The Vladastock Confederation is a union currently made of two separate states, the Pacific Union and Aovikland. The Confederation as it is known today was officially launched on the first of November 2018, however, this micronational experiment has gone through several iterations since its original creation back in 2013. The Confederation was founded on the ideals of democratic plurality and tolerance, the original eight founders, decided that the world needed more bipartisanship and as such created Vladastock as it stands today. It’s with this spirit of cooperation that the Confederation thrives. The Confederation has embraced the idea of achieving a World Federation, where all peoples may live as equals in a shared democracy. This has become one of the cornerstones of the Confederation Government policy.

Confederation Government

The Vladastock Government is a parliamentary constitutional confederation. Like many other Westminster-style systems of government, the Vladastock Government is made up of three branches: The Executive (the Premier, the Ministers, and Government Departments), the Legislative (the Assembly of Vladastock Confederation), and the judiciary. The legislative branch is composed of the unicameral Assembly. The Assembly is elected by the citizens of Vladastock as a whole. The Vladastock Government in its executive capacity is headed by the popularly-elected Premier, who appoints and dismisses Ministers. Whilst the Premier is ultimately accountable to the people, they are also scrutinised by the Assembly. The government is based in the nation's capital, the City of Freeburn. The head offices of Government departments lie in Freeburn, along with Assembly and the Supreme Court. The judicial branch of government, headed by the Supreme Court, is independent of the legislative and executive branch and ensures that the government acts according to the constitution and law. Vladastock’s Constitution is influenced heavily by the United States Constitution as well as the Australian version of the Westminster Government.

Legislature

The Legislature makes the laws and supervises the activities of the other two arms with a view to changing the laws when appropriate. The Assembly is elected using proportional representation and the single transferable vote, with half elected every 6 months (April, October). There are also several non-voting Member, including Ministers and ex-officio Heads of States. As Vladastock has adopted a hybrid Presidential/Parliamentary model, the Executive does not need to hold the confidence of the Assembly and only has only limited responsibility to the Assembly, nether the less the Executive must still be available for scrutiny by the Assembly. The Premier is elected annually, coinciding with the October Assembly election. While the Assembly cohorts have staggered yearly terms, with elections occurring semi-annually; the entire Assembly may be put up for election through a procedure known as a Double Dissolution. The Governance Regulations Act 2019 provides for 1/3rd of the Chamber calls for an election after the Assembly has not held a quorate meeting for 3 calendar months or the Premier has vetoed the same bill twice. Additionally, a Double Dissolution can be called 2/3rds of the Assembly passed a motion calling for one. Ministers are appointed and dismissed by the Premier, who administer various portfolios of the Executive arm of Government. There is also a Leader of the Opposition, usually the Parliamentary leader of the largest party outside the ruling party, and a Shadow Cabinet of Opposition members. The day-to-day business of the Assembly is determined by the General-Secretary of the Assembly, an elected official of comparable role to a Speaker.

Executive

The Chief Executive and Commander-in-Chief of the Military is the Premier, who retains significant prerogative powers. Perhaps the most powerful instrument of executive power is the issuance of Executive Directives (EDs) which take effect as legislation. Additionally, Ministers are empowered by various legislation to make orders or regulations relevant to the administration of that Act. While the Executive powers were initially wide-ranging, there has been a trend to curtail these powers. Ministers are now subject to no-confidence motions of the Assembly and the Premiers ability to dissolve or prorogue the Assembly has been significantly limited.

Judiciary

As a confederation, judicial power is exercised by both Confederation and state courts. Supreme judicial power is vested in the Supreme Court of Vladastock. However, for practical reasons State courts regularly are vested with Confederation authority. State judicial power is exercised by each State’s Courts and such other courts and tribunals created by the State Legislatures of Vladastock. The Supreme Court is the final court of appeal in Vladastock and has both original and appellate jurisdiction. It has original jurisdiction in Confederation criminal matters, but has civil jurisdiction limited to inter se matters, electoral matters or matters of Constitutional interpretation.
