The Socialist Federal Republic of Nemkhavia (nkh: Pobhlac Conaijam Sosijala Nemkhavhija, ga: Poblacht Chónaidhme Sóisíalach Nemcabha), the Second Republic or simply 'Nemkhavia' as it is more commonly known, is a micronation located in and near the City of Dublin, Ireland. Founded 31 July 2009, it was created by Nemkhav leader Marka Mejakhansk as a homeland for the Nemkhav people. It is the legal successor to the Republic of Nemkhavia, and is the second incarnation of the Socialist Federal Republic.

Nemkhavia has held a very prominent position in socialism in the MicroWiki Community, counting among its close friends and allies the Federal Republic of St.Charlie and the Slinky Empyre The state is under the leadership of the League of Communists of Nemkhavia, at although it is not a single party state, popular support for the League means that opposition in the state is generally confined to within the League.

For its entire existence, the Nemkhav nation has been under the leadership of Marka Mejakhansk and a cadre of politicians. Dubbed 'Tjisna Marka Velji', or 'Chief Marka The Great' by the people of Nemkhavia, he has been leading with a mandate since the founding of the nation. His politics, dubbed 'Mejakhankism' internally, have seen Nemkhavia avoid wars as much as possible and prosper as a level-minded mediator in micronational affairs. The nation has become active in the community, holding a seat in the Organisation of Active Micronations and the Grand Unified Micronational.

History

The nation of Nemkhavia was founded on July 31, 2009, by Mark Meehan. It was established as an Imperial Republic, with an elected Empress as its head. In the weeks after its founding, newly elected Premier Meehan sought diplomatic relations with other states. At this time, Nemkhavia met its greatest friend, the Slinky Empyre. Its leader, Kyng Fyrst, and the Premier worked to bring the two nations together. On August 18, 2009, the Empyre established the Eastvale Department in Nemkhavia, with Meehan as its Vyceroy (leader). The Constitution of othe Republic was enacted on August 22.

On the 28th of Auguest 2009, the Imperial Senate voted to accept the Nemkhav Federation Bill 2009, which established the current incarnation of Nemkhavia, the Nemkhav Federation. Nemkhavia celebrated its first full month as a nation on August 31, the occasion being marked by the Premier in his well-received August 31st Speech, in which he encouraged Nemkhavs to face the future united.

On the 1st of November 2009, the Nemkhav Defence Forces announced the successful completion of Operation Lantern. The Operation had been put in place to defend the Federation and its people from outside incursions during Halloween.

On the 27th of November 2009, the Federal Senate voted to dissolve itself to allow for the creation of a Kingdom of Nemkhavia. Since the line of Kings of Nemkhavia is long lost to the annals of time, the Senate voted Premier Mark Meehan into the position.

The Dark Months

The Dark Months is the name which has become known to the people of Nemkhavia for the months of November and December 2009. During this time, much change and upheaval took place. The transition from Federation to Monarchy, though it was decided by the people, had far reaching consequences. Mark Meehan, thrust into the position of King, found himself with the fate of his people in his hands once again. It was clear that a strong, clear decision had been made. The future of the nation had to be decided once and for all. The King brought about a ballot, the Vote on the Nemkhav Nation 2009 in order to get the people's final decision on the issue of Government,

The Christmas Revolution

The Christmas Revolution took place on the 14th December 2009, when the people of the nation voted to create the Socialist Federal Republic. Nemkhavia had gone through a turbulent period, which was later discovered to be a plot by conservatives to overthrow the Government. A new political force came to the fore after the vote to end the monarchy, made up of the old Nemkhav People's Party and other small groups of a socialist. These groups decided to come together to form the League of Communists of Nemkhavia.

The Conservative Plot and the Trial of the Traitor

On December 20, 2009, the trial began of the leading Scholar implicated in the plot to overthrow the Government. The plot had been masterminded by one of Meehan's former allies, Corin Sterask. Sterask, who had been the Master of the Library of Nemkhavia had planned to overthrow the Government and establish a dictatorship. He had stirred interest in Monarchy by spreading information to the people indicating that it would be the best course of action for the nation to take, given the situation it was in. The people voted in their numbers, and the then Premier agreed. The final part of the plan was to paint Meehan as a dictator himself, and have Sterask himself offer to topple the monarchy in the name of the people. With the sweeping powers he could have achieved had these lies caused a revolt, he would have proclaimed himself overall leader and banish the opposition. Meehan and his associates were on a list of people to be ejected from Nemkhavia.

When the trial took place, Sterask offered no defence and was quickly found guilty of Treason and Terrorism versus the State. He was found guilty and expelled from Nemkhavia, denied the right to call himself a Nemkhav forever. As he left, Colonel Ben Pzacman, Minister of Defence and Justice, turned his back on Sterask in a symbolic show of disgust. Many joined him in this act, including the other MFA's and the President himself.

The Rebirth of Stability

With the traitor expelled and the question of the nation resolved, Nemkhavia entered a new period of stability. Since November, the nation had been unable to focus outwards on international relations as it may have wished, because of the tension and uncertainty within it's own borders. Since the SFR Nemkhavia was created, relations have been founded with new nations, at a pace unheard of since the early growth of the nation in August. Mark Meehan's popularity rating has soared and the LCN's place in the nation has been cemented. The Nemkhav people look to the new year with high hopes.

The People Speak

On the 14th of January 2010, the people went to vote in the January 2010 Nemkhav General Election. It was the first election in the history of the nation to be contested by two political parties, namely the League of Communists of Nemkhavia and the Green Party of Nemkhavia. The League had been the only political force in the nation, not due to a law asserting that fact, but because there simply had been no organised opposition, only Independents. The Greens gained seats in the provincial areas, while the League kept it's powerbase in Greater Nemkhavia. After this election, the Government was finally complete. Sir Mark Meehan had led the people to an election and his party to large success.

Nemkhavia in the SUNP

On January 31, 2010, Nemkhavia entered into Union with the nation of Pristinia, forming the Socialist Union of Nemkhavia and Pristinia. Nemkhavia enjoyed equal status in the Union, with Sir Mark as General Secretary of State of the Union. The SUNP weathered many storms, becoming a well known voice in the community and the Organisation of Active Micronations. As part of the League of Liberal Leftists, Nemkhav politicians held a strong voice.

The New Republic

On the 13th of March, 2010, the Nemkhav people left the SUNP, in protest to the rise of the new Authoritarian Communist Party. Sir Mark Meehan and the other Nemkhav leaders saw this as contrary to the interests of the Nemkhav people, and so withdrew from the Union, to form the Republic.

Return to Communist Rule

After the debacle that was the SUNP disintegration, the Nemkhav Government began to seek alternative ways to ensure Nemkhavia's survival. It had been considered that joining the St.Charlian Commonwealth would be an acceptable solution, and steps were taken towards that end. During this time, intermacronational tensions were rising due to Erusia's dislike of the Commonwealth. It was decided that Nemkhavia would pull away from the idea,not for the pressure of Erusia but because a better idea had been decided. The Socialist Federal Republic was brought back to life at a meeting of all the old leaders in the Old Palace, Astor Impora, albeit with a few changes. The old post of President of the SFR was replaced with the Presidium of the Socialist Federal Republic of Nemkhavia, a collective leadership.

Geography

The SFRN is based in the promised land of the Nemkhav people, which is situated within the bounds of the Republic of Ireland. The climate is temperate, with grassy plains making up much of the territory of the Socialist Republic of Nemkhav-Skajacka and the nearby Eastvale Department (Slinky Empyre). The terrain of the SR Cooley is much the same, made up of grassy plains and forest. SR Cooley also has a fast flowing river along its boundaries with the Republic of Ireland.

Federal Government of Nemkhavia

As stated above, Nemkhavia is a Socialist Federal Republic. It is made up of two Republics, two Provinces and one Automous Colony. The Head of State is the President of the SFR Nemkhavia. The Prime Minister is the Head of Government. Each Socialist Republic elects a President and Prime Minister, in a scaled down version of the Federal Government.

The Head of State position for Nemkhavia is divided into a Collective Presidency, made up of the three heads of the state of the constituent Socialist Republics. These three people then elect a spokesman to serve as the overall leader of the State. The Presidency acts as one, with decisions requiring all three signatures. Any of the three members can represent Nemkhavia abroad, but it is usually the President of the Presidency that deals with foreign affairs. The three members open and close Parliament sessions, and the Ministers must offer them their resignations when they wish to retire. The current members of the Presidency are President Stefan Anjacka of Urkhavsk, President Ben Pzacman of Bosja and President Mark Meehan of Nemkhav-Skajacka, with the Skajackan leader acting as President of the Presidency.

The Prime Minister is the Head of Government of the SFR. He/she presides over Parliament and acts as a second-in-command to the President. He/she has wide-ranging powers including presiding over the House of Deputies, appointing and dismissing Ministers to and from their posts, and ensuring that Parliamentary Sessions are carried through. He/she is generally the head of the largest party in Government.

The Federal Assembly of Nemkhavia

The Houses of Parliament are the two voices of the people in Nemkhav affairs. There are two houses, the House of Republics and the Federal Assembly.

The House of Republics and Provinces is made up by members elected from the areas of education, economics and politics in each Republic. They are generally qualified in their field, and work as advisors to the lower house by reviewing legislation before it becomes law. It can return bills to the Federal Assembly twice.

The House of Representatives is made up by elected representatives from all the Republics. It is by far the most powerful organ of Government. These men and women are tasked debating matters, drafting and voting on bills to be passed to the upper house, and generally making sure that the voice of the people is heard at all levels of the Government.

The House of Deputies also holds the Council of People's Secretaries, with each member having a portfolio of Government:

Demographics

Religion

No one religion is recognised as 'official' by the SFR's Constitution. All religions are treated equally, and each person living within the borders of Nemkhavia (citizen or otherwise) is guaranteed complete freedom to practise their religious beliefs as they wish to. Currently, the SFR's inhabitants are 100% Catholic Christian. It is estimated that one quarter of the population are practicing believers.

Language

There are three languages that are used in the day to day life of the Republic: Irish, English and Nemkhav. English is the common language of the area, and so is the first language of the Nemkahav people. Irish is on an equal footing, because Nemkhavs do not forget their Irish heritage. They feel themselves to be a people within a people. Finally, the lesser-known Nemkhav language is the least spoken but most observed language. It is a mixture of Irish and Slavic.

Law

The SFR's Constitution guarantees its citizens their fundamental human rights, no matter what the case. The Federal People's Court of Justice is the highest organ of the state when it comes to matters of the law. Civil Law is the legal system that is observed in Nemkhavia, with all laws being related back to the Constitution. The Judges are tasked with upholding the law, and interpreting the Constitution in each individual case, but they may not make law themselves. If a new law is to be introduced, the Government must first pass it by majority vote, then it is sent to the Court of Justice. The highest judge in the country, The People's Justice (known as the High Justice unofficially), will then make a ruling on whether or not the new law is constitutional. If it is deemed to be acceptable, then it is sent to the President for his/her signature.

Referendum

The Presidium may, if petitioned by one third of the House of Deputies and one third of the House of Republics and Provinces, refer a new bill to the people for a referendum.

People's Chief Justice of the Socialist Federal Republic

This office is the highest position in Nemkhavia's judiciary. He/she is the most experienced judge in the nation, presiding over such matters as new laws and amendments to the Constitution. This position is currently open.

Administrative Divisions

The SFRN is a Federation, and is divided into Republics. They are styled 'Socialist Republic', and have the right to form their own Governments within the Federal Structure. The League of Communists is represented in each republic by a branch of the overall party. The Republics have a level of autonomy which allows them to pursue economic goals specific to their region, within the bounds of the policy of the SFRN.

Bosja is the largest Republic of Nemkhavia, consisting of most of the nation's territory. It is the most heavily populated and it contains the most amenities, including the Church of Christ The King, Sierja Shopping Centre and the Sjamus Coljan Secondary School.

Socialist Republic of Nemkhav-Skajacka

Nemkhav-Skajacka is the central Republic of the Federal Republic, and the place which holds the Central Government. The Nemkhav capital, Astor Impora is located within its bounds. The majority of the Republic is devoted to the Government.

Socialist Republic of Urkhavsk

Urkhavsk is one of the most northerly Republic in Greater Nemkhavia. It is made up of a National Park and it's facilities, and is one of the most visited places in the nation.

Socialist Province of Lestaja

Lestaja is the second of the country provinces. It is made up of countryside and rolling hills, with the summit of Mount Katerinja giving a commanding view of the Republic of Bosja. It is very sparsely populated, and it is a very popular tourist part.

Socialist Province of Cooley

Cooley is the most northerly Province. It is famous for the Makjeviscka National Park. It is made up of forest, and the fast flowing Clearwater River.

League of Communists of Nemkhavia

The League of Communists is the current ruling party of the SFR. It is the only party in the nation currently, but it is not bound by law to be the only party. It currently makes up the entirety of the Federal Government and that of the Socialist Republics and Provinces.

Military

Main article: '''''Nemkhav Defence Forces The SFR Nemkhavia practices a policy of peaceful existence. It is a nation of people who devote themselves to the arts, and peaceful persuits. That said, the defence of the nation is of prime importance. Currently, the Nemkhav Defence Forces is the main defensive organisation of the Kingdom. It is not a standing army, but an irregular force comprised of ordinary citizens. The Army is only called up in times of the gravest need, and the call up must be accepted by the Government.

The Socialist Republics do not have the right to establish military forces of their own. The SFR sometimes calls on foreign mercenaries to carry out the defence of the nation alongside the Defence Forces, but this is only done in times of great need. Forceful defence will only be called upon when all other methods of negotiation have failed.

The Defences Forces are divided into two branches:

  • Nemkhav Border Service (Irish: Seirbhís Teorainn Nemcabh, Nemkhav: Servis Teoranna Nemcavh)

Police

National Police

The National Police is the main police force of Nemkhavia. It is charged with the day to day enforcement of Law and order. It is an unarmed force, in line with the government's 'Policy of Peaceful existence'. It is based in Astor Impora.

Independent Intelligence Service

The Independent Intelligence Service (known as 'The Eyes') is the SFR's main civilan security agency. It is responsible for obtaining and reporting intelligence to the Government for the purpose of national security. It is a fully civilian agency, separate from the NDF and the National Police. Its employees are usually drawn from the world of IT. The IIS Centre in the Old Palace is the headquarters of the Service.

Foreign Affairs

The Nemkhav Government is always working to establish foreign relations with any nation who is willing. There are some criteria for nations who wish to become friends with the SFR. Nations must respect human rights and equality in every walk of life, and must not discriminate on any basis whatsoever.
