beginning of Roscamistan its most powerful figure.

Roscamistan is a Catholic anocratic presidential republic, with the President of Roscamistan as head of state and government. The republic's government has three branches, the executive, the legislature, and the judiciary. The nation is governed under its Supreme Constitution, and functions as the fundamental law of Roscamistan. Roscamistan also has devolved governments in most of its provinces, the most important provincial governments being located in Greater Roscam and Mervustan.

Roscamistan is the oldest and most prominent member of the Galway Micronational Sector.[b] On the larger micronational stage, it follows a more passive and at times isolationist policy, though through the efforts started by Adam Flannery and successive Foreign Office administrations, have began to open it up to the wider world.

It has often been described as "simulationist" by many observers and internal members due to its quite frivolous and large land claims, despite Roscamistan declaring independence and having a clear intention of secession, however, it is unlikely it will ever become independent. The claims that Roscamistan have were made approximately from February to September 2021, when citizens were more spread out over Galway.[citation needed]

Etymology

The name 'Roscamistan' comes from the housing estate in Galway City East known as Roscam, which gets its name from the Roscam Tower, a ruined religious site used by monks before the Protestant Reformation in Ireland in the sixteenth and seventeenth centuries.

The name was also picked as the name of the combined regions that Roscam is a part of. The Persian word 'stan' is a suffix that comes after the names of most Turkic nations, which means land of or land, making Roscamistan literally 'Roscam Land'. The demonym for people or things related to Roscamistan is 'Roscami' or 'Roscamistani'. Roscami is normally used by people internally, while Roscamistani used by those outside of it.

History

Early history

Independence

The flag of Roscamistan, designed in June 2022

On 18 February 2021, Thomas Jacobs, then Supreme Commander of the Roscam Liberation Front declared the Galway City East regions of Roscam, Dougiska and Oranmore[2] independent of Ireland as the Republic of Roscamistan, with himself as the first President. He was joined later by his friend, Culann Burke, who became the first Vice President.

March 2021 to December 2021

March to May 2021

In mid-March 2021, all Irish students returned to schools after being in full lockdown since January 2021, including Jacobs, who told many of his friends of the new state that had been founded while out of school. Many joined the expanding government of Roscamistan, including James Irwin, Dean Merritt, Kayden Conboy, David Moore and others.

On 1 April 2021, the area of Mervue[3] was annexed as a partially autonomous province of Roscamistan, with James Irwin as the first Premier of Mervue, and later the Prime Minister of Mervustan of the newly created autonomous province of Mervustan. In this time, Jacobs's presidency was at its height, having many new members in Government up to that time, and it felt at the time that the golden era was going to last well after the school year would end.

Mid May and the coup

On 17 May 2021, President Jacobs went to school as normal, along with most of his friends and government ministers. As the day progressed, things escalated as Prime Minister Irwin of Mervustan and others began stage a putsch, declaring Jacobs a traitor, a communist, and accused him of trying to degrade Mervustan's autonomy in some matters. This culminated in a coup that would end with Jacobs and his Vice President Culann Burke being overthrown.[c] Irwin and Kayden Conboy took power as the second President and second Vice President respectively. Most supporters of the government before, including Tadhg O’Regan, lost their positions as Irwin consolidated his power over the government and military.[d]

Post-coup Irwin presidency

After the coup, Jacobs became a low minister working at the Ministry of Internal Polish Affairs. The Vice President Conboy assisted President Irwin tremendously through this time. Irwin also consolidated power over the military, being Commander in Chief with the rank of Captain. Jacobs swore that he would overthrow the “tyrannical” James Irwin.

On 8 June 2021, Jacobs scared President Irwin into believing his Vice President, Kayden Conboy was planning to overthrow his President. Jacobs was appointed Co-Vice President, serving with Conboy to prevent a Conboy Presidency happening in the state. Thomas got the app TikTok in Mid June 2021 in the Irwin Era, using this to appear pro-Irwin, while at the same time disguise his intentions to overthrow President Irwin. The plan worked, with many people believing the propaganda was Pro-Irwin, not knowing of its underlying purpose.

End of the Irwin presidency

In Late June, as the time of the sixth class students in their school was coming to an end, Jacobs was finalising his plan to overthrow Captain Irwin, it was slated to happen on the last day of school, 25 June 2021. The troops of Jacobs would go to Mervustan Province and capture Irwin, forcing him to resign. However this plan never came to fruition as Irwin himself was slowly moving away from the government. On 23 June 2021, James Irwin announced to Jacobs that he would resigning, citing that he had now lost the support of the people who brought him to power, especially Dean Merritt and Kayden Conboy. Jacobs and Irwin made a treaty of transfer, which would disregard the presidential line of succession. It would transfer the office and powers of the presidency to Jacobs. And exactly at 10:55 A.M UTC, Jacobs became the third President of Roscamistan, and five minutes later, sacked Conboy as Vice President, who protested in defiance. The Second Jacobs Presidency began, ending what Jacobs described as an "autocratic regime".

Early stages of the Second Jacobs presidency

The Second Jacobs Presidency began properly on 23 June 2021, when Culann Burke was re-appointed to the Vice Presidency, thus restoring Jacobs and his government. Two days later, the 2020-2021 school year ended in Jacobs's primary school. This was the last time many of the sixth class pupils would see each each other in person for a while. Jacobs left with a few members of the other class in his year, to his friend and future government minister Luke O'Reily's house. Jacobs went home later on the same day, and begun proper government administration from that point on.

On 26 June 2021, Jacobs got the social media app Snapchat, the social media most of his former class mates used at the time.

The "Great Roscami Summer" of 2021

From June 2021 to late August 2021, nicknamed the "Great Roscami Summer", Thomas Jacobs began to shake off the autocratic nature of the Irwin Presidency and make Roscamistan a respectful and influential nation. The first piece of progress made by Jacobs was in early July 2021, when he advertised a message over his Snapchat story saying Anyone want to join the Roscamistan Government, DM (Direct message) me. Many people joined the government through this message, including Katherine Keadivich, Lily Diviney, Luke O'Reilly and Christopher Waldron. Keadivich became the second Foreign Secretary, Diviney became the first Minister of Local Government, O'Reilly became Finance Minister and Waldron became the Defence Secretary. Jacobs also got a friend of Tadhg O'Regan into Government, his name being Evan O'Neill, as the head of government of the Province of Connemara in several capacities since 29 July 2021.

Arrival of Adam Flannery

The flag of the Atillaterra-Roscami Confederation and subsequently the Roscami Colonial Empire. This represented the first time Roscamistan showed interest in expansion beyond Ireland, though this failed and the territories were later absorbed as provinces in late October 2021

On 23 August 2021, Jacobs invited Adam Flannery to join his cabinet, with the title of Deputy Minister of Foreign Affairs. Flannery rose up to become an able-minded minister, rising to become the second Paramount Leader, the First Secretary of State, the Defence Secretary, the Governor of Mervustan. He resigned temporarily from 21 October 2021 to 29 October 2021. He returned on 29 October 2021, losing the First Secretary of State portfolio, but gaining the foreign affairs portfolio instead. He tried to get Roscamistan as a member of the Grand Unified Micronational but was rejected. Jacobs reapplied for Roscamistan on 23 December 2021, being rejected on 4 February 2022.

November 2021 elections

The elections for the major minister positions, as defined by the the Second Constitution of Roscamistan, took place from 27 November 2021 to 28 November 2021. Adam won most of the positions, but gave most of them to the runner ups, as he could only have one major position, per the rules of the constitution he made. He took the position of Defence Secretary, giving the runners up the positions he didn't want. (The special election for Vice President didnt and doesn't count as a major minister position, and Flannery was allowed to have the position along with the Defence portfolio).

December 2021 Roscamistan-Ballinfoyleburg crisis

Adam Flannery, the main negotiator in the crisis

On 18 December 2021, the Chief of the Defence Staff and Minister of Propaganda and Public Enlightenment Ludwig Collins announced to President Jacobs he was making his own nation called the Republic of Ballinfoyleburg, located in Ballinfoyle.[4] In the days that followed, nothing of great importance took place between the two sides until 30 December 2021, when a group chat on Snapchat was made by Vice President Flannery to discuss Roscamistan and Ballinfoyleburg's future coexistence.

It had been discovered through screenshots that the Region of Terryland, located in the Province of Mervustan, was annexed by Ballinfoyleburg as the provinces of New Paris and New Berlin. This led to the expulsion of Collins from his positions by Flannery, leaving him out of the Cabinet of Roscamistan. Roscamistan and Ballinfoyleburg later agreed that the area of Ballinfoyle, the name sake of Ballinfoyleburg, was its sovereign territory, and Terryland was ceded back to Roscamistan. On 2 January 2022, a permanent diplomatic council was set up with President Jacobs of Roscamistan as Chairman and then President Sean Mulryan of Ballinfoyleburg as Vice-Chairman. This led to the two sides getting along, having averted crisis, and became good allies.

December 2021 onwards

February 2022 presidential election

Jacobs announced, to the surprise of most, that he would not be running in the first official presidential election (all presidents before the election either became President by coup, circumnavigation of rules of succession or because of the founding of Roscamistan). He made it clear that if he was ever needed, he would return to the presidency. He said he would stay as the Foreign Secretary. With the prospect of a new administration not headed by Jacobs, people were beginning to get worried that without Jacobs, Roscamistan in the state it is now would collapse. Jacobs assured the people this would not be the case, and Roscamistan would become even stronger than before.

Post-election era

Results of the 2022 presidential election

On 19 February 2022, it was announced by the Cabinet Office that Adam Flannery had won the presidential election with half of the total vote, and that he would be inaugurated on 18 March 2022. He was slated to be inaugurated on 18 March 2022 in the Region of Mervue, with it being planned for the local Galway Advertiser[5] to report on the event.

Inauguration crisis

In the week before the inauguration of Flannery, it had become apparent due to his lack of attention to Roscamistan after his election triumph that his inauguration would not take place, and would be delayed to a later date. On 16 March 2022 it was announced First Secretary Culann Burke would assume the presidency in an acting capacity on 18 March 2022 due to the absence of a President and Vice President. Burke became Acting President on 19 March 2022, after he himself was delayed on swearing the oath of office. This was also the first time when someone other than Thomas Jacobs and James Irwin had held the office of President.

On 26 March 2022, after a short period of planning by Jan Kotoński whilst in Poland, Kotonski overthrew Acting President Burke, and was installed by coup-backers, including Vice President Thomas Jacobs as Provisional President and head of the Interim Military Administration, the temporary executive body. After the coup, Jacobs declared that the April 2022 Roscamistan Chamber of Representatives election would happen as scheduled, without interruptions.

On 8 April 2022, Flannery was inaugurated as President of Roscamistan after a return from inactivity, ending the crisis.

April legislative election

On 18 April 2022, the April 2022 Roscamistan Chamber of Representatives election began to elect the Chamber of Representatives for the first time. After the election finished, the United Party won eight seats, Proletarian Democracy won five, the National Party-Christian Solidarity coalition (NP-CS) two seats, and Livable Roscamistan gained a single seat. With help from the NP-CS coalition, the United Party became the majority caucus, with the other parties in the minority. Ludwig Collins was recognised as Majority Leader, whilst Esty Carpentieri was recognised as Minority Leader.

11 May movement and post-Flannery

On 11 May 2022, Wojieck Nowak originally made a joke about doing a coup against Adam Flannery. As the day progressed, the joke became serious, and after endorsements by Ali Farrokhzad, Thomas Jacobs and the United Party of Roscamistan, a group called the Regime of the 11th of May overthrew President Adam Flannery, and replaced him with Thomas Jacobs.

After Flannery's removal, Jacobs called an early election for the Chamber of Representatives. Thomas Jacobs also motioned to remove Flannery as the United Party's President.

Mervustan crisis

On 18 May 2022, on the one year anniversary of the Irwinite Coup, Ali Farrokhzad removed in a provincial coup the elected socialist government under Governor Esty Carpentieri, proclaiming himself Governor to “prevent socialism and secularism“ taking hold in the province. On 19 May 2022, Secretary of State for Local Government Rafe Burfield declared Carpentieri and his socialist government the legitimate one in Mervustan, instead of Farrokhzad. Later a motion of no confidence in Ali Farrokhzad, endorsed by opposition members of both houses and members of the National Party, was proposed to the Chamber of Representatives, and was deeply opposed by the United Party, who with both caucus whips in that party, declared that if anyone in the Majority Caucuses, Senate and Chamber vote in favour, they would be removed from the caucus. The vote passed, with Farrokhzad removed as Junior Vice President. After Farrokhzad's removal, the United Party dissolved, and reconstituted itself as Republican Bloc, leaving out all socialist elements which the former big tent party had.

June election season and aftermath

After the Mervustan crisis ended, campaigning for the elections for the presidency and the Chamber of Representatives opened respectively on 26 May 2022. On 3 June 2022, elections opened, and by the end, 21 people had voted in total. Republican Bloc (formerly the United Party) won eight of 16 seats, followed by Proletarian Democracy-Syndicalist Party with 5 seats, National Party, New Dawn, and the Iron Guard of Roscamistan either kept or won their single seat each.

On 10-11 June 2022, the polls for the second presidential election opened. From the start, Thomas Jacobs, who was reinstalled as President on 11 May 2022, was the favourite, and after polls closed, Jacobs was declared the winner with 55% of the vote, eliminating the need for a second round. His Vice President, Ludwig Collins, who ran with Jacobs, was reelected as vice president. Both were sworn-in on 17 June, and the Fourth cabinet of Thomas Jacobs was constituted.

On 25 June, the second constitution, written by Adam Flannery, was abolished, with a provisional unwritten one taking its place. Soon after, Jacobs left for England, and placed Ludwig Collins as Acting President, and later returned on 2–3 July 2022.

July 2022

Upon the return of Jacobs, the plans for the first elected, and overall second session of the Senate with 9 seats up for grabs, the July 2022 Senate election happened on 4 July 2022. Later after issues with votes, a second round was held on 9 July, electing the second Senate on 10 July 2022. The Minority Caucus of the Senate, which held four seats in the 12 seat appointed Senate, was reduced to one in the 9 seat Senate, Hunt Powell, who immediately assumed the Minority Caucus Leadership due to the lack of any other Minority Caucus senators. Jan Kotoński was kept as Majority Leader, and Marco Hasse as Majority Whip.

Another notable event in July, was the induction of an opposition party member into the Cabinet. Ezekiel Ensor was made Secretary of State for Citizenship Affairs, replacing Adam Flannery.

On 20 July, Marco Hasse started a coup, which ultimately failed, and led to his positions being removed and the Two Day War beginning, between Ballinfoyleburg, allied with Roscamistan, against Hasse's Östruck, which would end in stalemate. On 31 July, the Total War would begin, the second war between Roscami/Ballinfoylish and Östruck.

August 2022

August 2022 began with the second day of the Total War. The Total War was in all essence a cold war, with exception to a fight between Marco Hasse and Thomas Jacobs on the 5th. Two days later, Jacobs would go abroad to Spain and later Portugal, placing Vice President Ludwig Collins as the acting president. On 8 August, Roscami Seville was constituted by presidential decree, and later an administrator was appointed, Michael Melia, who owns the property Roscami Seville claims. Later on the Ministry of the Overseas Territories would be created, to overlook the portions of land outside of Ireland without provincial status. Upon the return of President Jacobs to Roscam, work on planning for the 3rd chamber election, scheduled for 3 September. Also in August, Martin Malenkov won a by-election to the Senate, beating Marco Hasse, Ali Farrokhzad also resigned as a Senator, and a second by-election was scheduled for the 3rd of September, and Roscami Rhode Island was created.

September 2022

The first major event to happen in September was the 3rd chamber election, which saw a disappointing result for the ruling party, Republican Bloc, which lost 3 seats out of 8. The election was marked by little campaigning and preparation. Luke Iwasaki also won the Senate by-election cause by Farrokhzad’s resignation unopposed, becoming the first Roscami person to gain a second non-consecutive term to the Senate. The nation would begin to see a stagnation in the political climate, as the Chamber of Representatives’ business ground to a halt.

October 2022

The major issues of October 2022 was the foundation of the Motherland Front by Ludwig Collins, May Collins, and Jan Kotoński. The foundation of the party led to a divide between the socialist Collinites led by Ludwig Collins and the free-market capitalist Jacobites, led by Thomas Jacobs.

November 2022

In November 2022, planning by the Electoral Commission for the December 2022 Roscamistan Chamber of Representatives election began, with campaigning beginning in early part of the month. On 13 November, the 3rd Chamber of Representatives dissolved itself by a motion presented by the Majority Caucus, in preparation of the 4th chamber election.

On the 22nd of November, President Jacobs introduced one of his greatest reforms of his four term, changing the names and duties of the military. The Defence Staff and the Defence Forces were changed to the High Command and the National Armed Forces. Two days later, the 2nd Ausverian Civil War broke out between the Ausverian government and the rebel National Ausveria. Roscamistan soon designated the Organization for a Greater Fatherland (the group behind National Ausveria) a terrorist organisation due to the possibility of Roscami Chepiwanoxet being threatened by the National Ausverian rebels.

December 2022

The 4th chamber election took place from 3-4 December 2022. This election closed in the morning of the 4th, and resulted in a massive Republican Bloc win. The party went from 4 seats to 9 seats, and became the largest party by a large margin. The Roscamistan Republican Socialist Party also took home gains, having 2 seats. Christian Solidarity, Iron Guard, National Liberal Party and independent candidates all lost seats. This election also saw the Sheetfuckery Party enter the lower house for the first time. Soon after, Džözyp Trick was nominated as the 3rd Majority Leader, being confirmed on 4 December 2022. On the 16th of December, the Roscamistan Republican Socialist Party, Democratic Action - The People’s Movement and the Roscami People's Party formed an electoral alliance called the Coalition for Democratic Unity in order to combat the rise of the far-right in Roscamistan.

January 2023

Propaganda created by Conor Newman advocating a hardline approach against the rebels.
The announcement of the coup by Matthew Tonna.

The first major event was the first Senate election of the year. The Senate election and its subsequent aftermath lead to the Republican Bloc aligned parties collapsing to 5/9 seats, barely ahead of Democratic Action. On the 13th of January, the 2023 Roscami civil war began, with the South Galwegian Republican Army would begin their operations, declaring Oranmore independent as the People's Republic of South Galway.

On the 16th of January 2023, a group by the name of the Roscami Democratic Patriot Front attempted a coup in the nation. The coup, which suspended the legislature and the democratic process, was perpetrated by Thomas Jacobs and Matthew Tonna, who alongside others organised the coup on the basis of "keeping Roscamistan a Catholic and Irish nation", due to a new constitution passed by the Constituent Assembly not being favourable to their cause. The coup was met with massive backlash by the opposition Democratic Action - The People’s Movement, and nations who supported the opposition. As the day progressed, the pressure amounted to Jacobs temporarily granting Ali Farrokhzad, a former Roscami politician, the powers (but not the office) of the presidency, and fled with his supporters. Both Jacobs and Tonna would be called upon by their political opponents to resign from their micronational offices abroad. Governor Conor Newman of Connemara took the most drastic of moves in response, declaring the Connemara Republic.

Soon after, on the 17th, Farrokhzad announced the dissolution of all current parties for new ones, the creation of his temporary cabinet, which removed key allies of Jacobs, whilst adding people sympathetic to the constitutionalists, with members of the opposition who were previously removed before and during the coup returning to the nation, and also called early elections for most position. That same day, the Roscami Government in Exile was established by Jacobs. Composed of Jacobs as President, and his allies, it would soon become recognised by nations such as Fontasia, Östruck, and Scynja. As the 17th of January progressed, Acting President Farrokhzad began to hold the opinion that the left-wing Constitutionalist were extremely rude to the old regime, almost out to “witch-hunt” the pro-Jacobs supporters. He would enter the server of the Government in Exile, and began to collaborate with Jacobs. Planning the return of Jacobs, with the slogan RETVRN, he would state with Jacobs that at 17:00 pm Irish Standard Time, he would cause a second coup and allow Jacobs to return to his powers. At that time, Farrokhzad would announce his sacking of the cabinet, and the powers he was granted the day before ceded back to Jacobs. This would cause more outrage in the micronational community, however Jacobs did not pay any real attention to their outrage, instead having him and his allies mock them. His Cabinet before the coup was restored, and the new constitution was suspended, up to this day. Jacobs would also call an early election for the Chamber of Representatives, due to the amount of vacant seats. Special elections for vacant Senate seats were called too.

On the 26th of January, gubernatorial elections for most provinces took place. These elections were called after the Provincial Government Act formed a consistent basis for the provinces. This election saw both Thomas Jacobs of Greater Roscam and Ludwig Collins of Galway City losing their gubernatorial offices to Joseph Montgomery and Devin Purcell respectively.

February 2023

The headline in the Fontum Sentinel discussing the two year anniversary of the nation.

February began on a politically charged note, with the 2nd of February speech by Thomas Jacobs being issued. This speech would declare an end to the crisis which plagued the nation since the coup, and attacked all former opposition members and their supporters. He would also thank several people who had supported his regime up to that point. Also that week the territory of Roscami New Milton was created.

The February 2023 Roscamistan legislative elections would take place on the 10th of February 2023, which included the special Senate seat elections and the 5th Chamber of Representatives election. This would see the United Front go from 2 seats to 7, and Tolerantia Internationale would get 3. Other parties and independents gained the rest of the seats, with Roscamistan Republican Socialist Party lost all its seats. The Senate would elects its first President that wasn’t a Vice President of Roscamistan, Matthew Tonna. Aleksy Gwaj was elected President of the Chamber.

On the 18th of February 2023, Roscamistan celebrated its 2 year anniversary, with President Jacobs making a short speech on the occasion. The Fontum Sentinel [6]would report on it, congratulating the nation, and calling it an example to follow. The end of the article said:

Two years of independence may not seem too impressive, but in an era of frequent micronational collapse and turmoil, it is a great milestone for our Galwegian friends.

All micronations should look to Roscamistan as an example of a turbulent yet effective partial democratic system, it is proof unstable micronations can make it out fine by miraculous odds or national strength.

Happy birthday Roscamistan, and may you forever continue your great life.

— Fontum Sentinel issue 25

On Saturday, the 19th, Thomas Jacobs and Matthew Tonna completed their draft fundamental law, the Supreme Constitution of the Republic of Roscamistan. It would be presented to the Council of State to be voted on as the proposed document intended. The council passed the constitution the next day, and a public referendum for it was announced for the 1st of March 2023.

March 2023

The month of March began with the referendum on the new constitution proposed by Thomas Jacobs and Matthew Tonna. This referendum was slated to end on the 2nd of March, however due to issues relating to Thomas Jacobs' personal life, it was delayed as he was the only person who had access to the Google form which the election ballot was on. Luke Iwasaki would be made Acting President, whilst Matthew Tonna would help with the referendum and other aspects of the nation.

On the 8th, Jacobs would release a national announcement, which detailed his desire to remove left wing people from the nation, titled Total Leftist Destruction. Governor Devin Purcell of Galway City would announce his resignation from all positions and his leaving of Roscamistan, claiming Jacobs had rooted all traces of democracy in the republic, and that he was a "fascist who oppressed people" in his nation.

Politics and government

Roscamistan operates under a unitary Catholic presidential republic with devolution at the provincial and regional level. The three branches of government are legally equal and separate, keeping checks and balances on one another.

The nation is also a one-front republic, which requires all parties and independents register with the Roscami Democratic Patriot Front in order to run for executive, legislative and gubernatorial elections.

Executive branch

The nation's executive branch of government is the Cabinet, whose leader and appointer, the President is the head of state and government. The President is directly elected by the people for a term of one year, which is renewable. The Cabinet is composed of the President, the Vice President, the First Secretary of State, the seven Secretaries of State, and the ten Ministers (also known as Senior Ministers). There are 17 executive departments, either titled Office, Ministry, or Department. There are junior ministers who assist the ministers and secretaries of state but do not attend cabinet meetings. The Attorney General, though not a minister, is able to attend cabinet meetings if the President permits him to. Cabinet ministers are required to get in the Roscami Democratic Patriot Front in order to stay in office.

The President chairs the cabinet meetings on most occasions, but if he is not able to, the Vice President chairs the cabinet meetings. If the Vice President isn't able to chair meetings, the First and Second Secretaries of State will chair the meetings.

If the presidential office is vacated for whatever reason, be it impeachment, resignation, death or incapacitation, the Vice President becomes the new President, vacating the former position. The presidential line of succession isn’t set in stone, and is decided upon the discretion of the President. The line of succession currently is:

Legislative branch

The legislative branch of government is the National Assembly, comprised of the STV elected Senate and Chamber of Representatives. The National Assembly is the replacement for the now defunct Reichstag of Roscamistan, as that body was considered defunct by the United Party, and as such was abolished on 2 February 2022.[7]

The Senate is the upper house of the National Assembly, meant to democratically represent the different classifications of provinces. The Senate is composed of 9 seats, elected from three multi-member constituencies, known as Districts. The electoral districts are the Metropolitan, Outer and the Overseas.

The Chamber of Representatives is elected in the same way as the Senate, with exception that all candidates run in a single national constituency. Only parties and independents in the Roscami Democratic Patriot Front can field candidates for election in Roscamistan.

Judicial branch

The judicial branch of government is comprised of several courts of varying importance, the highest being the Supreme Court, the final court of appeal and the highest constitutional court in the state. The head of the judicial branch is the Chief Justice, who is simultaneously the President of the Supreme Court. There are also four associate justices in the Supreme Court, with a designated deputy chief justice able to serve as acting Chief Justice in absence of the Chief Justice.

Members of the Judiciary are not required to join the Roscami Democratic Patriot Front in order to stay in office.

Law and order

Law and order is maintained by provincial militias, under the Army, and by the National Blueshirt Militia. The National Blueshirt Militia was founded in March 2023.

The National Blueshirt Militia (NBM) is the civilian-military law enforcement agency, and acts as a subordinate entity to the Ministry of Justice. The NBM enforces the laws passed by the National Assembly, and acts upon court warrants, which includes warrant to search and to arrest. The Commissioner-General serves as the head of the NBM.

LGBT rights

LGBT rights are restricted due to the Anti-Sexual Degeneracy Act being in force [8]. The populace of the nation has been historically unconcerned with the LGBT community, but after May 2022 the nation grew more and more anti-LGBT, which would culminate in the Anti-Sexual Degeneracy Act being presented by Senator Joseph Montgomery in January 2023.

Religion

Religion in Roscamistan as of 2022

  Catholicism (54.2%)
  Islam (8.4%)
  Protestantism (4.2%)

Religion is an important component of Roscami life, with Catholicism as the state religion. Non-Christian beliefs are permitted within the nation, though Satanism is unofficially persecuted by private groups and by the Greater Roscam Army. All presidents of Roscamistan have been Catholic, alongside most vice presidents of Roscamistan.

Roscamistan recognises all U.N members states and non-member states, including the Vatican. On the other hand, Roscamistan does not recognise the State of Palestine, the State of Israel, the People's Republic of China (PRC), Kosovo or the Tibet Government in Exile. The nation has also good ties with the Free State of Östruck and the East Galwegian Socialist Republic.

Military

The flag of the National Armed Forces of Roscamistan. It represents the four cardinal directions, north, east, south, and west.

The Armed Forces serves as the collective military force within Roscamistan. It is comprised of three service branches, the National Army, the National Navy and the National Air Forcse.

The minister responsible for the administration of the Armed Forces is the Defence Secretary. The professional military head of the Armed Forces is the Chief of the Defence Staff, who is simultaneously the military adviser to the President of Roscamistan in Armed Forces matters. The President also appoints the commanders of the three individual branches on the advice of the Chief.

Local government

Local government is managed normally by president-appointed governors and administrators in the provinces and regions respectively. In provinces with devolved governments, they either have parliamentary rule, where an appoint Governor serves as the ceremonial provincial head and a Prime Minister, elected by the local legislature, holds real executive power, or presidential rule, where a directly elected Governor is the chief executive of the province, and independent of the local legislature.

Regions under some form of devolution are under presidential rule. A notable example is Oranmore, with an elected Executive Regional President is independent of the local legislature, known as the Regional Council.

Geography and climate

An example of photography of the region of Roscam, a part of the Province of Greater Roscam. During nights Roscamistan generally has less rain than during the daytime.

The climate of Roscamistan is influenced by its location in the west of Ireland. The terrain is more hilly in the far-west of Roscamistan. It is rainy most days of the year, though in recent years, the climate in summer is having less times when it is raining.

The climate of the heartlands, also known as the metropolitan provinces, is one of rain, clouds, and the occasional sunny day. In Motofia, the climate is that of the Philippines, which is a tropical maritime climate that is usually hot and humid. The Province of Audoù-an-Arvor lies within the north temperate zone, with similar climate to Cornwall.

Economy

The economy of Roscamistan is run on a mixed economy model, with the official currency being the rosso, created by Fearghas MacLochlainn in collaboration with Thomas Jacobs. It is set against the value of the pound sterling, though the euro is used more than the rosso. There are proposals to change the name of the rosso to the Roscami rand.

The most important official in the National Government responsible for the economy is the Secretary of State for Finance, known for short as the Finance Secretary. The Finance Secretary is responsible for the distribution of limited resources in the state in every budget. The Ministry of Finance is the department that the Finance Secretary heads.

Culture and media

The culture of Roscamistan is primarily Ireland-centric, with high emphasis on the Irish language in regards to resident citizens. Catholicism also plays a large role, with Catholics making up a majority of citizens, and Christian crosses featuring in multiple areas of politics and society. Media is dominated by the Galwegian News Network, owned by Thomas Jacobs.

The official discord server, Roscamistan@Discord, is the primary social-media network for the nation. A WhatsApp group chat also exists for older resident citizens. Priviously the Cabinet would meet over Snapchat groups, though this practice was discontinued after the introduction of the discord server.

Eras

Era Length of Era Time Notes
Prehistory c. 500 AD - 18 February 2021 1,521 years, 48 days The pre-history of Roscamistan is considered to have started when the Roscam monastery was constructed. The prehistory of Roscamistan is said to have ended in 18 February 2021, when the Republic was established.
Founding era 18 February 2021 - 15 March 2021 25 days This era was marked by the foundation of Roscamistan, and it being dominated by founders Culann Burke and Thomas Jacobs, with them becoming Vice President and President respectively. This era ended upon the return of Thomas Jacobs to school after a minor lifting of COVID restrictions.
First Golden age 15 March 2021 - 23 June 2021 100 days The First Golden age was marked by the high rise in activity following people in President Jacobs's school. Notable people in this era included James Irwin and Dean Merritt. The era was also marked by the May 2021Coup, which removed Jacobs from power, and put Irwin in power. The era ended when Irwin resigned from the office of President. The era also saw the creation of the two most important provinces, Greater Roscam and Mervustan.
Great Roscami summer 23 June 2021 - 1 September 2021 70 days The era was marked by the beginning of the Second Jacobs Cabinet, and new people joining after the first golden age. Katherine Keadivich became the most important woman in the state, serving as Foreign Secretary. It was also the time when Adam Flannery joined. The era ended after President Jacobs returned to school.
New School Era and the Senatus Paramount Ultimatum 1 September 2021 - 30 December 2021 121 days The era started after Jacobs entered his new school a few days prior. In the start, the Cabinet had gone inactive, along with the Vice President, Culann Burke. First Secretary of State Adam Flannery was seen as de facto deputy to Thomas Jacobs. Ludwig Collins also joined, and became Chief of the Defence Staff of the Defence Forces. Later on in the era, the 2021 resignation of Adam Flannery occurred, and Culann Burke resigned as Vice President, with Flannery becoming the Vice President. The era came to an end after Ludwig Collins was removed from his positions by Adam Flannery after the founding of Ballinfoyleburg 12 days prior. Notable retirements/inactivity include Evan Irwin, Dean Merritt, and David Moore becoming retired, and Tadhg O’Regan going inactive.
Post Senatus Paramount Ultimatum 1 January 2022 - 18 February 2022 48 days The era starts after the removal of Collins, and the surrender of temporary absolute power by Adam Flannery back to President Jacobs. It was also the era where Jacobs announced he would not run in the presidential election, making Vice President Flannery the favourite. By late January, Collins had returned, with the position of Finance Secretary. The province of Motofia was established near the end of the era. On the eve of the closing of the presidential race, Flannery became President-elect.
Transition era 19 February 2022 - 19 March 2022 28 days This era was the shortest since the foundation era, and represented a time where many reforms had to take place, in order for Flannery to assume the mantle of a more polished system. Ludwig Collins became Governor of Galway City. By the end of the era, it had become apparent due to Flannery's inactivity, that First Secretary of State Culann Burke would have to become Acting President.
Second Golden Age 20 March 2022 – 5 September 2022 169 days This era opened with Culann Burke as Acting President, and a day after its start, Jacobs as Vice President. Later on, Jan Kotoński, with help from Thomas Jacobs, committed a coup against Burke, instituting an Interim Military Administration. Kotonski left office after Adam Flannery was inaugurated as President. The bicameral National Assembly was also filled, as the Chamber was elected and the Senate appointed, with the passing of a bill a week later. The era is also marked by the de facto control of Jacobs over administrative work. Audoù-an-Arvor was also added to the republic. A coup on 11 May 2022 called the 11 May Movement removed Flannery from his office, replacing him with Thomas Jacobs. Jacobs held a presidential election on 10 June 2022, winning by a landslide.
Age of stagnation and decline 5 September 2022 – 6 January 2023 123 days This era begins with the major figures in politics returning to school. The Chamber of Representatives opened its third term on the 3rd of September two days prior. The legislature as a whole began to go stagnant, along with provincial governments. On 26 September 2022, King William Brown of Terredepaix stepped into Roscamistan, after getting back into contact with its current president, Thomas Jacobs, to hopefully help it out of this era of stagnation and decline, as his main goal in the Micronational community is to help micronations grow and thrive. The Motherland Front and the Democratic Action - The People’s Movement would be founded in this time as well, weakening the hold of Republican Bloc as a whole. This era ends on 6 January 2023.
Age of National Revival 6 January 2023 - present 10 days This era begins with the announcement by Thomas Jacobs saying he would retire in June 2024, and him going onto begin with provincial elections. The Provincial Government Act, proposed by Jacobs, passed the National Assembly and formalised and standardised the provincial governments. This era needed when the 2023 Roscami coup d’etat failed and forced Thomas Jacobs, a coup leader to resign.
Age of Rebirth 16 January 2023 - present 148 days This era begins with the announcement of transfer of power to Ali Farrokhzad by Jacobs after this coup alongside Matthew Tonna failed to succeed. Jacobs would then retreat to the Roscami Government in Exile, an organisation dedicated to the democratic and peaceful return of Jacobs. Jacobs would return, and the leftist opposition removed. This era has not yet ended.

Notes

  1. Roscamistani is informally used by non-citizens and citizens alike
  2. This status is due to the common consensus of the East Galway 4, a group that comprise the leaders of the 4 nations
  3. Burke didn't go to the same primary school as Thomas, so he only was alerted after the school day ended
  4. At the time of the coup, the Irish government made it that in primary schools, the people in the different classrooms in the years had a staggered schedule, meaning the people of the other sixth class didn't know the coup was even happening, as they couldn't meet up with the pupils in the other classrooms while in school hours. The rule has since been removed
