The Sovereign Principality of Snowy Plains is a micronation claiming an area of 4.7 square kilometers. Prince Jan Aurelius I. declared independence on 7.11.2018 and became the only monarch. The neighboring state is the Unrecognized Principality of the Slovak Republic. The currency was the Czech crown. The area is not permanently inhabited and there is only one building in a very dilapidated condition. Independence is mainly based on the controversial break-up of Czechoslovakia in 1993, the SNPN government disputes this step as illegitimate and unacceptable.

The state is divided into provinces - Western Province and Eastern Province, which form a coherent whole under the jurisdiction of the monarch. One of the proposals that was supported by the cantons at the first summit of the Heads of Government is currently under discussion.

Provinces

The country is divided into two provinces - the Western Province and the Eastern Province. Shortly after the declaration of independence, the territorial unit also belonged to the province of Sněžné pláně (36 m2), which was located in Horní Štěpánov in the Czech Republic. The government is fully centralized and all these parts of the administrative division are subject to the direct government of the sovereign, currently Prince Jan Aurelie I. No further administrative division is official.

Flags

East province
West province

Each province has its own flag except for the former Snow Plain province, which copied the flag of the Sovereign Principality. Flags of other provinces are derived from this standard. The sovereign principality is represented by a tricolor - white, red and black ribbon.

The exception was the flag of the former province of the Snow Plain, which was identical to the flag of the Sovereign Principality of the Snow Plains.

Prince standart

The Prince of the Snowy Plains also has the Prince's Standard for his hair representation. Its current form is derived from the national flag and is sometimes included among the state symbols of the Sovereign Principality of the Snow Plains. At present there is no physical form.

Another planned division

A further administrative division of the state is currently under consideration. Decides over cantons or districts. Currently, the planning of the individual districts and their location is under preparation, but it will come into force only after approval of other planned territorial changes

Foreign relations

The Office of its brightest superiority is open to the establishment of foreign relations. His brightest majesty has established official relations, for example, with the Gymnasium State , most recently the Treaty with the State of Mirador. Informal relations are maintained with all OSM member states, or, for example, with Molossia.

International diplomacy is dedicated to the sovereign.

Economy

Currency

The currency was temporarily chosen Czech Koruna (CZK). The monarch plans to put into circulation his own coins and his own banknotes, but for the time being the state is not standing firmly on its feet. The banknotes will bear motives of national symbols, especially the Border Holy Bridges. The coins will probably be sorted out of copper. Currently, an investor is being sought to finance the creation of a new currency. Financial support was also pledged by the Office of its clearest Highness with its own budget.

The new currency will be entrusted to the Minister of Finance, which is currently Viscount Tomáš Zadražil. The form of banknotes will be approved by the monarch who also wants to participate in the creation of the final design.

State budget

It is a set of available funds available to the government. It is divided into two factions:

  • Government Budget: Funds under the Ministry of Finance are redistributed among government institutions. Any institute that requests it can draw on it.
  • Budget of the Office of His Most Highness: Funds under the jurisdiction of the sovereign and intended to cover specific expenses such as diplomatic missions, government insignia, administrative expenses such as printing of documents, etc.

Culture

The culture of the Snow Plains is largely dependent on the Czech Republic and the Slovak Republic. It has no specific traditions, customs, or culture that would not be adopted from abroad. It is closely linked to the surrounding towns and the region.

Currently, the following days are registered for public holidays:

  • 7.11 (Declaration of Independence)
  • 1.1 (New Year Celebration)
  • 20.4 (Anniversary of the Žandár Tragedy)

National symbols

Quince

State symbols include the Flag of the Sovereign Principality of the Snow Plains, the anthem of the Sovereign Principality of the Snow Plains (Oliver Heldens - Melody), the Border Holy Bridges (Bridge next to the Eastern Province and Bridge next to the Western Province), Motto, National Animal Irbis and National Tree - Quince. Irbis became a national animal in reference to snow (also snow leopard).

The state symbols of the Sovereign Principality are mentioned in the Charter of Rights, Freedoms and General Provisions, which have recently been amended (§001e1-5 LPSOU). It is possible that the LPSOU will continue to evolve.

Flag of SNPN

The Snow Plains flag consists of three colors - black, red and white. Colors have no meaning, and stars are meant to symbolize two main provinces: Eastern Province and Western Province. This color combination is very common, however, it can be found in the state of Sealand. The flag is distinguished by its elongated shape and stripes of various sizes. The smallest is the middle - red.

The flag aspect ratio of the Sovereign Principality of the Snow Plains is 1:2 - it is the ISPSM standard, which is listed under the code NS-ISPSM:100.003.AA

Landscape

The character of the landscape is typical for the temperate climate zone. The area is grassy, there are several trees. There is only one building in the past belonging to the Slovak Railways. At present, according to the cadastral map of the building, there is no documentation, so neither the current owner is known. The building is in very bad condition and this complicates its further use.

Flora

The territory of the Sovereign Crossing of the Snow Plains can enjoy a great variety of species that owes its existence to the impenetrable surroundings of the railway line. SNPN flora is protected by §003n LSPOU. The tree floor boasts a large number of quince, which led His brightest highness to the establishment of a national tree - quince. There are also wild cherries, apple trees, or a few coniferous trees. These form an insignificant minority (up to five pieces) compared to deciduous.

At present, planting of non-native species is not planned (with some exceptions). There is a general consensus that such an ill-considered step could destroy species diversity. However, this does not apply, for example, to some fruit bushes, which may one day be the first agricultural product to be exported abroad.

Fauna

Smaller forest animals are often observed in the Sovereign Territory. Somehow does not deviate from the standard fauna of Eastern Slovakia.

Planned reclamation

Reclamation of the area is currently under consideration. There were several landfills that represent the Principality of the Sovereignty in the wrong light. The Prince has committed himself to the reclamation of the Snow Plains, work has begun in the Eastern Province, marked in some places by the boundary (limestone strips). There are also torsos of various buildings in the area, the material is concrete, stones and bricks from nearby. One of the reclamation points is to create an infrastructure that is virtually absent from the Principality. There are only beaten paths waiting to be drawn. The next point will be a partial or complete reconstruction of the building in the Western Province.

Coming to the provinces

The western province is accessible via a track along the tracks. The eastern province, however, is surrounded by an inaccessible thicket and is currently planned to establish a convenient access route - the province's borders are in some places marked with a limestone belt and present a stacked inscription SNPN from the rails. Access should be entrusted to the Minister of Transport, but funding will be earmarked from the budget of His brightest Highness.

State system

The state is an enlightened absolutist monarchy, all government is in the hands of the Office of its brightest highness, which consists of a sovereign - at present, it is Prince Jan Aurelius I and the secretary of the office - at present is in this position Count Ales Franz Des Fours. The Sovereign commits himself to the honest leadership of the state, which is the pillar of the declared Enlightenment. Initially, this state system was not to be adopted, and certain circumstances (such as the lack of potential government officials or the lack of funds) caused Jan Aurelia I to concentrate all power in his own hands in order to guarantee the stability of the government. This decision is final and there can be no change in the state system (even at the king's initiative).

Secretary of the Bureau of His Brightest Highness

This is the most influential post after the monarch. Together with the ruler forms the legislative and judicial power of the state. The Secretary may also, on behalf of the Office, communicate with other States, accept citizenship, or propose decrees which shall enter into force upon signature of His Highest Highness. He is also a counselor and deputy diplomat. It may accompany the monarch in international negotiations.

Current Secretary

In the early stages of the state, Jan Aurelius I. held the post of Secretary of the Office of His Brightest Highness. Aleš Franz Des Fours was solemnly appointed at the First Summit of Heads of Government. The Secretary, after His brightest Highness, is the second most influential position of the Sovereign Principality; The Secretary's mandate always expires exactly one year after the election.

Ministries

The offices of the individual ministries also fall directly under the Office of His Most Highness. Their representatives, ministers, are in charge of state affairs which fall within their competence. The sovereign, however, has an absolute government and any decision that the parties of the ministry can be vetoed or rejected. His clearest Majesty also decides on the suspension of these representatives, holds their place for the duration of the suspension, and persons subject to the suspension cannot exercise the rights granted to them by the Office.

The term of office is one year. The Minister may be elected several times in succession. If no other person is elected after the mandate expires, the Ministry temporarily ceases and the duties are transferred to the sovereign.

Aristocracy

The snow plains provide the opportunity to be elected to a noble state. This will give the citizen the ability to be invited by his / her degree. At present, peerage plays a rather decorative and symbolic role, but it is anticipated that a number of benefits will be associated with these titles in the future.

The title can be applied for, admission is decided solely by the monarch. Also, a title may be renewed if a citizen was previously entitled to it in the territory of another country, or it may have directly peered if it is a long-term benefit person or a person who has significantly contributed to the representation of the state.

At present, the Sovereign may grant the following peerages (Mentioned in the Charter of Rights, Freedoms and General Provisions):

Intelligence service

This government institute is responsible for obtaining and processing information, and it is also obliged to inform the public about fundamental changes. It is not subject to any ministry, only its senior institute is the Office of its Brightest Highness. The head of the intelligence service is currently Jakub Macíček, who oversees smooth functioning. The mandate of the Intelligence Chief expires one year after his election. A candidate may be re-elected to this position.

Promotion manager

It is a separate institute, which is subject only to the Office of its brightest highness. He is in charge of promoting the state's ideas abroad, informs the foreign press about the Principality and cares for the media. The mandate is set for one year.

Currently, Martin Vais is the Head of Promotion, who has largely contributed to the promotion and visibility of the Sovereign Principality.

Changes made

Before the election of a government official, the name Ministry of Propaganda was considered. Because of the controversy attached to this name, the ruler decided to change the name to its current form - Head of Promotion. Another reason was the very meaning of the word "propaganda", which is inaccurate and misleading.

Ministry of Finance

It is a government institute, which is responsible for the management of the state. The Minister of Finance is elected by the Bureau of His Highest Highness, the mandate is set for one year, and the main activity of the institute is the management of the state budget and the redistribution of money within the Government of the Sovereign Principality.

The current Minister of Finance is Viscount Tomáš Zadražil, who was elected to his office at the First Summit of Government Representatives in December 2018. The Minister of Finance may be appointed several times.

Snow Plains Institute for Standardization and Measurement

In short, ISPSM (Institut Sněžných plání pro standardizaci a měření) is the Principality of the Sovereign Principality, under which the administration of state standards falls. ISPSM has the following functions:

  • Authorization to issue standards under the designation NS-ISPSM (National Standard of the Snow Plains Institute for Standardization and Measurement). This code can be followed by any number of code that has between 3 and 12 characters. This code number is followed by two characters (A-Z) to indicate the sector of the list of standards.
  • Authorization to abolish state standards
  • Authorization to change the wording of national standards
  • Duty to manage the Snow Plane Document Register, which is used to manage government documents and assigns a unique numeric code to each specified document. This registry is not yet fully functioning.

Criticism of His Highest Highness

The monarch has been criticized many times for the absolute government possessed by a government institute. Jan Aurelius I refers to the Enlightenment of his government. At the same time, however, it does not hide ambitions and adds that it is prepared to defend the interests of itself and its citizens at all costs, if possible.

Jan Aurelius I. has stated many times that he rejects the influence of the Slovak Government and the European Union in SNPN. He openly disagrees with the government that the Slovak Republic asserts and adds that he has no legal claim to it (due to the illegal division of Czechoslovakia). It also rejects the "violent dictate" of the European Union, which instructs Member States to "suffer for their own economic instability and inability to keep up". Many times he defended his positions publicly and the whole project of the Sovereign Principality of the Snow Plains was discussed by the management of the secondary school he is currently studying. He was openly accused of "defaming the school's reputation", which he unconditionally refuses.

Army

The Sovereign Principality of the Snow Plains is limited in terms of the military by the so-called Declaration of the Peaceful Nature of the State. The Minister of Defense is therefore limited in deciding on the army and armament of its members. However, in case of urgent need, this declaration may be modified or suspended in full - only His clearest Majesty is entitled to do so.

The military is under the Ministry of Defense and currently has an uncertain number of members. The current Minister of Defense, Pavel Havliš, is currently in charge of setting up a permanent militia to be funded from the state budget. It can be said that it is inactive and cannot be disposed of, but a certain component is combat-capable, so in the case of mobilization, under certain circumstances, the interests of SNPN can be defended.

Military decorations

The Sovereign Sovereign of the Snowspring has the right to award military awards if any member of the armed forces demonstrates exceptional capabilities, both on the battlefield and in peacetime. The awarding of medals is legally handled by LPSOU.

Territorial changes

Until November 22, 2018, the area of ​​the Sovereign Principality of the Snow Plains was only about 2 square kilometers. Due to disputes with the owner of the land that used to be the province of the Snow Plains, his brightest Highness, Prince Jan Aurelius I, decided to give up 36 square meters on which the province was spread in favor of the Czech Republic and join another part of the surrounding land owned by the Slovak Republic. These territorial changes, however, affected several complications. His clearest Highness was accused by the Czechoslovak National Democracy (CND) of carrying out a "bold step". a mutual agreement was signed between the heads of both states, which saved peace, and has not commented on the situation of ČND ever since.

The expansion of the territory of the Sovereign Principality of the Snow Plains to the extent of eight square kilometers is currently under consideration. Subsequently, a water area of ​​at least five square meters will be built. The cadastral map of the Slovak Republic is currently analyzed for this step.
