This nation is a member state of the Union Against Micronational War and the Konmalehth

Pacem (English: pasɛm), officially the High Empire of Pacem (Irish Gaelic: Ard-Impireacht na Pakem) was an empire founded originally on 6 June 2015, and officially re-branded as a high empire on 15 December 2018. It was lead by its founder and leader High Emperor Nick Kaos l as a part of the Pacemian Reign. It had a relatively small claim of 1.07 square kilometers of which is under sovereign control of the state, located in the American state of Maryland, along with a scientific territory in the Indian Ocean. The empire was a sovereign, self-governing territory called a micronation by most outside observers, and could be seen as an autonomous entity within the United States under its own sovereign rule.

The empire had gone through many different stages of history. It started out as the Republic of Abies from 6 June 2015 to the January of 2016. Changing the system of government from a republic to a monarchy, and it began presenting itself as the Galactic Empire of Pacem. After several months remaining in a simulationist mindset, eventually, the government dropped the title of 'galactic empire' and begun the long lived era of the Empire of Pacem. Lasting from May 2016 to the June of 2017, making it one of the longest lived incarnations of Pacem at an age of 13 months. On 20 June 2017, Pacem joined the Queendom of Wind River and, later on, the State of Larsonia to form the Federal Empire of Aarbaro. This would only last until 14 November 2017, however, when Pacem became an independent kingdom. On 15 January 2018, the kingdom changed its name to the Second Kingdom of Pacem, and then changed its name to the High Kingdom of Pacem on 19 September 2018. On 15 December 2018, the name was changed to the High Empire of Pacem.

The empire was defined to be divided in between states, of which in on themselves are divided into whatever is seen fit by those kingdoms. Pacem was divided into two kingdoms with two registered towns. The Kingdom of Carnegi acts as the home of the capital town of Carnegi, and is considered the seat of the empire. Each kingdom was led by a Monarch that belongs to a recognized royal house due to past ruling in micronations or due to real-life royal connections. Each state was given proportional representation in the Senate, currently with 1 Senator per state. The structure of the empire's government was very similar to that of the United Kingdom and the United States in both government and economy, mainly due to the influence caused by the location of Pacem. There had been numerous attempts in the past to attempt and make the government more similar to fictional governments from Star Trek and to continue the expansionist ideals of the Romans. The empire was currently as a serious simulationist micronation, of which acts as if it were a functioning nation, however, has no plans to secede from any United Nations member state. The main goals of the nation have been to promote expressionism and providing individual freedoms for all people.

Pacem scored a 3 out of 5 on David's Micronational Potential Index and a 4 out of 6 on Freayth's System of Classification.

Etymology

Pacem is derived from the accusative form of the word "peace" in Latin. This was chosen because when the nation was in its early stages of formation, it was believed that Pacem would never have wars in its history. After the Republic of Abies, Pacem was called the Galactic Empire of Pacem due to being a simulationist, planet-claiming nation, then called the Empire of Pacem due to a change in the political style of the nation. It was formerly called the Kingdom of Pacem as a show of the government system placed by the Federal Empire of Aarbaro, but now is called the High Empire to continue the legacy of the Empire of Pacem.

History

Early History

Pacem officially started on 6 June 2015 as the Republic of Abies, a simulationist dictatorship led by Nicholas Kaos. Formed out of boredom in his grandmother's basement, he was soon to claim the entire property and a local park across the street, starting the first incarnation of the Town of Con, at the time having no official name, but was generally called the "Old Territory." Claiming 7 citizens, he appointed his mother Heidi Tenebaum as the Vice President of the nation and Meghan Tenebaum as the de jure Head of Government. However, this was more used to attempt to cover up the fact that Nicholas controlled absolutely everything in the country. Seeing that many respectable nations had many citizens, the pet fish Obie in the newly formed Administrative Territory of Carney and "appointed him" as the Minister of Animals and Environmental Protection, of which was solely controlled by the fish, but of course, had no activity. When territory in Carney was claimed, the stepmother and father of Nicholas became residential citizens and the current co-mascot of the nation Kona became the newest citizen. But soon, the simulationist state did not do so well, as it was seen as ridiculous, and a useless dictatorship. This caused the Abiean Civil War, of which Meghan & Heidi Tenebaum rebelled under the Kingdom of Shoplandia. After two physical battles, the federal government won, but spread out power a little more in the nation and ditched animal citizenship. This was the closest Abies came to secessionism, however, this was never truly achieved. As sometime in July, simulationism was starting to peak once again.

During the month of July, Nicholas and Heidi agreed to declare war on the former inspiration of Abies: the Kingdom of Lovely. It was the president's naive opinion that Lovely's king, Danny Wallace I, had mistreated his citizens, as Nicholas believed he abandoned them without anything to support them. Contacting a proclaimed faction of Lovely, Abies was met with hostile threats about the idea about the nation, and Abies proceeded to commit cyber attacks on the faction. However, when Nicholas came to his senses, he discussed this issue with another Lovlian, and the issue of being abandoned was cleared up. However, the conflict was never ended with a treaty and was seen to have finally ended when Abies turned to Pacem. After this, Abies didn't do much. At one point, the fake cult of Kaosism was formed and led by a made up individual commonly known as X, who succeeded the fake territory of Mysteria to Abies. This soon fizzled out, however, but did have a structure of gods and spirits, such as worshiping he Creepypasta character known as "The Rake" as a demonic spirit. After months of general inactivity, a nation declared a state of war on Abies, but after a while was not taken seriously, and soon the very brief conflict became known as the Troll War. It was only one email sent by the president to act as an offensive move but was not responded to.

But from the December of 2015 to 26 January 2016, Abies was without a centralized government. There are two local theories why this happened, and both involve a shooting at the president with a BB gun. The president and vice president claim it was an act of terrorism by the lower class to revolt against the pseudo-dictatorship still in place. However, the lower class claims that they shot at him in order to simply get him on his feet. To this day, the reasoning is still disputed, but not many care anymore after nearly two years. After this uprising, the government saw a radical change to an absolute monarchy, with Nicholas now acting as the emperor. Previously, Abies had dozens of alliances with many nations, but only relations with the Aerican Empire and the Kingdom of Bedroomia. This new empire was still simulationist and had a very immature looking flag with several copyrighted symbols on it. Nicholas started drafting a constitution, seeing that many nations were democratic and some opposed to absolute monarchies. Soon, a Dale Eddiker became a citizen, and designed the infamous "Imperial Star Banner." Also around this time did Pacem make a very important alliance with the Duchy of Hodiny, of which had very similar ideologies to Pacem later on.

On 25 April 2016, Pacem started to become much more serious. The adoption of the "Imperial Star Banner" led to much more respect from community members, as the flag looked much more professional rather than a childish piece of art. Soon after this happened, the title of "Galactic Empire" was changed to "Empire," which included dropping the planetary claims previously held. This was in part to Nicholas realizing these were useless claims, and seeing that space is equal ground for everyone. Finally, Kaosism was thrown away, and a beta constitution was written a long side the official Declaration of Independence. This marked the end of Pacem's Early History, also called the End of the Simulationist Era.

Beginning of Secessionism

The official end of the Simulationist Era occurred on 25 April 2016, when Nicholas Kaos officially dropped the title of Galactic Empire to Empire, signifying a wish for a more serious government, and nation as a whole. Animal citizenship had been completely dropped by now, along with the stories of occurrences in the siumlationist government Kaosism. However, unlike most serious nations, micronational war was not completely disregarded, as this secessionist mindset partly came from the Somali Haiti War. This was a somewhat physical and mostly digital conflict between the allied nations of the Greater Newmerican Socialist Republic (GNSR), Duchy of Hodiny, Confederation of Renfrew, and the Empire of Pacem against the Somali Haiti Republic and the United Soviet States of America. This was on the terms of Somali Haiti attacking the GNSR, and with recently signed treaties between Hodiny and Pacem, started minor physical conflicts and major digital conflicts. The Pacemian military group working on the conflict, the Pacemain CyberForce, claimed to have hacked several Somali Haitian computers, with the confirmation from both the GNSR and an ambassador from Somali Haiti. These sorts of conflicts lasted until 3 June 2016 when both Hodiny and Pacem agreed to step out of the war due to the controversy surrounding it, along with the nearing end of the conflict. This was a decision made by the Imperial Senate of Pacem by unanimous vote, and the order was carried out at 2200 UTC on 3 June 2016. Only 3 days later did the war officially end, however, skepticism rose. Many posters originating from GNSR sources were found to have been created with terrible photoshop, and some sources claiming most of these were stock photos. Nicholas Kaos officially announced a message of apology to the entire MicroWiki community on its childish behavior during this period.

During this time was also the 1st anniversary of Pacem, signifying a middle point in the region. This came with the joining of the Kermadec Union, of which was an organization that promoted secessionism in micronationalism, and worked as a political, economic, and cultural union. This also, however, received a great deal of criticism, due to true secessionism not being held high in the community at the time. However, it gave the start of the Aarbarian-Pacemian economy, with the predecessor of the Pacemian Imperil, the Kaos Imperial, had it's beginnings. However, due to the lack of use of a currency in Pacem, the currency flopped, and wasn't revisited until the days of Aarbaro. The end of this stage in Pacemian history tends to be seen when Nicholas started investing in his social life, eventually putting micronationalism in the back of his mind. However, in the January of 2017, Nicholas attempted at micronationalism by creating a new kingdom, nearly signing up under a new user on the MicroWiki Forums, however decided against it.

Aarbarian Era

On the 20 June 2017, Nicholas Kaos and Ava Neasa formed the Federal Empire of Aarbaro, and transferred the Empire of Pacem power to Artemis under her rule as Empress. Pacem became a federal kingdom under the Empire, and has the ability to have near full autonomy, but guidelines set by the Treaty of Dec, which was what formed the empire, restricted the activities of the Pacemian government. Diplomatic relations were originally not allowed, however, the Empress has allowed individual states to make separate trade and military agreements in order to allow more states right to please the people of the various states. However, the treaty enforced open borders between federal states, along with a shared currency. This caused no problems in Pacem, as open borders caused no problems due to distance-based restraints, and the currency formerly used in Aarbaro is Pacemian in origin.

During this time, Pacem started to structure a government unseen in previous incarnations. First came King Nicholas Kaos appointing Duke Stephen Freayth as the official Prime Minister, soon after he had become a citizen of the country. Nicholas appointed him on 13 July 2017, giving him partial power over the government and being the head of the Advisory Council. During this time as an Aarbarian state, Pacem became much more influential in the micronational community. Pacem emerged as a leading secessionist state to get Pacem and Aarbaro to macronational standards, and became a major player in organizations such as the Konmalehth and several incarnations of the Kermadec Union.

Starting on 14 November 2017, Pacem started pushing for independence, after an agreement of the Advisory Council. On 16 November 2017, Nicholas Kaos officially signed the declaration of independence. On 21 November 2017, Ava Neasa, the empress of Federal Empire of Aarbaro, officially made a decree allowing Pacemian independence. Nicholas Kaos remained King, as well as keeping Stephen Freayth as the Prime Minister. The kingdom remained in the Konmalehth, as well as keeping the Pacemian Imperil as its currency.

Revitalization of Imperialism

After the end of the Empire of Pacem on 20 June 2017, Pacem ceased all imperialistic motives and focused on sustaining the Federal Empire of Aarbaro. However, after independence was gained once again on 14 November 2017, plans were made for a possible reconstruction of the Imperial throne, however remaining a kingdom. From 10 January to 14 January 2018, the King Nicholas Kaos contemplated beginning a absolute monarchy in order to deal with inactivity to progress the process of the nation. On 15 January 2018, this was officially done so in a declaration by the King to the Pacemian Hangout Discord server where the Emperor stated the creation of central authority upon himself for the entire nation, and pushing for a more Norse and Celtic based nation.

Through this period, Emperor Kaos began to work once again with Suzuki Leōcor on the re-formation of the Kermadec Union. On the 10 May 2018, the two began working on trade with the Empire of New Providence, talking about trade with the use of the previously theorized "Kollar" in order to appeal to the community in the case of the secessionist organization. On the 11 May 2018, Kaos started working on increasing the technological advancement of the country, first telling the community about this plan on 28 April 2018.

On 13 May 2018, the Second Pacemian Constitution was passed by Emperor Kaos in order to create a basis laws to be passed in the empire.

High Monarchy

On 5 October 2018, Pacem passed the Ri-Bunreacht and changed its name to the High Kingdom of Pacem. This was mainly due to Pacem becoming a protected state of the Abeldane Empire through the signing of the Treaty of Carnegi, signed in order to improve the relations between the two nations, as well as open more opportunities to each of their citizens. The Ri-Bunreacht was a complete redo of the recently passed Pacemian Constitution of 2018, notably changing the cultural aspects of Pacem from a traditional kingdom to one based on elements of science fiction. The Ri-Bunreacht was eventually declared not the official legal code only thirty-eight days later in an Imperial decree made by Emperor Nicholas.

Brought upon by Major Governor Freayth on the 1st of December, the kingdom officially lost its ideals of secessionism and instead turned towards simulationism by promoting meme culture throughout Pacemian society and government. The first of these changes started with the passing of Declaration I, which officially made the government comparable to the humour of Reddit, such as with Senators being given the formal title of 'Muh Dude' and the Monarch being called 'Their Royal Dankness'. On 15 December 2018, the kingdom re-branded itself as the High Empire of Pacem. Many Pacemians took the news well, and it received national support from all citizens at the time. With the Senate reestablished during these reforms, Emperor Nicholas announced the second-ever senatorial election. This ended a nearly two and a half year period going back to June 2016 during the time of the Empire of Pacem. This eventually spawned the first two political parties since June 2017, the Sans Party of Pacem and the Tracer Party of Pacem, made to reflect the humour Pacem was now built around.

End

On 28 July 2019, Emperor Nicholas shared his wishes to dissolve Pacem due to issues with activity and due to Pacem needing to be left behind for something better to take its place. At 0114 EST on 29 July 2019, the Pacemian Discord server was officially deleted, marking the end of the micronation officially.

Government and politics

Pacem was a rotational constitutional monarchy led by the Monarch of Pacem, who also serves as the Monarch of Carnegi and was labeled as the primus inter pares, or first among equals. The laws and rights of the people wrere based upon acts written by the Senate and by the Monarch. These laws were written informally through the Pacemian Senate, where all laws passed form a collection of standards for the entire empire. While the government acts as an absolute monarchy, the Monarch may divided their powers among the people in a government formally named the Imperial Government and controlled all matters of the national government and that of incorporated states and territories.

Government

Working as the Head of State and Head of Government, the Monarch carried the right to all executive, legislative, and judicial power within the empire, however other parts of the government also hold these rights. The Monarch had the right to create or dismiss any imperial governmental bodies that work under their reign. These governmental bodies may taked on the power granted to them by the Monarch and may be dismissed as easily. The Monarch may also employed the Major Governor to perform duties such as handling diplomatic relations, taking legislative power, and declaring war upon other political entities. The Monarch was treated as any normal citizen within the empire, excluding the powers they use to lead the nation. The Imperial Prince was the de jure second-in-command to the Monarch and mainly acted as an advisor on political activities.

Alongside the Monarch was the Imperial Government, which is divided among workers directly under the administration of the Monarch, the National Court, and the Senate. The National Court was the judicial government body, and works on all federal and civil cases. The National Court was led by a judge called the High Judge, who was appointed by the Monarch. The legislative body of the empire was the Senate. The Senate was made up of directly elected individuals called Senators. All sectors were granted one seat in the Senate per three citizens, while all colonies are given one seat per five citizens.

The government of Pacem scores a 3.75 out of 5 on Matthew's Democracy System of classification, making it moderately democratic.

Foreign Relations

Pacem maintained and established diplomatic relations through the Monarch. The empire maintained relations with few states, but mainly interacts with the Abeldane Empire and Commonwealth. The empire participated in organizations such as the Konmalehth, working with other nations to better the whole, and the Union Against Micronational War to spread peace in an active community during violent periods of history. The empire had four official allies through treaties, being the Aarianian Union of North America, Sunþrawegaz Kuningadōmas, the Kingdom of Jupiter and Greater Territories, and the Abeldane Empire and Commonwealth. Abelden had by far been the most important ally to Pacem. As it currently stands, Pacem was in a political union with Abelden that allows entirely free travel between the two nations, shared politics, and shared citizenship of Pacemian citizens into Abelden, who are given territorial residency in Alenshka.

Much of the diplomacy Pacem acts upon was done through the Konmalehth. The organization was originally formed with Pacemian diplomacy in mind, and Pacem had continued to put full diplomatic efforts into working with the other member states. So far, Pacemian ambassadors had been sent to the member states of the Republic of Helvetica and the Kingdom of Atovia.

Geography

Pacem was divided into second-level divisions called sectors, of which are further divided into districts, which were given permission to form cities and towns, as detailed by the Ri-Bunreacht. Sectors were given limited autonomy, and were not seen as fundamental building blocks to the kingdom. Sectors were able to be modified by the national government at their own will, unlike that of true federations. All laws made the national government were seen as final, and lower governments may not pass laws contradicting national laws.

Pacem was divided between two biomes, being located in both tropical ocean and deciduous forest environments. A majority of Pacem is subject to high precipitation and strong tropical storms during the months July through November, causing flooding and damage to the land.

Economy

Main article: Economy of Pacem

The economy of Pacem was based upon a unique blend of a market and command economy, of which people were able to buy and pay for anything they wish, however, due to the size of the workforce, there was much government intervention on a corporate level. One company is called the Quo Times Broadcasting Coporation, which is a multimedia producing organization which specializes in the writing of books, the making of images and movies, and software coding. These products were mainly exported to the Kingdom of Coria, Kingdom of Jupiter, the Federal Empire of Aarbaro, the United States of America, and the United Kingdom of Great Britain and Northern Ireland in the past. Since Pacemian independence in the November of 2018, the economy had become more domestic, and had been focused upon improving Pacem as a whole rather than attempting to gain capital. Beginning 13 June 2018, the domestic company Kaos Technologies had been working with the government to provide a source of alternative power for Pacem.

Culture

Pacemian culture mainly derived from European and American cultures. This was mainly from Pacem being located primarily on the North American continent, but accepting European influences, believing that the cultural standards were much better than found in America. Most dishes eaten by territorial citizens, located in the Carnegi, eat a variety of Western foods coming from various cultural backgrounds, such as cheeseburgers, tacos, ziti, and most commonly, pizza. Some Arab cuisine is also eaten, due to the heritage of several citizens.

Dress was usually either formal or very casual, with jeans and t-shirts being exceptionally popular in many regions. Despite quite warm climates, many Pacemians dress in long clothing, even during the height of summer. Culture was generally based upon that of the Canton of Kaos, with an appreciation for science fiction, fantasy, and other "nerdy" subjects often idolized. The art culture in Pacem was dependent on small handfuls of the population, but Renaissance art and modern fanart were popular subjects. Memes and Microball comics were also mildly popular.

National Symbols

All national symbols in Pacem are decided upon will of the Monarch based upon current interests of the people at the time. The national symbols may be changed several times a year, and countless times under each Monarch. New national symbols may be created at the will of the Monarch as well, as such with taking away a national symbol.

Music

Music among Pacem is highly varied, as many citizens come from different cultures. However, a majority of the population listens to some variant of rock, some popular examples of highly listened to bands are Fall Out Boy, Panic! at the Disco, and The Offspring. Rap is also popular, with artist such as Eminem, or certain rap songs from the musical Hamilton. In smaller quantities, classical music and reggae is listened to occasionally.

In the early history of Pacem, rock was much more influential. With several different individuals holding citizenship at the time, rock was much more integrated in the forms of Fall Out Boy and Led Zeppelin. Before Serene Skies, The Phoenix (pictured below) used to be the national anthem of Pacem for quite some time.

Media

The official news source of Pacem is the Quo Times. Pacem also has been mentioned in the DNSR of the Communitarian Republic and the Ërsten Times of Hodiny.

The Quo Times has been around ever since 11 July 2016, first reporting upon whether the Shorewellese Empire would be discontinued at the time, and on the first Pacemian economic reforms. Since then, the Quo Times has worked as the government's official go to for reports, and has been used by the Monarch to relay news to the greater micronational community.

Formerly, the empire was focused upon on the personal channel of the Emperor. Several of these videos reached hundreds of views, most notably that of announcing diplomatic relations, of which reached 316 views before being taken down. The idea of a Quo Times podcast has been brought up commonly, however, with the inactivity of the Quo Times as of 28 June 2018, this is seen as being highly unlikely to come by.
