Senate of Peers (New Prussia)
The Senate of Peers, formally known as The Senate of the Right Honorable Spiritual and Temporal Lord Senators of Peers, is the Upper House of the New Prussian Imperial Parliament. Those with a seat in the Senate are called Senators (SN).
Origin & History
The Senate was created vie the signing of the Constitution of the Empire of New Prussia and Imperial Decree XV.
Function
The main role of the Senate is to scrutinize, amend, approve, and reject bills passed from the House of Commons. Senators bring their expertise in specific fields of life, further improving the Bills.
Procedure
A legislative bill can be formally introduced by any member of both legislative houses, as well as by the Emperor and the rulers of the states of New Prussia, although it is more commonly introduced by House of Commons. The Lord President reads the proposed Bill and puts it up to voting. If a Bill, originating in the Senate or from the House of Commons, is approved in both the House and the Senate, it is immediately sent to the Emperor's office for his Imperial Assent or veto. If a Bill fails, it is sent back to its house of origin. If a Bill gets rejected three times, it is to be shelved and may be brought up in a new session.
Membership
Senators are appointed by the Emperor an are chosen from the Church of New Prussia, the Peerage of New Prussia and citizens with senior experience in a specific field of life. Those appointed from the Church are called Spiritual Senators and those from the peerage and citizens are called Temporal Senators and are granted the title of Baron/Baroness or (Random Name).
Lord President
The Lord President is the presiding officer of the Senate of Peers and has no set terms.
